set forth in the Project, and that when approved by All
municipalities, the Project be submitted to the Minister of
Energy and Resources Management for approval and for grants
on the basis as set forth in the Project; and

A Staff communication was presented regarding a Report on Erosion
Control and River Bank Stabilization and the report was presented
by Mr. D. Sexsmith of the firm James F. MacLaren Limited; Consulting
Engineers. The report was discussed in considerable detail.

RESOLVED THAT: The Staff communication and the Report on Erosion
Control and River Bank Stabilization as prepared by James F.
MacLaren Limited, Consulting Engineers, dated March 1970, be
received; and further
THE BOARD RECOMMENDS THAT: The following action be taken with
regard to the Report on Erosion Control and River Bank Stabilization:
(a) Copies of this report be submitted to the Conservation
Authorities Branch, Department of Energy and Resources
Management.
(b) Copies of this report be submitted to appropriate Municipal
officials for their review and comment.
(c) That this report be referred to the Technical Advisory
Committee on Parks and Conservation for review and recommen-
dations.
(d) That the Authority sponsor a special meeting of concerned
Municipal officials to review the report and work out
procedures for mutual use of the data contained therein.
(e) That, in undertaking any new projects for erosion control
and bank stabilization, the Authority give consideration
to the priorities contained within the MacLaren report.
(f) That the Staff be directed to prepare a report regarding our
regulatory controls, specifically pointing out any
inadequacies or deficiencies and recommending such amendments
as may be necessary to improve their effectiveness.
(g) That the Staff immediately prepare a set of procedures for
updating of the data contained in the MacLaren report.

I. DETAILS OF PROJECT
(a) Location and DescrAption:
The section of the creek under consideration is in the
Village of Malton and extends from Airport Road to a point
approximately 3,000 feet west of Airport Road.
The West Branch of the creek runs partly through the CNR
station yard and partly through undeveloped ground and is adjacent
to residential and commercial property. The Hull Street watercourse
runs almost entirely through undeveloped ground and, where adjacent
to Hull Street, the watercourse is immediately north of the street
with residential property located immediately south of Hull Street.
Extensive residential and commercial development has taken
place on the flood plain, and flooding of property adjacent to the
creek frequently occurs. At times of high flow, flooding is
aggravated by backwater effects resulting from the constrictions
imposed by bridges over the creek at Airport Road and North Alarton
Street.
The work proposed involves the widening and deepening of the
existing channel for the West Branch of thr: creek, with local
improvements to the channels at Ai. :port Road and North Alarton Street
bridges and the provision of a new channel for the Hull Street water,
course.
A new culvert will he required to carry the Hull Street
.:: atercourse under the CNR right -of -way. The location of this culvert
is shown at a point approximately 3,000 feet west of the intersection
of Airport Road and the West branch of the creek and is at a point
,where an existing 31 x 4' masonry culvert passes under the railway.
It should be noted, however, that the location of this new culvert
may be adjusted to suit the limits of subdivision or other proposed
development in this area.
At the upstream limit of thl proposed improvements to the
West Branch, dykes will be formed from the banks of the riew channel
and rising to marry with a natural ground elevation of 555 feet or.

both sides of the channel. This will,contain the flooding which
will occur upstream of the improved section.
Since the creek channel is formed in overburden and the water
velocities are high, it will be necessary to line the full length of
the channel. The section proposed has side slopes of 2 horizontal
to 1 vertical and incorporates a granular filter layer placed under
the lining. The lining may be either gabions or grouted riprap and
current prices indicate that gabions are slightly more economical.
These improvements will allow the new channels to pass the
design flow, which originates upstream of the area under
consideration, through this flood - vulnerable area and on downstream
of Airport Road. However, it should be noted that existing low -
lying ground on either side of the new channel between Airport Road
and the confluence of the West Branch and the Hull Street watercourse
will lie below the maximum water level in the new channel. This
would result in flooding of these areas, due to local precipitation,

during the periods when the new channel is at maximum water level.
This problem can be eliminated in the area south of the new channel,
where it occurs to a very limited extent, by placing fill material to
raise the ground level above the maximum water level in the channel.
The land in this area is mainly a CNR yard and does not appear to be
developed at present. In the area north of the new channel, low
dykes will be required to contain the maximum flow in the new channel.
It should be noted that this condition occurs only at particularly
low areas, notably immediately downstream of the confluence of the
new channels and again downstream of the timber trestle bridge. It
is recommended that these low areas are drained by intake basins,
piped to the new channel and fitted with a flap valve at the outlet.
Assuming that the Hull Street watercourse is diverted to the
north of the CNR right -of -way, the existing open ditch channel of the
watercourse adjacent to Hull Street will be adequate to handle the
local storm water. However, to allow for development of the land

lying between Hull Street and the CNR right -of -way, it is
recommended that the open ditch be replaced with a storm water
sewer laid in the existing channel bed. This new sewer would
follow, approximately, the line of the existing Hull Street water-
course and would utilize the existing culverts to pass under North
Alarton Street and the CNR track.

The purpose of this Project is to enable the Metropolitan
Toronto and Region Conservation Authority to undertake channel
improvement measures to provide flood protection on the Mimico Creek
in the Village of Halton immediately upstream of Airport Road.

(a) Location and Description
The work proposed under this Project is located immediately'
upstream of Bathurst Street as indicated on the accompanying drawing.
The river follows the west side of the valley and the stability of
the high bank is affected by undermining as a result of erosion of
the toe of the slopes by the river. Unless this condition is
controlled, the steep banks will eventually recede, endangering
development along the top of the bank. In addition, there are two
sharp oxbows or return bends which are dangerous to the facilities
of the Y.M.H.A. property located on the west side of Bathurst Street
immediately north of the river.
Channelization work is to be carried out as shown on the
accompanying drawing. In order to maintain the desired channel
cross section and alignment, it is proposed that the channel be
lined, preferably with stone- filled gabion baskets. The realigned
channel will be some 1,000 feet shorter than the existing channel,
with a consequent steeper gradient. In order to control velocities
within acceptable limits, it is proposed that a structure to
dissipate the excess hydraulic energy be constructed near the up-
stream end of the proposed channel. The abandoned sections of the
existing river channel will be filled, using excavated material, and
these areas will be sodded and /or seeded as may be required.

The purpose of this Project is to enable the Metropolitan
Toronto and Region Conservation Authority to carry out erosion
control and channel improvement measures on the west branch of the
Don River in that section of the watercourse immediately upstream
of Bathurst Street.

established utilities, including the West Don Sanitary Trunk
Sewer, and eliminate serious erosion in this area, with a
consequent reduction of the silt load carried by the river.

The Technical Advisory Committee on Parks and
Conservation considered this matter at its meeting held
on Thursday, May 22, 1969, and made the following
recommendations:
(1) that the Metropolitan Corporation should request
the Metropolitan Toronto and Region Conservation
Authority to prepare a scheme for the approval
of the Province of Ontario to carry out remedial
measures with respect to erosion in the area of
the Y.M.H.A. upstream from Bathurst Street, at
an estimated cost of $500,000.00, naming the
Municipality of Metropolitan Toroflo as the
benefiting municipality, the work to be carried
out in 1970 provided that the Borough of North
York (and /or the Y.M.H.A.) provide two thirds of
the financing required for the Metropolitan share
of the undertaking;
(2) that the Y.M.H.A. grant a public right -of -way
through its property as access to public parkland
of the future to the north.at a location to be
defined following construction;
(3) that funds be provided in the Metropolitan Toronto
and Region Conservation Authority Capital Estimates
in 1970 as a specific item to enable this work to be

I. DETAILS OF PROJECT
(a) Location and Description:
The proposed remedial works to be undertaken in connection
with this Project are to be located on a tributary of the Rouge
River at the westerly limit of the Markham District High School,
immediately south of Church Street in the Town of Markham.
It is proposed to relocate the channel (as shown on the
accompanying plan) away from the main valley slopes and that trees
be planted to more positively resist erosion on the valley slopes
during times of high water.
The channel location selected follows as closely as possible
the existing channel and requires no structural concrete work at the
culvert.
Erosion of the outer bank immediately south of the culvert
during extreme flooding (50 -year and 25 -year storms) is controlled
by gabions installed on a slope and extending vertically to an
elevation equal to the obvert of the culvert. This higher'
protection diminishes as the watercourse completes its bend and
presumably allows the water to spread over the valley at a diminished
velocity.
The channel is fixed in its alignment and grade using gabions
which would be required on the slopes only in the upper portion, but
would be required as well in the invert at the lower end,
particularly at the points of discharge of the storm sewers, all as
shown on the drawing.

(b) Purpose of Project:
The purpose of this Project is to enable the Metropolitan
