Chairman Campbell briefly reviewed the events leading up to the
Authority becoming responsible for the implementation of The
Waterfront Plan and the formation of this Board.
THE WATERFRONT PLAN - REVIEW
Mr. Higgs reviewed the overall Waterfront Plan, for the information
of the Board and indicated, in general terms, some of the action
that might be taken by the Authority in 1971 for its implementation.

RE ETOBICOKE SECTOR, MIMICO CREEK
A Report of the Task Force covering the Etobicoke Sector, Mimico
Creek, was presented.

THE BOARD RECOMMENDS THAT: The recommendations contained in the
Report of the Task Force dated December 16, 1970 concerning the
Etobicoke Sector, Mimico Creek Area, as set forth herein, be
adopted:
The Staff be directed to prepare a project for the develop-
ment of the Etobicoke Sector, Mimico Creek Area, Waterfront
Development Plan; and further, that the following action be
taken:
(a) A proposal be obtained from Johnson, Sustronk, Weinstein
and Associates, for the detailed design of the project;
(b) The Staff be directed to meet with officials of The
Toronto Harbour Commission and The Borough of Etobicoke,
to determine a procedure for the management of a landfill
project by The Toronto Harbour Commission.

Report of the Task Force dated December 16, 1970 concerning the
Eastern Beaches Sector, Ashbridge's Bay area, as set forth herein,
be adopted:
THAT the Authority convene a meeting with the group outlined
in Mr. Clark's letter dated November 27, 1970, together with
representatives of the Metropolitan Works Department, Metro-
politan Parks Department, Department of Parks and Recreation
of the City of Toronto, and the Ontario Department of Lands
and Forests, to discuss the proposal of proceeding with the
design for permanent improvements in the Ashbridge's Bay area.

Report of the Task Force dated December 16, 1970 concerning the
Scarborough Sector - Scarborough Bluffs, Phase 1, as set forth
herein, be adopted:
THAT a Project be prepared for the first phase of the Brimley
Road Ravine and Lakefront Development; and further
(a) The Staff be directed to obtain a proposal from H.G. Acres
for the detailed design of this phase of the Project;
(b) The Staff be directed to meet with officials of The Borough
of Scarborough and The Toronto Harbour Commission, to
determine the best means of co- ordinating and constructing
the landfill; and
(c) The Property Administrator of the Authority be directed to
investigate the availability of privately owned land in
phases 1 and 2 of the Scarborough Lakefront Development
Study, including the Seminary property adjacent to Brimley
Road.

a basic land use policy for East Point Park for the consider-
ation of the Councils of the Borough of Scarborough and
Metropolitan Toronto and the Waterfront Advisory Board.

A communication from Mr. Anthony O'Donohue was presented, having
regard to certain problems at the entrance to Franchman's Bay.
IT WAS AGREED that the matter would be considered in the Project
being prepared for the Pickering -Ajax Sector land acquisition
programme.

Waterfront Advisory Board,
Conservation Authority
The Metropolitan Toronto Planning Board commissioned a study by
the firm of Johnson, Sustronk, Weinstein and Associates Limited of the
waterfront area between the mouth of the Humber River and the mouth of
the Etobicoke Creek. The consultant's plan was revived by the Water-
front Technical Committee and forwarded to the Metropolitan Toronto
Planning Board for their consideration. The Planning Board passed
the plan on to the Borough of Etobicoke for their consideration and
recommendations. The Johnson, Sustronk, Weinstein plan was available
at the 'Task Force meeting.
One element of the plait which merits consideration for immediate
action is a proposed land fill from the west bank of the Iimico ;:reek
southerly into the lake on a water lot which is at the present time
owned by the Borough of Etobicoke. The importance of proceeding with
a land fill project in this area in the near future is indicated by
the termination of land fill at Ontario Place which will occur :,bout
the middle of January, 1971. In order not to lose the fill which is
generated from a number of construction projects, it is considered
important that an alternative fill site be established. At the swat
time, there is considerable amount of fill being generated in the
Etobicoke area which the Borough is having difficulty in placing.
Proceeding with a land fill project on the west bank of the Mimnico
Creek will enable a waterfront development project to be completed in
c. relatively short period of time and will provide boat launching
facilities and a small park area in a section of the waterfront icL
which these facilities are presently lacking. Proceeding with this
portion of the plan will in no way commit any of the municipalities
involved to the remainder of the plan which can be evaluated and in-
corporated in a five -year project for the waterfront as deemed
suitable.

THE TASK FORCE AGREED AND RECOMMENDS to the Waterfront Advisory
Botrd that:
(1) The staff be directed to prepare a project for the development
of the Etobicoke Sector, Idimico Creek area, Waterfront
Development Plan;
(2) A proposal be obtained from Johnson, Sustronk, Weinstein and
Associates for the detailed design of the project;
(3) The staff be directed to meet with officials of the Toronto
Harbour Commission and the Borouch of Etobicoke to determine
a procedure for the management of a land fill project by the
Toronto Harbour Commission.

Re: The Eastern Beaches Sector, Ashbridge's Bay

One of the major objectives in the Eastern Beaches Sector is the
provision of more adequate facilities for boating. The Ashbridge's
Bay Yacht Club, a Catamaran Club, the Toronto Hydro Plane Club, the
Sea Scouts and a public launching ramp located on the existing
Ashbridge's Bay all have difficulty operating out of the existing
facility due to a continuing problem of silting at the mouth of the
harbour. The problem is further accentuated by the storm sewer outfalls
to the Bay. Attached to this communication is a copy of a letter from
the Ashbridge's Bay Yacht Club and a copy of a letter from the
Commissioner of Works, Municipality of Metropolitan Toronto.
The existing facilities are operated under a lease between the
Municipality of Metropolitan Toronto and the Ashbrid €ess Bay Yacht
Club. Copy of this lease was available for the Task Force at their
meeting. The plan of the existing facilities was available also for
discussions.
It would appear inadvisable to proceed with the improvements as
suggested by the Ashbridge's Bay Yacht Club at this time. It does
appear evident, however, that there is a need for a more permanent:
facility at this location and that the establishment of such a facility
should receive some priority in the Waterfront Plan. The first step
should be the engagement of consultants to design permanent improve-
ments at this site.

Board that the Authority convene a meeting with the group outlined

SCHEDULE "C"
To: The Chairman and Members of the Waterfront Advisory Board,
The Metropolitan Toronto and Region. Conservation Authority
Re: Scarborough Sector, Scarborough Bluffs, Phase 1
The Metropolitan Planning; Board commissioned a study of the
Scarborough Bluffs section of the Scarborough Sector, Waterfront
Plan, by a consortium of H. G. Acres and Parkin Associates, setting
out terms of reference for the study as follows:
(a) To devise means by which the present spectacular form of the
needles portion of the Scarborough Bluffs could be retained;
(b) To provide a means by which the Bluffs can be viewed from lake
level; and
(c) To make proposals for a park development in the Scarborough Bluffs
area of regional significance.
The Acres - Parkin report was considered by the Technical Advisory
Committee for the Waterfront Plan and has been considered by the
Metropolitan Toronto Planning Board and forwarded to the Borough of
Scarborough for their consideration and recommendations.
One element of the plan was the consideration of the existing
Brimley Road land fill which is being created by the Borough of
Scarborough at the foot of Brimley Road in the lake. The Acres -
Parkin report refers to this part of the plan as the Brimley Road
Ravine and Lakefront Development. The plan recommends that this land
fill be continued and that the fill form a type of headland proceeding
westerly from the present fill at the foot of Brimley Road. The plan
refers to the extension of fill in this area as Phase 1 of recommended
development.
THE TASK FORCE AGREED AND RECOMMENDS to the Waterfront Advisory
Board that:
(1) Project be prepared for the first phase of the Brimley Road
Ravine and Lakefront Development;
(2) The staff be directed to obtain a proposal from H. G. Acres for
the detailed design of this phase of the project;

The Metropolitan Toronto and Region Conservation Authority
Re: Scarborough Sector, East Point Park
The Metropolitan Toronto Waterfront Plan cells for the development
of : major recreation facility at East Point Park, including a 580 -
slip marina, boat launching ramp, a sailing club, sports fields and
picnic areas. The Plan points out:
i'E1st Point Park offers perhaps the most ready opportunity to
provide the water - oriented recreation facilities so badly re-
quired in the east end of the Metropolitan area. Its commencement
should coincide with the site grading required for the easterly
water filtration plant expected to begin in the early 19707s."
The East Point Park lands have been deeded to the Municipality of
Metropolitan Toronto by the Borough of Scarborough with the crnditioi,
that community recreation facilities be included in the development
of the project. These facilities would include the sports fields
envisaged in the East Point Park section of the Waterfront Plan.
The Council of Metropolitan Toronto considered a proposal to use
East Point Park as tho site for a transportation museum. The Council
approved the use of this property for a transportation museum, but
stipulated that Metropolitan Toronto would have no financial partic-
ipation in the project. The transportation museum is being promoted
by a group of private citizens interested in retaining in the Toronto
aren implements of all phases of transportation which are of historical
interest right up to the present. The promoters do not have any
funds and propose to raise the estimated $5,000,000 cost of creating
the transportation museum through a public subscription programme.
The Metropolitan Toronto Department of Works has proposals for
an easterly water filtration plant as indicated in the Waterfront
Plan, and consultants are being appointed to carry out the design work.
The firm of James F. MacLaren will be appointed to design the filtration
plant and the firrn of Gibb, Albery, Pullerits and Dickson will be
appointed to consider the marine aspects of the intake pipe.
Consideration is also being given to the extension of the Highland
Creak Sewage Treatment Plant at the. east end of East Point Park.
Both of these projects affect East Point Park and it is necessary

that decisions be made concerning the' ultimate use of the property
in order that the ultimate use can be coordinated with the works
project now undor construction. As both works projects are soon to
go into design, there is some urgency in this matter.

Board that the staff be directed to meet with officials of the
Metropolitan Toronto Parks Department and the Borough of Scarborough
Department of Parks and Recreation to determine a basic land use
policy for East Point Park for the consideration of the Councils of

SCHEDULE "E"

Re: Pickering -Ajax Sector, Land Acquisition Programme
The Metropolitan Toronto and Region Conservation Authority has
been active for a period of years in the acquisition of land in the
Pickering -Ajax Sector of the Waterfront Plan. The Authority has
acquired lands in the lower reaches of the Rouge River and the
Duffin Creek, including some waterfront frontages at the mouths of
these two rivers under its Plan for Flood Control and Water
Conservation.
The Petticoat Creek Conservation Area was acquired as Conser-
vation Area project #43 in 1965. Land in the Frenchman's Bay area
has been acquired under Projects C.A.48/69 and C.A.60 /70. I am
advised by Mr. W. E. Jones, Property Administrator of the Authority,
that there is considerable land on the market in the Pickering -Ajax
Sector, including lands in the Rosebank area, Frenchman's Bay
(including the water lots of the hay) and land at the mouth of
Carruthers Creek.
A continuing programme of land acquisition in the Pickering -Ajax
Sector of the Waterfront Plan is highly desirable. It is not felt
that sufficient funds can be allocated in 1971 to acquire all the
available lands in the Pickering -Ajax Sector, but that the programme
will have to be scheduled over a period of years. It is suggested
that a maximum of $1,000,000 should be devoted to land acquisition
in 1971.

consideration of the Waterfront Advisory Board.

THE BOARD RECOMMENDS THAT: Project W.F.1 - A Project for the
Acquisition and Development of the Mimico Creek Waterfront Area,
be adopted; and further, that the following action be taken:
(a) All member municipalities be designated as benefiting, on
the basis set forth in the 1971 Waterfront levy;
(b) The Municipalities of Metropolitan Toronto and the Borough
of Etobicoke be requested to approve of this Project;
(c) The Minister of Energy and Resources Management be requested
to approve of this Project and of a grant of 50% of the cost
thereof;
(d) The Borough of Etobicoke be requested to transfer to the
title of the Authority, for a nominal sum, approximately
10.5 acres of water lot on which the landfill project will
take place;
(e) The Province of Ontario be requested to transfer to the title
of the Authority those portions of the water lot required
which are Crown Land;
(f) When approved, the appropriate Authority officials be
authorized to take whatever action is required in connection
with the Project, including the execution of any necessary
documents;
(g) The approval of The Ontario Municipal Board, for the
financing of this Project over the years 1971 -2 -3, be
requested.

the acquisition of certain properties.

Acquisition and Development of Properties in the Pickering /Ajax
Sector, Waterfront Plan, be adopted; and further, that the
following action be taken:
(a) All member municipalities be designated as benefiting, on
the basis set forth in the 1971 Waterfront levy;

of Pickering be requested to approve of this Project;

recommend a basis for the Waterfront Municipal Levy be received;
and
THE BOARD RECOMMENDS THAT: The following action be taken in
connection with the Waterfront Municipal Levy:
(a) The funds required for administration of the Waterfront Task
Force be included in and be a part of the General Administrat-
ion Budget of the Authority;
(b) The funds required from Municipal Levy for the Capital Costs
involved in the 1971 Programme of the Waterfront Plan be
raised on the following basis:

BRIEF TO JOINT AIRPORT TECHNICAL COMMITTEE
FROM: THE METROPOLITAN TORONTO AND REGION
CONSERVATION AUTHORITY
DATE: JANUARY 1971
The Metropolitan Toronto and Region Conservation Authority is in
receipt of a notice of the Joint Airport Technical Committee
inviting the Authority to submit a Brief for the information of
the Committee. The Metropolitan Toronto and Region Conservation
Authority is a corporate body established under Provincial
Legislation (The Conservation Authority's Act, R.S.O. 1968) and
has jurisdiction in a 1,000 square mile area, including the water-
sheds of the Etobicoke - Mimico, Humber, Don, Highland- Rouge- Duffin's-
Petticoat and Carruthers Creeks.
At a special meeting of the Authority held November 23, 1970, the
Minister of Energy and Resources Management announced that the
Authority would have jurisdiction in implementing the Waterfront
Plan prepared by the Metropolitan Toronto Planning Board for the
Metropolitan Toronto Planning Area in all sectors of the Plan,
excepting the Central Sector and the Mississauga Sector. The
Authority's jurisdiction then, for Waterfront Development, extends
from Coxwell AVenue east to the Carruthers Creek and from Dufferin
Street west to the Etobicoke Creek.
The Waterfront Plan for the Metropolitan Toronto Planning Area
will be the basis for waterfront development projects carried out
by the Authority. The Authority has established a Waterfront
Advisory Board, made up of Authority Members and other interested
citizens. It is the Authority's intention to prepare a Project
for Waterfront Development which will extend over a period of
five years. To give technical assistance in the preparation of
this Project, the Authority has established a Task Force for
Waterfront Development, consisting of officials from public
agencies involved in the waterfront.
Although the proposals for a downtown airport are in the Central
Sector of the Waterfront Plan and not within the area of
jurisdiction of the Authority, it is recognized that the creation
of such an airport may involve a major lake filling programme.
Inasmuch as the physical lake processes which exist in Lake
Ontario will effect changes in areas beyond any one sector as a
result of major filling programmes, the Authority feels it
appropriate to establish lines of communication with agencies
and groups which may be considering such projects.
We, therefore, take this opportunity to advise the Joint Airport
Technical Committee of the Authority's jurisdiction in the
implementing of the Waterfront Plan and our interest in collaborat-
ing with other agencies which are similarly engaged.
