Wade The Minutes of Meeting #2/70 were presented. Res. #1 Moved by: K.G. Waters Seconded by: F.R. Perkins Valley RESOLVED THAT: The Minutes of Meeting #2/70, as presented, be adopted as if read. CARRIED UNANIMOUSLY; STAFF REPORT Mr. Sutter presented a detailed verbal Staff Report of projects and proposals of concern to the Board. PROPOSED PEDESTRIAN CONNECTION Res. #2 Moved by: Miss T. Davidson Seconded by: K.G. Waters THE BOARD RECOMMENDS THAT: The Metropolitan Parks Department be requested to consider the establishment of a pedestrian connection between Todmorden Mills Park and the Edwards Gardens Area. CARRIED UNANIMOUSLY; J -2 -2- ONTARIO SCIENCE CENTRE PROPOSED NATURE WALK Mr. T.W. Thompson reported on studies made for a nature walk in the vicinity of the Ontario Science Centre. PROPOSED DEVELOPMENT LOWER DON VALLEY Mr. T.W. Thompson reported progress on a study of possible development of the Lower Don area. He advised that every effort is being made by the task force to have a Master Plan available early in 1972. In response to a suggestion from Mr. Scott, he advised that assistance by a University or other agency would be welcomed. Res. #3 Moved by: D. Angus Seconded by: Dr. G. Ross Lord RESOLVED THAT: The report on plans for development of the Lower Don area be received; and further THE BOARD RECOMMENDS THAT: The Metropolitan Parks Department be urged to do everything possible to have a Master Plan of develop- ment for the Lower Don area available early in 1972. CARRIED UNANIMOUSLY; OUTFALL SURVEY REPORT - OWRC • Mr. N.C. Embree of The Ontario Water Resources Commission presented a comprehensive report of an Outfall Survey of the Don River recently carried out. The Report and its implications was discussed at some length. Res. #4 Moved by: Dr. G. Ross Lord Seconded by: J.P. Jongeneel RESOLVED THAT: The Staff prepare a summary of The Ontario Water Resources Commission Report on the Outfall Survey of the Don River for the information of Members, at the next Meeting. CARRIED UNANIMOUSLY; Res. #5 Moved by: K.G. Waters Seconded by: R.G. Henderson THE BOARD RECOMMENDS THAT: The Municipalities concerned be requested to advise the Authority of the action being taken locally in connection with the Report on the Outfall Survey of the Don River carried out by The Ontario Water Resources Commission. Res. #6 CARRIED UNANIMOUSLY; Moved by: D. Angus Seconded by: F.R. Perkins THE BOARD RECOMMENDS THAT: The Ontario Water Resources Commission, in co- operation with the municipalities concerned, be requested to carry out continuing tests of outfalls in the Don River at regular quarterly intervals. CARRIED UNANIMOUSLY; -3- J -3 PROPOSED AERATION OF THE LOWER DON Mr. Thompson suggested that aeration of the waters of the Lower Don by means of a system of fountains might be of value in improving the quality of the waters of the Don. Waters THE BOARD RECOMMENDS THAT: The Ontario Water Resources Commission, in co- operation with the Metropolitan Corporation, study the feasibility and usefulness of a system of aeration of the Lower Don, with a view to improving the quality of the water. CARRIED UNANIMOUSLY; REPORT OF ANTI- POLLUTION COMMITTEE OF YORK MILLS VALLEY A Report of the Anti- Pollution Committee of York Mills Valley was presented by representatives of the group. Res. #8 Moved by: K.G. Waters Seconded by: N.J. Scott RESOLVED THAT: The report of the York Mills Valley, dated November and that the Committee be thanked community betterment. Res, #9 Anti - Pollution Committee of 30, 1970, be received for study for their effort on behalf of CARRIED UNANIMOUSLY; Moved by: Dr. G. Ross Lord Seconded by: J.P. Jongeneel THE BOARD RECOMMENDS THAT: The Staff investigate, in co- operation with the Town of Markham, ways and means of acquiring a certain piece of property on the North -East corner of Bayview Avenue and Steeles Avenue. STAFF PROGRESS REPORT CARRIED UNANIMOUSLY; Mr. Sutter presented a detailed Staff Progress Report of the following projects which concern the Don Valley: Project W.C.63 Project F.7 Project W.C.58 - Extension to the Plan for Flood Control - Finch Dam & Reservoir - Erosion Control and Channel Improvements on the West Branch of the Don from Finch Avenue to Bathurst Street Preliminary Engineering - Erosion Control & Channel Improvements - West Don River at Serena Gundy Park Maintenance of York Mills Channel Res. #11 Moved by: Dr. W.M. Tovell Seconded by: D. Angus J -5 -2- RESOLVED THAT: The Staff Progress Report on projects actively present in the Don Valley be received and filed. CARRIED UNANIMOUSLY; PROGRESS REPORT re O.W.R.C. Mr. Sutter, assisted by Mr. N.C. Embree of The Ontario Water Resources Commission, presented the Progress Report of The Ontario Water Resources Commission Outfall Studies on the Don. Res. #12 Moved by: Dr. G. Ross Lord Seconded by: F.A. Wade RESOLVED THAT: The Progress Report on The Ontario Water Resources Commission Water Quality Studies of the Don be received, together with the communication from The City of Toronto; and be referred to the Technical Advisory Committee on Parks and Conservation for consideration and recommendation. CARRIED UNANIMOUSLY; REPORT RE QUEEN'S YORK RANGERS' INSPECTION TOUR Mr. Perkins reported on his attendance at the Inspection Tour of the Queen's York Rangers and stated that a report would be received in due course of their findings. Res. #13 Moved by: F.R. Perkins Seconded by: K.G. Waters RESOLVED THAT: The Report of the Inspection Tour of the Queen's York Rangers be received. DON VALLEY BRICKYARD - FUTURE USE Res. #14 Moved by: F.R. Perkins Seconded by: D. Angus CARRIED UNANIMOUSLY; RESOLVED THAT: A Committee, composed of Dr. W.M. Tovell and Mr. E.H. Card, be requested to arrange a meeting with officials of the Don Valley Brickyard to discuss the future use of the property. CARRIED UNANIMOUSLY; DISPOSAL OF WRECKED AUTOMOBILES Res. #15 Moved by: F.A. Wade Seconded by: Dr, G. Ross Lord THE BOARD RECOMMENDS THAT: The Authority, being vitally interested in the present 'Littercheck' campaign, request the Department of the Environment, in cooperation with the major automobile manufacturers, to accept the responsibility, as good corporate citizens, to gradually eliminate all wrecked automobile dumps and abandoned automobiles, by means of compacting procedures and /or re- cycling processes, as a further step in improving the aesthetic landscape of The Province of Ontario. CARRIED UNANIMOUSLY; -3- J -6 PROPOSED PROPAGATION OF PHEASANTS Res. #16 Moved by: F.R. Perkins Seconded by: F.A. Wade THE BOARD RECOMMENDS THAT: The Staff investigate the possibility and practicability of propagating pheasants and similar birds for release in the areas under the jurisdiction of the Authority.
