CARRIED UNANIMOUSLY; STAFF PROGRESS REPORT & REPORT OF PUBLIC RELATIONS CONSULTANT Mr. Grimshaw and Mr. Barber presented the Reports of the Public Relations Consultant and the Staff Progress Report for the 4 -month period to date. REPORT #1/66 - ALBION HILLS CONSERVATION SCHOOL MANAGEMENT ADVISORY COMMITTEE Mrs. Gell presented Report #1/66 of the Albion Hills Conservation School Management Advisory Committee. Res. #2 Moved by: Mrs. F. Gell Seconded by: C.R. Purcell RESOLVED THAT: Report #1/66 of the Albion Hills Conservation School Management Advisory Committee, as amended, be received and arpep.ded as Schedule 'Ass of these Minutes; and further, THE BOARD RECOMMENDS THAT: Recommendations #1 and #2 of Report #1/66 of the Albion Hills Conservation School Management Advisory Committee be deferred indefinitely; and that Recommendations #3, #4 and #5 be adopted. CARRIED UNANIMOUSLY; G -2 -2- REPORT OF THE CENTENNIAL PROGRAMME SUB - COMMITTEE In the absence of Dr. Tovell, Mr. Barber presented a Report and Recommendations of the Centennial Programme Sub - Committee. Res. 13 Moved by: V. Garriock Seconded by: E. Sager RESOLVED THAT: The Report of the Centennial Programme Sub - Committee be received; and further, THE BOARD RECOMMENDS THAT: The recommendations contained therein, as amended and set forth herein, be adopted and carried out wherever feasible: 1. Her Majesty The Queen be invited to officially open the Black Creek Pioneer Village at the time of her visit to Canada in 1967 and that the opening ceremonies take place from the balcony of the Halfway House; and further, THAT an ox roast be arranged for Authority members and officials following the opening; 2. The Annual Pioneer Festival at Black Creek Pioneer Village be replaced by a series of weekend events, due to the uncertainty of weather conditions; 3. A Pioneer Recipe Book be made available for sale in the Black Creek Pioneer Village Gift Shop; 4. A short conestoga wagon trip be taken in the watershed area; 5. A course From Colony to ConfederationSe be offered at the Albion Hills Conservation School, in 1966; 6. A Decennial Report replace the Biennial Report in 1967; 7. The Authority co- operate with the Department of Lands & Forests and the Department of Education in the establishment of a Centennial Forest in the Metropolitan Toronto region; and further, that suitable markers be provided; $. A Conservation Field Day be held in the Fall; 9. A contest for art groups in Conservation subjects be sponsored; 10. The Staff investigate the possibility of a horse -drawn stage trip from Expo 167 to Black Creek Pioneer Village. CARRIED UNANIMOUSLY; 1966 INFORMATION & EDUCATION PROGRAMME A report of the proposed 1966 Information & Education Programme was presented by the Staff and studied in detail. Res. #4 Moved by: Dr. G. Leavens RESOLVED THAT: The proposed 1966 Information & Education programme be received and appended as Schedule ''B" of these Minutes; and further, THE BOARD RECOMMENDS THAT: The proposed 1966 Information and Education programme be approved. CARRIED UNANIMOUSLY; PIONEER ARTS & CRAFTS PROGRAMME A Staff Report on the Pioneer Craft Programme was presented and con- sidered in some detail. Res. #5 Moved by: Dr. G. Ross Lord Seconded by: W. Leavens -3- G -3 RESOLVED THAT: The Report and Recommendations on the Pioneer Craft Programme be received; and further, THE BOARD RECOMMENDS THAT: The Report and Recommendations on the Pioneer Craft Programme be approved in principle and that proposals be prepared by the Staff and referred directly to the Executive Committee for appropriate action, if the programme is to be carried on during the fall of 1966. Lunn Secretary- Treasurer G -4 SCHEDULE "A" REPORT NO. 1/66 Of The ALBION HILLS CONSERVATION SCHOOL MANAGEMENT ADVISORY COMMITTEE The Albion Hills Conservation School Management Advisory Committee met on Tuesday, February 15th, 1966, commencing at 4:30 p.m., in the York Township Municipal Offices, 2700 Eglinton Avenue, West. Request of the Supervisor of the Albion Hills Conservation School for a year's leave of absence for study purposes; IT WAS AGREED: 1. That the Minutes of Meeting #4/65 of this Committee be received; 2. That reports submitted for information of the Committee be received; 3. That the Committee receive the report of the Advisory Sub - Committee and that recommendations #1 and #2 be tabled until the results of recommendation #3 are available; 4. The next meeting of the Committee be at the call of the Chairman; IT WAS AGREED, AND THE COMMITTEE RECOMMENDS THAT: 1. The Minister of Education be approached with a request for a special grant of $30,000. per year for the next five years, in order to permit the Authority to assume the leadership in outdoor education in Ontario, as recommended in the submission of the Conservation Council of Ontario to the Hall Commission; 2. The Chairman of the Management Advisory Committee be empowered to appoint a suitable Committee, for the presentation of the above recommendation to the Minister of Education; 3. The report of the Advisory Sub - Committee be discussed in detail with the Supervisor of the Albion Hills Conservation School; - 2 - G -5 4. The Staff make arrangements for the Seminar on Pioneer Life during the week of August 15 to 19 at the Albion Hills Conservation School, for teachers, group leaders and interested persons; and further, That the charge be $45.00 per person for the week and that the course be as outlined in the staff report appended to these Minutes; 5. The application of James Malcomson for a year's leave of absence to study for his Master's Degree in Outdoor Education at Michigan State University be not approved; Mrs. F. Gell K. G. Higgs Chairman Acting Secretary G -6 SCHEDULE "B" To: The Chairman and Members of Information and +education Advisory Board F e: Proposed 1966 Information and Education F rogramme The present policy of providing the public with information on the Authority and its activities has been effective and should be continued and expanded. In this report, the Information and 'education Programme is divided into divisions as follows: 1 . F romotion of Visitations (a) Conservation Areas (b) Black Creek F ioneer Village 2. Progress information on the Flan for Flood Control and Water Conser- vation. 3. F romotion of Conservation Assistance Programmes. 4. Promotion of the Educational F rogrammes. 5. General Authority promotion. 1. Promotion of Visitations, The Conservation Area facilities are designed to fulfill a need for re- creation largely within the region under the Authorityts jurisdiction. Information programmes, therefore, will be directed to media and persons within the Authority area. It is believed that the Black Creek F ioneer Village is a tourist attraction and should be made known both within the Authority area and throughout much of Ontario in order :o attract tourists. (a) Conservation Areas It is believed that the longest established Areas including Boyd, Albion, Heart Lake and Greenwood are well known and will be filled to capacity most Sundays throughout the summer season providing weather conditions are satisfactory. It is recommended that the educational programmes should be expanded in these Areas as a service to the public as a result of increasing interest. A survey of Conservation Area visitors indicated that the use of the nature trails increased from 5% of those attending in 1959 or 37,5G0 persons, to 21% of the visitors in 1965 or 199,500 persons. More recently established Areas such as Claremont, Bruce's Mill, Palgrave, Glen Haffy, Cold Creek and any new Conservation Areas to be opened should be publicized to a greater extent because their use in all cases is below capacity. These Areas will be publicized through creating special educational programmes as a means of attracting publicity through newspapers, radio, etc. Educational F rogrammes to be carried out in the Conservation Areas in 1966: 1.
