Breen D -2 -2- THE BOARD RECOMMENDS THAT: The Authority undertake the development of the lands in Scheme CA -43, Petticoat Creek Conservation Area, at such time as necessary funds are available: and further in this connection, the following action be taken: (a) The dwellings and property continue to be rented until required for development, as at present: (b) The Staff be directed to prepare a Master Plan of De- velopment for the Petticoat Creek Conservation Area in keeping with the principles established in the conceptual plan prepared for the Metropolitan Toronto Waterfront Committee. Van Nostrand THE BOARD RECOMMENDS THAT: The lands lying in parts of Lots 12, 13., 14 and 15, Ranges II and III, Concessions I and II, Township of Pickering, be known as the Lower Duffin Creek Conservation Area and, in this connection, the following action be taken: (a) That portion of the Lower Duffin Creek Conservation Area lying between Hwy. ,401 and Hwy. #2 be designated as the Pickering Section; Op) The Plan of Development dated March 22, 1Q66 for the Pickering Section of the Lower Duffin Creek Conservation Area be adopted. (c) The appropriate Authority Officers and Staff be directed to present the Plan of Development of the Pickering Section of the Lower Duffin Creek Conservation Area to the Township of Pickering and the Village of Pickering. CARRIED UNANIMOUSLY; D -6 -2- BRUCE'S MILL AREA Proposed Development of the Mill A Staff communication was presented, quoting a recommendation of the Historic Sites Advisory Board in regard to the restoration of the Bruce's Mill. Honsberger THE BOARD RECOMMENDS THAT: Provision be made in the 1967 budget estimates for the Bruce's Mill Conservation Area to undertake the following recommendations of the Historic Sites Advisory Board: (a) Sufficient water be made available to permit the wheel to rotate; (b) Sufficient of the present covering of the wheel be removed to permit the wheel to be visible to the public and that steps be taken to adequately protect the public; (c) Architectural and engineering proposals be obtained for the historical and operational restoration CARRIED said Mill. CARRIED UNANIMOUSLY; UXBRIDGE CONSERVATION AREA A communication was presented, having regard to certain recommendat- ions of the Reforestation and Land Use Advisory Board regarding the Uxbridge Conservation Area. Van Nostrand THE BOARD RECOMMENDS THAT: Resolution #7 of Meeting #3/66 of the Reforestation and Land Use Advisory Board, which reads: "The Staff be directed to study the Uxbridge Conservation Area and make recommendations for the further development of the property in keeping with the aims and objectives of the Forest and Wildlife Conservation Areas." - be adopted. ST. Sauriol Chairman F.L. Lunn Secretary - Treasurer D -$ Schedule "A" To: The Conservation Areas Advisory Board Re: Cold Creek Conservation Area I. Introduction At the October 1965 meeting of the Conservation Areas Advisory Board, the staff report concerning the operation and use of the Cold Creek Conservation Area was considered. The recommendations that were passed on and subsequently' adopted by the Executive Committee included direction to the staff to prepare a further report on the ways and means of establishing the Cold Creek Conservation Club, and further that the staff draw up a program and scheulo of fees for the Area. Other recommendations included the appointment a superintendent who had experience and ability in promoting sportsmen's events and the development of a sportsmen4s program. The staff was also directed to provide facilities in the Area which would encourage use by family groups, and these were to include adequate shade trees, playground facilities with natural materials, and a wading pond. The action to date taken by the staff has been as follows: (1) Mr. Geo. Calver has been appointed Superintendent of the Cold Creek Conservation Area. Mr. Calver has had a life time of exper- ience with sportsmen4s groups and has acted in an executive capacity with the Ontario Federation of Anglers and Hunters. Mr. Calver has been on the job since early summer and has already created a much wider interest in the use of the Area. (2) A family use arca has been designed as shown in fig. 1, and development of this facility is under construction. (3) In order to give proper consideration to the establishment of a Cold Creek Conservation Club, several meetings were held with various groups and individuals associated with the field of outdoor sportsmen's activities. These meetings included a site visit with A. R. Todd, Shooting Promotion Representative for C.I.L., and a group discussion meeting to which representatives of all groups who had used the Cold Creek Conservation Area were invited. Discussions were also held with representatives of the Ontario Federation of Anglers and Hunters, Game the Cold Association, who Creek Area. II. Cold Creek Conservation Club After the several meetings and discussions outlined above and sub- sequent evaluations by Authority staff, it is now considered that the idea of a Conservation Club as originally presented to this Board is not practical. The original idea was to have a large group of interested parties organized as a Conservation Club and that these people would not only partake in the activities of the Cold Creek Area, but would participate in the planning and program policy of the Area. Because of the great variety of interest groups in the field of outdoor sporting activities and the large number of local clubs, it is felt that the Conservation Club as originally conceived could not operate effectively. It is important that the interests and ideas of those using the Cold Creek Conservation Area be considered in its development and in its program, and it is now felt that the liaison necessary to accomplish this can be more effectively done through the Area superintendent. His recommendat- ions and ideas can be passed on for consideration by the Conservat- ion Areas Advisory Board through existing procedures. The existence of the Cold Creek Conservation Area does provide an opportunity for the creation of a local sportsmen4s group which would use the Area as a base for its activities. Such a group would be established and affiliated with regional sportsmen4s organizations in the normal way and would pay the normal user fees for the use of the Areal's facilities. In lieu of a rental for the use of the Area's facilities for meetings, such a group would be required to assist in the supervision of other groups using the Area. Interest among local sportsmen for this proposal is high. 2 D -9 III. 1963 Program The following are recommended as objectives for the development of a program at the Cold Creek Conservation Area in 1967: (a) Formation of a Cold Creek Sportsmen's Club, which would. usu thu ,.rep's facilities, -Is outlined in p •.r _gr ^ph two of II. (b) A program of visitation by the Superintendent of the Cold Creek Conservation Area and the Administrator of the Conservation Areas Division to all sportsmen's clubs in the region to promote the facilities of Cold Creek. (c) The establishment of an outdoor sporting program for schools as a part of their physical education courses. (d) The establishment of an instruction course in outdoor sporting activities directed towards municipal day camps, Boy Scouts, YMCAs. (e) The encouragement of turkey shoots as a continual program for sporting groups from Labour Day until Christmas. (Note: A turkey shoot does not involve shooting turkeys. Rather, turkeys are given as prizes). (f) Request the Dept. of Lands and Forests to establish the Cold Creek Conservation Area as an examination centre under the Hunter Safety Training Regulations. (g) Encourage the use of the Area by various public agencies for their special purposes; i.e. municipal police departments, Emergency Measures Organization, militia units. (h) The use of a portion of the Area for family camping facilities. The intention in developing this kind of facility would be to encourage sporting families to spend the week -ends at Cold Creek and to make provision for groups travelling some distances to use the facilities. (i) The use of the rifle range for large bore rifles. Meetings have been held with the Chief Safety Officer, Ontario Dept. of Lands and Forests, and it is his opinion the rifle range is quite satisfactory for large bore rifles. Tests were held to determine the noise factor on neighbouring properties and there would appear to be no problem in this regard. IV. Proposed 196J Development Program In the previous staff report concerning the Cold Creek Conservation Area, several necessary development projects were outlined. During 1967 the following projects are recommended: (a) The improvement of the rifle range through the provision of a covered firing position and additional targets - $4000.00. (b) The establishment of a concession for the sale of refreshments, ammunition, targets, clay pigeons, and the rental of equipment - $3500.00. (c) The provision of the following equipment for rental: 2 traps ) 2 archery sets ) $130.00 2 horse shoe sets ) V. Recommended Fees It should be the objective of the Authority to have the Cold Creek Conservation Area on a break -even cost - revenue basis as soon as possible. To do so, special fees for the use of facilities in addition to increased attendance will be required. The following fee structure is recommended for initiation in 1967: (a) The parking charges which now apply to the use of the Cold Creek Conservation Area be continued. (b) In addition to the parking charges, the following fees be charged for the use of the Area's facilities: D -10 3 Rifle range Archery range Field archery range Trap range Dog range 25¢ per person 250 :r 250 a 250 250 4 dog (c) The following rental charges be made: Rifles Archery equipment Horse shoes 250 per hour 250 " " 15¢ U " per person. IT IS RECOMMENDED THAT the report on the Cold Creek Conservation Area, dated December 15, 1966, be received, and that the recommend- ations therein concerning the 1967 program and development be adopted.
