Flood Control & Water Conservation Advisory Board Tue- June -16/64
The Flood Control and Water Conservation Advisory Board met at the
Board Room, 17 Mill Street, on Tuesday, June 16, 1964, commencing at
2:00 p.m.

HIGHLAND CREEK PRELIMINARY ENGINEERING REPORT
Mr. R. Crysler of Crysler, Davis & Jorgensen Limited, presented a
Preliminary Engineering Report of the Highland Creek Valley between
the Scarborough Golf Club and Morningside Avenue. The report was
considered in detail.

THE BOARD RECOMMENDS THAT: The Preliminary Engineering Report for
the Highland Creek Valley between the Scarborough Golf Club and

Morningside Avenue, as prepared by Crysler, Davis and Jorgensen Ltd.,
be approved as presented; and further that the following action be
taken:
1. This Report be su'mitted to the Conservation Authorities Branch,
Department of Energy and Resources Management, for approval;
2. Scheme W.C. 40, "A Scheme for Channel Improvements and Bank
Stabilization Works in the Highland Creek Valley ", be adopted;
and further in this connection that the following action be taken:
(a) The Municipality of Metropolitan Toronto be designated as the
benefitting Municipality;
(b) The Minister of Energy & Resources Management be requested
to approve of the Scheme, and a grant of 50% of the cost
thereof;
(c) A copy of the Scheme be forwarded to the Municipality of
Metropolitan Toronto and that no action be taken on the
Scheme until such time as it is accepted and approved by the
said Municipality;
(d) When approved, the appropriate Authority officials be author-
ized and directed to take whatever action is required in con-
nection with the Scheme, including the execution of any neces-
sary documents and application for approval from the Ontario
Municipal Board, if the same is required;
(e) The works included in Scheme W.C. 40 be submitted to the
Provincial and Federal Governments, requesting approval of
the works contained in the Scheme as a Winter Works Project.

TELEMETERING & CENTRAL COMMUNIC1- IONS SYSTEM RESORT
Mr. D.J. Moon of James F. MacLaren Limited, presented a Report of an
Engineering Study for a Telemetering, Supervisory Control and Communic-
ations System for flood control purposes throughout the area under the
Authority's jurisdiction.

THE BOARD RECOMMENDS THAT: The Preliminary Engineering Report on
Telemetering, Supervisory Control and Communications System for Flood
Control Purposes, as prepared by James F. MacLaren Limited, Consulting
Engineers, be approved as presented; and further in this connection
that the following action be taken:
(a) The Staff be directed to forward copies of the Report to the
Conservation Authorities Branch, Ontario Department of Energy &
Resources Management, for approval;
(b) The first stage of the system recommended in this Report be im-
plemented just as quickly as funds can be made available.

DON VALLEY CONSERVATION LANDS - PETITION RE
A petition received from certain residents in the West Don Valley, re-
questing that the Authority acquire certain lands which had been
referred from the Executive Committee, was considered in detail.

THE BOARD RECOMMENDS THAT: No action be taken in regard to the
acquisition of certain lands in the West Don Valley, in the vicinity
of Sheppard Avenue, as requested in the petition received from Mrs. M.
Seward, of 27 Don River Blvd., Willowdale.

PROJECT P.2 - MILNE DAM & RESERVOIR
The recent legislation regarding a new method of financing certain
water conservation projects was discussed in some detail.

THE BOARD RECOMMENDS THAT: Application be made to the Minister of
Energy & Resources Management, for approval to construct the Milne
Dam and Reservoir under the policy recently announced in the
legislature for the construction of water supply and similar
reservoirs.

SCHEDULE "A"
STAFF PROGRESS REPORT
FLOOD CONTROL DIVISION
Etobicoke Creek Watershed
- Approval has been granted from the Conservation Authorities Branch
to undertake an overall Engineering Study of the Etobicoke Creek
Watershed as outlined in a proposal from the firm of M. M. Dillon
and Company Limited.
- A Scheme for Flood Control Measures on the Etobicoke Creek and
Mains Creek has been approved by the Council in the Town of Brampton.
Mimico Creek Watershed
- The Mimico Creek Engineering Study has been received by the Authority.
Humber Watershed
- Woodbridge Channel - Channel Improvements complete except for
routine maintenance.
- Claireville Dam & Reservoir - Indian Line Road Diversion complete
except for roadside landscaping and fencing.
- Steeles Avenue Bridge contract has been awarded to Starnino-
Cesaroni Limited, bridge footings, abutments, piers, beams and
deck are complete. Work is now progressing on the earth work.
This bridge is approximately 70% complete.
- Concrete work on the dam is now complete. Beams and deck for the
roadway over the dam have been installed. Masonry work for the
control building is in progress. Mechanical and electrical work
is in progress.
- Shop fabrication of the gates is considered 95% complete. All
material is on hand for hoisting equipment except the motors,
which are expected to arrive from England on or about July 15th,
1964.
- The earth dam on the south side is complete.
- The earth dam on the north side is in progress. Water is being
diverted through the dam.
- Black Creek Channel - Approval of the final plans and contract
documents of the section from Rockcliffe Blvd. to Louvain Street
has been received. Tenders on this section have been called and
opened. Swansea Construction submitted the lowest of three bids.
We are now waiting for approval from the Minister of Energy &
Resources Management to award the contract.
- Our Consulting Engineers are now working on the final design of
the section of the Black Creek from Jane Street at Rustic Road
to Queens Drive.
- This is being co- ordinated with the Department of Highways so
that our channelization work can tie in with their proposed
Highway 400, Jane Street interchange.
Don River Watershed
- York Mills Channel Extension - property negotiations by the
Authority have discontinued.
- Contract documents have been received from our consulting engineers,
W. 0. Chisholm.

- Massey Creek Watershed - Work on this scheme has continued through-
out the winter and spring. The section between the Don River and
09Connor Drive is complete except for final landscaping and seeding.
Highland Creek Watershed
- Preliminary Engineering Study for channel improvements and erosion
control on the Highland Creek between Scarborough Golf Club and
Morningside Avenue has now been completed and received by the
Authority.

The Flood Control and Water Conservation Advisory Board met jointly
with the Conservation Areas Advisory Board at the Toronto Gore Municipal
Offices, Ebenezer, on Thursday, June 1$, 1964, commencing at 2:00 p.m.,
for the purpose of receiving the Master Plan for the Claireville
Conservation Area.

Mr. R.G. Henderson gave a brief history of the development of the
Claireville Dam and Reservoir since it was first recommended in 1947.
MASTER PLAN - CLAIREVILLE CONSERVATION AREA
Representatives of Project Planning Associates Limited made a detailed
presentation, illustrated with maps and a model of the proposed Claire-
ville Conservation Area, for the Conservation Areas Advisory Board.

Areas Advisory Board, in adopting the Master Plan and recommendations

THE BOARD RECOMMENDS THAT: Paragraph 6 of Staff Progress Report,
"Plan for Flood Control and Water Conservation ", dated November 1,
1964 be deleted and the following substituted:
That the Staff produce, within one year, a new estimate of costs and
recommended scheduling of construction and financing for the remaining
and additional works proposed by the Authority;.and further,
THAT a new paragraph #7 be added as follows:
THAT the Authority request the Province of Ontario and the Government
of Canada to include the Telemetering and Supervisory Control and Com-
munications System under the Agreement for Flood Control and Water
Conservation, signed on June 14, 1961 ".
