Davis RESOLVED THAT: The Staff Progress Report and the Report of the Public Relations Consultant be received and filed. CARRIED UNANIMOUSLY; ADVANCE PAYMENT RE EDUCATIONAL PROGRAMMES Res. #3 Moved by: B.G. Harrison Seconded by: Mrs. G. deGuerre THE BOARD RECOMMENDS THAT: A non- returnable advance payment of 50% of the fee of Educational Programmes be required of Boards of Education on acceptance of an application for a Conservation Education Programme. CARRIED UNANIMOUSLY; G -2 -2- REPORT #1/70 - CONSERVATION EDUCATION ADVISORY COMMITTEE Report #1/70 of the Conservation Education Advisory Committee was presented. Res. #4 Moved by: Dr. W.M. Nealson RESOLVED THAT: Report #1/70 of the Conservation Education Advisory Committee be received and appended as Schedule "A" of these Minutes; and further THAT Item #2 of the recommendations, "A Concept for a Resource Interpretive Complex - Boyd Conservation Area" be referred to the Joint Meeting of Conservation Areas Advisory Board and Information and Education Advisory Board, for consideration. CARRIED UNANIMOUSLY; REPORT #1/70 - FARM OPERATIONS ALBION HILLS Report #1/70 of the Sub- Committee appointed to review Farm Operations at the Albion Hills Conservation Field Centre was presented. Purcell RESOLVED THAT: Report #1/70 of the Sub - Committee appointed to review Farm Operations at the Albion Hills Conservation Field Centre be received; and further THE BOARD RECOMMENDS THAT: If possible, any deficit on the Farm Operation at Albion Hills be charged to the Educational Programme at the Albion Hills Conservation Field Centre. Nealson THE BOARD RECOMMENDS THAT: The possibility of obtaining sponsors for the Farm Operation at Albion Hills be investigated. Davis THE BOARD RECOMMENDS THAT: The Claremont Conservation Field Centre be officially opened in the fall of 1970 and that The Honourable George A. Kerr, Q.C., Minister, Energy & Resources Management, be invited to officiate; and further THAT the Claireville Conservation Area be officially opened during Conservation Week, in June of 1970 and that The Honourable John P. Robarts, Q.C., Prime Minister of Ontario, be invited to officiate. Lunn Chairman Secretary- Treasurer SCHEDULE "A ", G-3 THE METROPOLITAN TORONTO AND REGION CONSERVATION AUTHORITY REPORT #1/70 of the CONSERVATION EDUCATION ADVISORY COMMITTEE The Conservation Education Advisory Committee met on Wednesday, March 1$, 1970, at the Authority Board Room, 17 Mill Street, Willowdale, commencing at 2:00 p.m. PRESENT WERE Committee Chairman Committee Members Authority Chairman MTRCA Staff ABSENT WERE Committee Members Dr. W.M. Nelligan The following items were considered: 1. Report of the previous meeting; 2. Progress Report on Conservation Education; 3. Boards of Education Commitments: Mr. Barber presented a verbal report outlining problems that have developed recently with respect to late cancellation of various Conservation Education programmes. The problem is presenting some difficulties and loss of revenue to the Authority; 4. 'A Concept for a Resource Interpretive Complex - Boyd Conservation Area; - outlined in detail by Messrs. Barber and McLean. The Committee discussed contents of 'the Report, together with the, recommendations; IT WAS AGREED, AND THE COMMITTEE RECOMMENDS THAT: 1. The Staff be requested to investigate alternative methods of committing reservations for Conservation Education Programmes offered by the Authority; 2. The Report - "A Concept for a Resource Interpretive Complex - Boyd Conservation Area ", dated January 23, 1970, be received and the following action be taken: (a) THAT the portion of the Boyd Conservation Area indicated in the plan entitled "Resource Interpretive Centre - Boyd Conservation Area ", dated January, 1970, be designated as the "Resource Interpretive Complex "; (b) THAT means be investigated by which all open lands located east of Islington Avenue, both north and south of the Maple Sideroad, consisting of some 105 acres, being adjacent to the Boyd Conservation Area, can be brought under public ownership; (c) THAT from point of-view of new buildings, priority be given to the establishment of the Resource Interpretive Centre; - continued on page 2- G -i,. G -6 -2- TEACHERS' IN- SERVICE TRAINING PROGRAMME CONSERVATION FIELD CENTRES A Staff communication was presented advising that at certain times space was available in the dormitory rooms at both Albion Hills and Claremont Field Centres which might be utilized to provide practicing teachers an opportunity to participate and /or observe the Outdoor Conservation Education Programme in action. Res. #11 Moved by: Mrs. M.A. Reid Seconded by: A.H. Cowling THE BOARD RECOMMENDS THAT: An invitation be extended to practicing teachers to participate and /or observe the Outdoor Conservation Education Programme in action at Albion Hills and Claremont Conservation Field Centres during those periods of time when accommodation is available; and that a fee be charged for accommodation. CARRIED UNANIMOUSLY; BOYD CONSERVATION AREA PROPOSED CONSERVATION FIELD CENTRE A discussion took place regarding the possibility of converting the former "Four Winds" at the Boyd Conservation Area for use as a Conservation Field Centre. Res. 12 Moved by: C.R. Purcell Seconded by: Mrs. M.A. Reid RESOLVED THAT: Having inspected the premises formerly known as the "Four Winds" in the Boyd Conservation Area and being convinced that the building can be converted, at a reasonable cost, for use as a Conservation Field Centre; THE BOARD RECOMMENDS THAT: The Staff be directed to prepare a project for the development of the premises at the Boyd Conservation Area, formerly occupied by the Four Winds Nursing Home, for use as a Conservation Field Centre with residential accommodation; and further in this connection, the following action be taken: (a) Plans for the reconstruction of the premises be completed; (b) Cost estimates be prepared for the said reconstruction of the premises; (c) Cost estimates for furnishings and equipment be prepared; (d) Budget provision be made in the 1971 budget estimates of the Authority to carry out the project. CARRIED UNANIMOUSLY; PROPOSED AUTHORITIES CONSERVATION EDUCATION SEMINAR A discussion took place regarding the desirability of sponsoring an Authorities Conservation Education Seminar in the near future. Res. #13 Moved by: Mrs. M.A. Reid Seconded by: Mrs. G. deGuerre THE BOARD RECOMMENDS THAT: The Conservation Authorities Branch be invited to co- sponsor an Authorities Conservation Education Seminar at the Claremont Conservation Field Centre November- 20 -22, 1970 and that the Staff be authorized to make the necessary arrangements. CARRIED UNANIMOUSLY; FOUNDATION EXHIBIT AT SPORTSMEN'S SHOW Mr. Card, as Chairman of The Metropolitan Toronto and Region Conservation Foundation, addressed the Meeting and advised that the Foundation was sponsoring a major exhibit at the 1971 Canadian National Sportsmen's Show, with assistance from The Royal Bank of Canada, and requested Mr. G. Donaldson of Stevens, Donaldson Associates Limited, who are constructing the exhibit, to present the proposals for the information of the Board. Reid RESOLVED THAT: The Staff Report regarding the proposed conversion of the Four Winds Guest Home into a Conservation Field Centre be received; and -3- G -10 THE BOARD RECOMMENDS THAT: The following action be taken in con- nection with the former Four Winds Guest Home: (a) The Authority convert the former Four Winds Guest Home to a Conservation Field Centre, to be available for use in September, 1971; (b) Budget provision be made as part of the further development of the Boyd Conservation Area in 1971, providing the Authority portion of the cost be raised from sources other than the Authority Municipal Levy; (c) The Staff be directed to obtain proposals, including cost estimates, from Construction Management firms and /or Robert Gregg & Associates, Architects; (d) The Staff investigate and report back on raising the Authority portion of the costs.
