CARRIED UNANIMOUSLY; REPORT RE SYMPOSIUM ON ROADSIDE PLANTINGS AND WAYSIDE CONSERVATION_, __ . A Staff Report was presented outlining the recent Symposium on Roadside Plantings and Wayside Conservation. Res._ #7 Moved by: F. M. Redelmeier Seconded by: H. G. Norry RESOLVED THAT: The Report on the Symposium on Roadside Plantings and Wayside Conservation be received, and that the Committee and Staff concerned be commended for the success of the said Symposium; and further in this connection THE BOARD RECOMMENDS THAT: The Committee, composed of Messrs. R. L. Nesbitt, C. Sauriol, r. J. Scott, Mrs. F. Gell and Dr. W. M. Tovell, who were responsible for the necessary arrangements for the Symposium on Roadside Plantings and Wayside Conservation, continue to function; and, that the Chairman be requested to convene the Committee at an early date to evaluate the Symposium and make recommendations for future action. CARRIED UNANIMOUSLY: - 3 - E_3 1268 STREAMBANK EROSION CONTROL PROGRAMME A Staff Report was presented, reviewing the streambank erosion control programme and making certain recommendations for projects to be carried out in 1968. Lemon RESOLVED THAT: The Report re Streambank Erosion Control Programme be received; and further in this connection THE BOARD RECOMMENDS•THAT: The following streambank erosion control projects be carried out in 1968, within budget limitations: (a) Complete repairs to the project located on the East Branch of the Humber River, north of Kleinburg; (b) Carry out the project on Duffin?s Creek in the vicinity of The Village of Greenwood; (c) Carry out the project on the Don River at Concord. CARRIED UNANIMOUSLY; POLLUTION RE MILKHOUSE_ WASTES Mr. Gardhouse brought to the attention of the Board the potential pollution hazard which could originate from milkhouse wastes which, in many cases, are improperly treated. Bryson RESOLVED THAT: The Staff be directed to investigate and report on possible sources of pollution which might occur in the region as a result of the lack of or improper treatment of milkhouse wastes. CARRIED UNANIMOUSLY; COMMUNICATION - MRS. G. A. KLINCK A communication from Mrs. G. A. Klinck was presented, requesting that she be considered for appointment to this Board. Res. #10 Moved by: G. CARRIED UNANIMOUSLY; INCIDENT RE PESTICIDE POISONING tin incident of alleged sevrre pesticide poisoning of livestock in The Township of Chinguacousy was brought to the attention of the Board and was discussed at some length. Norry Seconded By G Lowe THE BOARD RECOMMENDS THAT: The incident of alleged severe pesticide poisoning of livestock in The Township of Chinguacousy be drawn to the attention of the Executive Committee, for their information and such action as may be felt desirable. CARRIED UNANIMOUSLY: E -4 - 4 - USE OF EXCAVATIONS_ FOR SANITARY_ LANDFILL Res._ #12 Moved by: G. Gardhouse Seconded by: J. A. Bryson RESOLVED THAT: This Advisory Board go on record as being opposed to the use of excavations, such as gravel pits, as sanitary landfill sites, due to the possible pollution of underground water supplies. COMMITTEE REPORT RE CONSERVATION SERVICES A Report of the Committee appointed to study the Authority's Conservation Assistance Programme was presented by Mr. Agnew. Res. #15 Moved by: N.J. Jennings RESOLVED THAT: The Report of Meeting of Sub - Committee Appointed to Study the Authority's Conservation Assistance Programme be received and appended as Schedule "A" of these Minutes; and further THE BOARD RECOMMENDS THAT: The recommendations contained in the Report of Meeting of Sub - Committee Appointed to Study the Authority's Conservat- ion Assistance Programme be adopted. Lunn Chairman Secretary- Treasurer SCHEDULE t"A" E -7 Report of Meeting of Sub - Committee Appointed to Study the Authority's Conservation Assistance Programs, on Friday, Au ust 0 6S at . 0 a.m. Present: G. Agnew, Technical Assist. - Water This sub - committee was appointed by the Reforestation & Land Use Advisory Board following a report presented to the Advisory Board at meeting #1/68 concerning the Authority's conservation assist- ance programs. The committee was directed to meet and discuss the programs and make recommendations pertinent thereto. 1. REFORESTATION Present Authority Program - The Authority provides men and equipment for planting a minimum of 2000 and maximum of 30,000 trees at a cost of $10 /M for machine and $20 /M for hand plant- ing. The Authority also pays a $10 /M subsidy to owners planting their own trees. The Authority does not give detailed advice on species select- ion. The Committee recommends that the Authority's reforestation program for private lands remain unchanged. 2. FARM TREES & SHRUBS Present Authority Program - The Authority offers to landowners with at least 10 acres 5 ft. hardwood trees at $1.00 each, including planting. The maximum order is 100 trees per year, up to a maximum total per landowner of 5 trees per acre owned. Shrubs are also offered to landowners with 10 acres or more for wildlife purposes at $ .50 each planted. The minimum order is 100 shrubs per year. The trees and shrubs must be planted at least 200 ft. from a residence. The Committee recommends that the Authority's Farm Tree and Shrub Program on private lands remain unchanged. 3. STREAMBANK EROSION CONTROL Present Authority Program -- The Authority assists landowners in controlling streambank erosion. The Authority designs improve- ments, supplies men and material to carry out improvements and repair work for one year. After one year maintenance becomes the responsibility of the owner. The landowners are charged 10,E of the costs of construction, with a minimum charge of $100 and a maximum of $250. The land- owners may also contribute material or labour in lieu of a financial contribution. Priority is presently being given to erosion upstream from Authority reservoir projects. The Committee recommends that the present Authority program for streambank erosion control on private lands remain unchanged. The Committee further recommends that the Reforestation & Land Use Advisory Board request a larger budget allocation for this work in 1969. cont'd E -8 - 2 - 3. STREAMBANK EROSION CONTROL (cont4d) The Committee further recommends that the financial participat- ion of landowners involved in this program be reviewed in one year's time. 4. FARM POND ASSISTANCE Present Authority ProgrAm- The Authority service is limited to general advice on the suitability of sites for ponds and types of ponds most suitable to the location. We also provide lists of pond contractors and the procedure for obtaining approval from the Dept. of Lands & Forests for on- stream ponds. Site visits are also made to advise landowners on aquatic weed control and fish stocking. The Committee recommends that the farm pond assistance program on private lands remain unchanged. 5. FISH & WILDLIFE MANAGEMENT ASSISTANCE Present Authorit Pro ram - The Authority provides advice on is stocking for ponds and the location and species of shrubs and trees suitable for wildlife habitat improvement. Bass stocking is done by the Authority for private pond owners. The Committee recommends that the Authority continue to provide advice on fish stocking for ponds, and the location and species of shrubs and trees suitable for wildlife habitat improvement. The Committee further recommends that the assistance given pond owners by transporting bass to the ponds for stocking be dis- continued. 6. GRASS WATERWAY & TILE DRAINAGE SSTANCE Present iAuthorit Pro ram - The Authority pays a grant of one - a t e cost of construction up to $200 for grass waterways established to improve land for the growing of crops. The Authority pays a grant of $20 /M tiles with a minimum of 5000 and a maximum of 10,000 tiles per 100 acres per year for the installation of tile drainage systems. Grass waterway and tile drainage plans and installations must be approved by a representative of the Dept. of Agriculture before subsidies are paid by the Authority. The Committee recommends that the Authority's present program for grass waterway & tile drainage assistance on private lands be discontinued. 7. FARM PLANNING ASSISTANCE Present Authority_Pro ram - The Authority will pay a grant of one -half the cost up to 100 per landowner towards the implementing of a Farm Plan as prepared or approved by the Soils & Crops Branch of the Dept. of Agriculture. The Committee recommends that the present Authority program for farm planning assistance on private lands be discontinued. $. The Committee recommends that the staff be directed to investi- gate other services which could be provided to agricultural landowners, including weed control, dead elm removals, aquatic nuisance controls, availability of staff to approach agricul- tural landowners concerning conservation practice on their lands. cont4d - 3 - E -9 9. The Committee recommends that the staff be directed to investigate and report to the Reforestation & Land Use Advis- ory Board on the total problem of dead elm tree removals, as the problem pertains to agricultural lands. 10. The Committee recommends that the staff be directed to investigate and report on a conservation assistance program which would involve the providing of a service of comprehensive conservation planning for rural estates. 11. The Committee recommends that a supply of special brochures be issued once a year to the agricultural representatives in the region for distribution to agricultural landowners -- the brochure to provide information concerning the Authority's assistance programs as they pertain to agricultural landowners.
