Henderson G -2 -2- RESOLVED THAT: Report #1/69 of the Conservation Education Advisory Committee be received; and further in this connection THE BOARD RECOMMENDS THAT: The recommendations contained in Report #1/69 of the Conservation Education Advisory Committee, as set forth herein, be adopted: 1. Plan 69 -5 dated March 6, 1969, for the Claremont Conservation Field Centre, be approved; subject to necessary official approvals; 2. The Authority enter into an agreement with the College of Education, University of Toronto, for the accommodation of eight student teachers per week for practice teaching at Claremont Conservation Field Centre, for a period of five years, subject to renewal; 3. The Claremont Conservation Field Centre be provided with five permanent staff, as follows: Conservation Education Supervisor = 1 Conservation Education Assistant Supervisor = 1 Instructor = 1 Matron = 1 Maintenance Staff = 1 4. The Authority adopt, in principle, the policy and programme of the Albion Hills Conservation School at the Claremont Conservat- ion Field Centre; 5. The Chairman of the Information and Education Advisory Board and Staff be authorized to arrange a sod - turning ceremony for the Claremont Conservation Field Centre, prior to the commence- ment of construction. METROPOLITAN REGION CONSERVATION EDUCATION COUNCIL CARRIED UNANIMOUSLY; A Staff communication was presented, pointing out certain difficulties which arise from time to time because of lack of effective liaison between the Boards and the Authority at the senior administrative level. Nealson THE BOARD RECOMMENDS THAT: The Authority sponsor a Meeting to consider the formation of a Metropolitan Region Conservation Education Council and that all Boards of Education in the Region be invited to send a representative to such Meeting. CARRIED UNANIMOUSLY; REPORT RE CONSERVATION EDUCATION A comprehensive report on Conservation Education in the region was presented by the Staff and discussed at some length, Res. #16 Moved by: Dr. G. Cowling RESOLVED THAT: The Report on Conservation Education in the region be received and appended as Schedule "A" of these Minutes; and further, THE BOARD RECOMMENDS THAT: The recommendations contained in the Report on Conservation Education in the region, as set forth herein, be adopted: -3- G -7 (a) THAT no further consideration be given to the extension of the Albion Hills Conservation School building; (b) THAT a conservation field centre be established in the Claremont Conservation Area and further in this connection - (1) that subject to the necessary funds being available, overnight accommodation be provided for up to 50 persons; (ii) that the conservation field centre be designed in a manner to provide for staging of its development, if necessary, and (iii) that The Metropolitan Toronto and Region Conservation Foundation be requested to consider raising the necessary funds for this project; (c) THAT an additional conservation field centre be established in the eastern section of the Authority on the completion of over- night accommodation at Claremont Conservation Area. CARRIED UNANIMOUSLY; ALBION HILLS CONSERVATION SCHOOL - CREST A Staff communication was presented advising that the design compet- ition had been successfully completed and the prize awarded to Colleen Norris, and recommending that a supply of crests be obtained and made available for sale to students attending the Albion Hills Conservation School. Lunn Chairman Secretary- Treasurer SCHEDULE "A" G -9 To: Chairman and Members, Information & Education Advisory Board Re: Conservation Education Purpose of Report The purpose of this report is to examine developments in outdoor education and to recommend a conservation education plan for the Authority, Introduction Prior to 1960, the Authority recognized the need for and the advantages of conservation education in its total resource management programme. Con- servation education programmes were offered in any form that was requested or acceptable to any group or individual, e.g,, competitions - scrap book, photo, essay, quizzes; illustrated classroom lectures; distribution of brochures; movies and slide sets; and conducting of nature trails and a three -day camp school. While all of the above programmes had merit, it soon became evident that those programmes which took boys and girls into the out -of -doors were the most successful in developing attitudes with a deep understanding, enthusiasm and concern for the countryside and the renewable natural resources. Based on this experience, the Authority began looking to its increasing number of Conservation Areas as outdoor classrooms. Every project was examined from the point of view of conservation education. Programmes were developed, staff hired and invitations to participate were forwarded to local school boards and other groups, The ten outdoor programmes currently offered by the Authority became successful overnight. From the educational point of view, they were real and valuable firsthand experiences illustrating the principles learned in the classroom. From the Authority's point of view, the programmes are providing a deep understanding of conservation to tens of thousands of school children and adults annually, In the short term, they are providing a great deal of publicity to the Authority and are having an immeasurable effect in promoting many Conservation Areas and their facilities. While all ten programmes have been valuable, the Albion Hills Conservation School must be singled out as the programme which has captured the imagination and enthusiasm of students, parents, educators and news media. It is the extension of this programme that should receive the highest priority. Now in its 6th year of operation it has gone beyond the experimental stage to a well established and necessary educational facility. The Albion Hills Conservation School was established for many reasons. The primary objective, however, was to demonstrate to educators the value of outdoor education with the hope that many more similar projects would be developed. This has happened and is happening. Many projects, both in the Toronto area and throughout Ontario, are the direct result of those who have at one time participated in or visited the Albion Hills Conservation School. Having demonstrated the value of this type of education, the School must now assume its ultimate role - that of conservation education - and offer a programme which illustrates man9s need and dependence on his environment for its products: food, fuel, fibre, recreation, and aesthetic value. The most important concept to be illustrated is man's need to manipulate the environment to achieve his objects, Demand The demand for weeks and week -ends at Albion Hills has been beyond capacity and increasing annually. For example, week-end requests for use of the School have been consistently approximately twice the number available, G -10 -2- Demand from boards of education for the five -day programme has been beyond capacity, but is curtailed as all boards in the region know the capacity of the School, realize what they might expect as their share of the programme and make their requests on this basis. It is obvious that there would be no difficulty in full use of an additional conservation school. Teacher Training The Albion Hills Conservation School has contributed a great deal to teacher training in Ontario by accommodating four student teachers each week throughout the school academic year, hosting many teacher week -end workshops and more recently providing a site for an outdoor option in the summer school programmes operated by the Department of Education and the College of Education. Any future school should continue this pro- gramme of giving priority to leadership training by accommodating student teachers during the week, encouraging teacher workshops and providing facilities for summer programmes. The basic programme, however, at Albion Hills Conservation School and at any future school operated by the Authority should remain as conservation education for the youth of the Metropolitan Toronto and Region. Location The Claremont Conservation Area was recommended as a suitable site for a conservation field centre, There is sufficient area and adequate facilities for an in- residence programme. Estimates A. Capital It is recommended that the capital costs be provided by the Authority on the same basis as the Cold Creek Conservation Field Centre. B. Operations It is recommended that operations be financed on the same basis as the Albion Hills Conservation School and the Cold Creek Conservation Field Centre; that is, that user fees be charged to offset operation and maintenance costs.
