Nesbitt RESOLVED THAT:- Report No. 5 of the Executive Committee be recieved, and the recommendations contained therein and • set forth herein, be adopted: GENERAL ADMINI STRATION: 1. Borrowing Resolution - 1963: (a) That the Chairman or Vice - Chairman and the Secretary - Treasurer or Deputy - Treasurer of the Metropolitan Toronto and Region Conservation Authority are hereby authorized to borrow from time to time by way of promissory note, from the Royal Bank of Canada, Woodbridge Branch, the sum or sums not exceeding $2,000,000.00 to meet immediate administrative expenditures -until the Province of Ontario grant and sums levied a8dinst the particpating liunic.ipalities have been.. received, and to give on behalf of the said Authority a promissory note or notes, sealed with the Corporate Seal and signed by the Chairman on-Vice- Chairman and the Secretary- Treasurer or Deputy - Treasurer, for the monies so borrowed, with interest which may be paid in advance or otherwise, at a rate not exceeding 54 per centum per annum; (b) That all sums borrowed pursuant to the authority of this resolution for the purposes mentioned herein, shall, with interest thereon be a charge upon the whole of the monies received or to be received by the said Authority, as and when such monies are received; - 7 - A -7 (c) That the Secretary- Treasurer or the Deputy - Treasurer is hereby atthorized and directed to apply in payment of all sums borrowed as aforesaid, hereafter collected or received by the said Authority from the Province of Ontario, by way off' grant, or from the participating Municipalities pursuant to a levy to be made in accordance with the provisions of The Conservation Authorities Act, 1960, as amended; 2. Appointment of Auditors: That Clarkson, Gordon & Company be re- appointed as Auditors of the Authority for the year 1963; 3. Appointment of Solicitor: That D. R. Walkinshaw, Q.C., be re- appointed as Solicitor to the Authority for the year 1963 and that his retainer fee be on the same basis as in previous years. FLOOD CONTROL & WATER CONSERVATION: 4. Acres Report re Study of Don River Watershed: That the report of H. G. Acres Limited "A Study of the Don River Watershed" be approved as presented; and further in this connection, that the following action be taken: (a) That copies of the Report be forwarded to the Conservation Authorities Branch of the Department of Lands,and Forests for approval; '(b) That the Authority undertake the construction of the. Willowdale and Finch Reservoirs, as recommended in the said Report, under the Plan for Flood Control and Water Conservation; (c) That the Staff be authorized and instructed to proceed as quickly as possible with the acquisition of the necessary lands for the Willowdale and Finch Reservoirs under the provisions of the Conservation Authorities Act; 5. Hydrology -- Humber River: That the Interim Report on the Hydrology of the Main and East Branches of the Humber River as prepared by James F. MacLaren Limited be approved as presented; and further in this connection, that the following action be taken: (a) That the said Report be forwarded to the Conservation Authorities Branch of theDepartment of Lands and Forests for approval; (b) That James F. MacLrren Limited be authorized to complete their Preliminary Engineering Report on the basis of their conclusions reached in in the Interim Report; 6. Scheme W.C. -37 -- Extension of the Flood Warning System: That Scheme W.C. -37 -- VVA Scheme for the Extension of the Flood Warning System" be adopted; and further in this connection, that the following action be taker:? (a) That all municipalities be designated as benefitting; A -$ ,- - 8 - That the Minister of Lands and Forests be requested to approve of the Scheme and a grant of 50% of the cost thereof; That the Department of Lands and Forests, Conservation Authorities Branch, be requested to design a Recording Stream Gauge for each of the following locations: (1) (i) Main Branch of the Humber River (ii) East Branch of the Rouge River (iii) West Branch of the Humber River - Albion Hills at Kipling Avenue Recording Rain Gauge on the site of the proposed Milne Dam and Reservoir; (d) That following:the approval of the Scheme by the Minister of Lands and Forests, the Staff, in co- operation with the Deptment of Northern Affairs and National. Resources, be authorized to construct the Stream Gauges and a Rain Gauge to the extent of the Budget allotted for this purpose during 1963; 7. Kilborn Report of Duffin Creek Watershed: That the Report for Flood Control and Water Conservation on the Duffin Creek Watershed, as prepared by R. K. Kilborn & Associates, be approved as presented, and further in this connection, that the following action be taken: (i) That copies of the Report be'forwarded to the Conservation Authorities Branch, Department of Lands and Forests, for approval; (ii) That the revised'Arthur Percy Dam, as recommended in the Report, be constructed under the Plan for Flood Control and Water Conservation; (iii)That the Authority confirm its policy of the acquisition of the Lower Duffin Flood Plain Lands; (iv) That the Green River Dam and Reservoir be abandoned; (v) That the construction of dykes and the construction of the Clarkes Hollow Dam and Reservoir be deferred; 8. Aerial Patrol -- River Valleys: That an aerial patrol be established in conjunction with the Municipality of Metropolitan Toronto on a trial basis, and further in this connection, that the following action be taken: (i) That the Municipality of Metropolitan Toronto be requested to participate in the proposed programme of aerial inspection of the river valleys, and to assume 50%o of the cost thereof; (ii) That when the approval of the Municipality of Metropolitan Toronto has been received, that the Staff be instructed to enter into an Agreement with Dominion Helicopters Limited on a 1 -year trial basis in accordance with the terms outlined in their proposal dated November 16th, 1962; CONSERVATION AREAS: 9. Master Plan - Albion Hills Conservation Area: That the Master Plan for the Albion Hills Conservation - 9 - A -9 Area as appended as Schedule S9A" of the Minutes of Meeting No. 3/62 of the Conservation Areas Advisory Board, be adopted; 10. Blaster Plan - Brucevs Mill Conservation Area; That the Master Plan - for -the Bruce-9s Mill Conservation Area as appended as Schedule .VB" of the Minutes of Meet- ing No. 3/62 of the Conservation Areas Advisory Board, be adopted; 11. Scheme C.A. -35 -- "Extension of Albion Hills Conservation Area" That Scheme C.A. -35 -- "A Scheme for the Extension of the Albion Hills Conservation Area be adopted; and further in this connection, that the following action be taken: (i) That all member municipalities be designated as benefitting; (ii) That the M nister of Lands and Forests be requested to approve this Scheme and a grant of 50% of the cost thereof; (iii)That when approved, the appropriate Authority officials be authorized to take whatever action is required • in connection with the Scheme, including the execution of any necessary documents; 12. Scheme C;A.-21 aExtension of Heart Lake Conservation Area" That Scheme C.A.-21 -- "A Scheme for the Extension of the Heart Lake Conservation Area" be proceeded with during 1963; said Scheme having previously been approved by the Authority; and further in this connection, that the following action be taken: (i) That all member municipalities be designated as benefitting; (ii) That the Minister of Lands and Forests be requested to approve of this Scheme and a grant of 50% of the cost thereof; (iii)That when approved, the appropriate Authority officials be authorized to take whatever action is required in connection with the Scheme including the execution of any necessary documents; 13. Master Plan -- Woodbridge Flood Plain Lands: That the Master Plan for the Woodbridge Flood Plain Lands as appended as Schedule•i4C" of the Minutes of Meeting No. 3/62 of the Conservation Areas Advisory Board having been considered by the Flood Control & Water Conservation Advisory Board and the Village of Woodbridge, be now adopted; Carried Unanimously. In conclusion, Mr. Honsberger, on behalf of the members of the Authority, expressed their gratitude for the efforts extended by the Staff and Chairman during the past year. Lunn Secretary- Treasurer A -10 SCHEDULE TtAfr METROPOLITAN TORONTO & REGION CONSERVATION AUTHORITY REPORT OF THE CHAIRMLN TO THE ANNUAL MEETING February 8th, 1963 INTRODUCTION: My report to you at the last Annual Meeting was more comprehensive than usual, marking as it did the conclusion of five years of successful operation of the Authority. In the present report, it is proposed to deal with the progress achieved during 1962 and to make some comments regarding the future. During my five years as your Chairman,-it has been a pleasure to note the continued efforts and dedication of Authority members in conservation work. My work has been made more effectual because of your willingness to pick up and assist with the burdens of our great organization. Our staff has functioned efficiently in spite of growing responsibi- lities connected with the Flood Control and v►ater Conservation Plan. I would like to take this opportunity to thank Mr. Kenneth Higgs, Director of Operations, and Mr. Fred Lunn, Secretary - Treasurer, for their capable and devoted service, and through them, every other member of the staff. AT. William Davidson, Q.C., Authority Vice - Chairman, has given me his usual fine support during the year. While there have been any Boards and Committees hard at work, I would like to pay special tribute to your .f.xecutive Committee who met at least twice a month during the year and gave careful and vigorous consideration to the many details of operation of the Authority. AUTHORITY ACTIVITY: During the year there were four meetings of the Authority, 23 meetings of the Executive Committee, and 62 meeting of Advisory Boards, Sub - Committee and special Committees. Some 92 people attended one or more of a total of $9 meetings. The Authority membership now stands at 55, with 26 appointed by Metropolitan Toronto, 26 by the other Municipalities, and three by the Lieutenant- Governor -in- Council. CONSERVATION AREAS: The Cold Creek Area was officially opened on June 20th, 1962, by the Honourable J. W. Spooner, Minister of Lands and Forests. This area is steadily developing into a sportsman's haven of activity. At Heart Lake the new Centre has proven to be a valuable addition to the facilites of that area. It will be used through the Winter to accommo- date skating parties, including evening groups on Friday and weekends. The usual development work has been continued at all of the Areas. The bridge at Claremont is under construction as well as a bridge at Albion Hills. The Superintendent's House at Black Creek is $O% completed. The work has been greatly increased by the necessity to acquire Flood Plain and Reservoir Lands. A summary of our land acquisitions for various purposes in 1962 and the grand total to date is very interesting. This was almost double any previous annual expenditure and is explainable by the fav't that the Flood Control and dater Conservation Plan has hit its full stride. The figures of Receipts and Disbursements follow- ing for 1961 and 1962 indicate the source of income and the emphasis on expenditure for the two years. It is interesting to note that the Flood Control Budget in 1962 was $3,892,0$3.45 making up 73.66% of the total annual expenditure. This is a clear indication of the importance and the progress being made in Flood Control. As a very necesr-ary part of the Plan, over 2,000 acres of land were purchased for Flood Control purposes. On the Black Creek, the Channel from Scarlett Road to Rockcliffe Boulevard was almost completed and will have been virtually finished by the date of your Annual Meeting. The Channel from Rustic Road to Jilson avenue was started and 13 approximately 35% completed. The final design for the Channel from Rockcliffe Boulevard to Louvain Street is ready and is proposed to let the contract for construction in 1963. A -13 ' The Joodbridge Channel has been completed and fencing of the property boundaries is being carried out as a linter docks Project by the Authority staff. Seeding and sodding will be carried out in the Spring of 1963. it comprehensive Lngineering Study of the Don datershed has been approved by the Flood Control and dater Conservation Advisory Board and the Executive Committee, and you will see the plans for building two dams on this River at this Meeting. On the Humber River, designs for the Claireville Dam are completed and the contract should be let in the Spring of 1963. The Preliminary Engineering Study for Reservoirs on the Main and East Branches is well under way. The Study for Lbenezer Reservoir should be received early in March. , - The Preliminary Engineering Report for the Snelgrove Reservoir on the Etobicoke Creek is completed -in draft form and is now being studied by your staff. On the Rouge River, the Preliminary Report on the Milne Reservoir has been completed, and final design will take plac3 during the next few months. The Preliminary Report on the Duffin Creek has been considered by the Flood Control and eater Conservation Board and by the Executive, and will be presented later in this meeting. It is planned to constructtthe Arthur Percy Dam in the Greenwood Conservation area and another Dam on the lest Branch at a later date. The Flood Control Report on the Mimico Creek has been under way for several months and its submission to the Authority 'is expected in the near future. Channel Improvements on a portion of Highland Creek have been almost completed under the linter Works Programme. Similar improvements are to be initiated on the Massey Creek as soon as the Engineering ±Study, now under way, has been completed. The Flood Warning System has been under investigation and an Engineering Study will be undertaken for the purpose of recommending a suitable system of communications and control of the Dams and Reservoirs as well as observance of rainfall and stream -flow records. A consultant will be appointed for this task at an early date. PUBLIC, PELATIONS : The Information and Education Advisory Board continued to receive excellent co- operation from press, radio and television during 1962. The School Programme alone, presents a fascinating picture. Approximately 17,212 students toured the Pioneer Village, and 4,366 students and 85 other interested groups took Nature Hikes. This re presents an increase of approximately 30% over 1961. Ground - Breaking Ceremonies were carried out by the Honourable William G. Davis, Minister of Education, at the site of the Albion Hills Conservation School, on November 21st, 1962. Construction on the School is well under way. Members of the Authority and staff gave ?7 Lectures and there were 95 showings of the "Pioneer Village" film and 58 showings of "The Legacy of the Valley" and other films. There was an attendance of 12,000 at the Pioneer Festival on October 13th, 1962. Horse -drawn sleigh -rides and other linter sports began in December. A -14 _.5_ ,PIONEER VILLhGL: The popularity of the Pioneer Village continues to grow as it was attended not only by our own Toronto region residents but also by people from many other parts of Canada. The attendance in 1962 was 127,000, including many special groups, A- Harness Shop, Cobbler's Shop and Drive Shed are being added at the present time. It is hoped to acquire a Print Shop, Grist -Mill, Bake -Oven, and Manse during 1963. de have not yet been able to arrange for the acquisition of an Inn, which constitutes one of the mayor requirements of the Village. In November, your Chairman forwarded'a Brief to Prime Minister Robarts, requesting that funds be made available from the Canadian Centennial Fund to enable the Authority to complete the Pioneer Village by 1967, pie have not received an answer to our request. It is now apparent that completion of the Village by 1967 will be a matter requiring intensive effort and financial help. The acquisition and proper reconstruction of new Village buildings is a painstaking and time - consuming task. It will require the full efforts of the Committees and Staff to complete the Village by 1967. In addit.lon, some financial help as soon as possible, would make the task more certain of achievement. THL FOUNDATION: The Metropolitan Toronto and Region Conservation Foundation has continued to develop in a most encouraging way. Under thy, capable Chairmanship of Mr, F. A. Wade, it has pressed forward in its task to raise funds for the Conservation School, now under construction in the Albion Hills area. The donations to the Foundation for this purpose to date have exceeded W0,000. The Authority is most grateful to the Foundation and its public- spirited members for their encouragement and provision of tangible assistance. THL FUTURE: The Authority is now well launched in its Flood Control Programme. Substantial evidence of this work will build up steadily as the years go by. It is hoped that the Claireville Dam will be started within a few months. This project, when completed, will indicate to all citizens the great boon of Flood Control projects in many ways. The 120 acre permanent lake of Clairveville with over 1,000 acres of contiguous conservation land will provide a much - needed conservation facility not far from the heart of the Metropolitan Area. Very soon the matter of pollution of ar rivers must be attacked in a far more vigorous- fashion. This will not be an easy task. However, with the help of the Ontario Water Resources Commission,ve must seek out and terminate cases of pollution in the area. This has been done in other regions in the continent and must be done here. While the matter of lakeshore development and erosion control does not fall within the direct scope of our activities, we cannot help but be interested in'the fate of this great conservation resource stretching across our Southern border. A Policy Committee, aryl a Technical Committee have been set up to study the Lakeshore problem. The Lakeshore from Hamilton to Port Hope presents a challenge to the future which, it is to be hoped, can be attacked with originality and energy by the Committees involved. The planning calls for great vision and a courage to stand for principles which may transcend some existing political expediencies. The planning and execution of the Lakeshore development will determinA the outward character of the capital city of Ontario for at least two hundred years to come. OUR PARTNERS: I have said on many occasions, that our work is a partnership comprising, as it does, the 23 municipalities in our Region and the Government of Ontario. To this patnership has been added the Government of Canada in our Flood Control Schemes. - 6 - A -15 The Authority has never failed to appreciate the support of its partners in the work of conservation. It should be a great satisfaction to all of us to witness the growing expansion of facilities to serve our population. We are very happy in our new association with the Department of Lands and Forests, which has been in effect since January 1st, 1962. The Minister of Lands and Forests, the Honourable Kelso Roberts, Q.C., has been readily approachable, and has made the resources of his great Department constantly available to your Authority. In conclusion, your Chairman would like to say that the participation in the work of this Authority and the association with its members and staff has been a most challenging and satisfying experience. Renewals of such an greement should allow the placing of new lands into the hunting management agreement or the ex- traction of lands initially in the Agreement, where, for some reason, the authority has deemed it advisable to prohibit further hunting on these lands; (iv) That the Authority Regulations be amended to provide for restrictions on the type of fire - arms which may be used n hunting on Authority lands designated for such use. ITEM (F) - FARM PLAN ASSISTANCE PROGRAMME That the proposed Farm Plan Assistance Programme be adopted as a means of assisting in the need of better soil and water conservation practices on farms throughout the Region; and further in this connection, that the Authority should pro- vide financial assistance on the following basis: (i) Payment of a grant towards the implementat- ion of Farm Plans of one-half of the cost up to a maximum of $100.00 to each land- owner; (ii) Projects eligible for assistance will be the removal of cross - fences, burial or removal of stone piles and levelling of gullies; (iii) Payment will be paid only on Plans already prepared by the Soils Advisory Service or projects approved by the Soils and Crops Branch, Ontario Department of Agriculture, only on money paid out by the land -owner and only on approval by an Autbority re- presentative; h -51 - 4 - ITEM (G) - SCHEME R -L -5 That Scheme R -L -5 - °Pty Scheme for the Acquisition and development of the Glen Major Forest and Wild- life Conservation Arean be adopted, and further in this connection, that the following action be taken: (i) That all member municipalities be designated as benefitting; (ii) That the Minister of Lands and Forests be re- quested to approve of the Scheme and a grant of 50% of the cost thereof; (iii) That when approved, the appropriate Authority officials be authorized to take whatever action is required in connection with the Scheme, in- cluding the execution of any necessary documents; Except that if L.R.D..'.. assistance is provided in 1963, the Scheme is then to be submitted under A.R.D.A. Agreement; ITEM (H) - AUTHORITY FOREST - LAND ACQUISITION That the acquisition of the Church Estate, being the East Half of Lot 17, Concession V, EHS, Township of Caledon, County of Peel, comprising of one hundred acres more -or -less, be approved as an addition to the Authority Forest and further in this connection that the following action be taken; (i) That all member municipalities be designated as benefitting; (ii) That the Minister of Lands and Forests be re- quested to approve of the acquisition of this land for reforestation and management under Agreement pursuant to the Forestry Act and the Conservation Authorities Act, and approve a grant in the amount of the timber value and 50% of the cost of the land; (iii) That when approved, the appropriate Authority officials be authorized to take-whatever action is required in connection with the purchase, including the execution of any necessary documents. Gardner RESOLVED THAT: The report and recommendations on "Pollution Control & Recreation in the Metropolitan Toronto Region" be received; AND BE IT FURTHER RESOLVED IN THIS CONNECTION THAT: The Metropolitan Toronto and Region Conservation Authority will: - 1. protect the recreation resources of the Region not only under the terms of the Ontario Water Resources Commission Act but also on the basis of riparian rights; 2. assist the Ontario Water Resources Commission in its task of supervising sewage treatment programmes for municipalities and of reconciling all demands for water uses in the Region through the adoption of the recreation- pollution control plan for the Region as proposed in the staff report, Pollution Control and Recreation in the Metropolitan Toronto Region, June, 1963, in which the following zones are proposed: Metro Zone: Serviced by Metropolitan Toronto Works Department by lakeshore treatment plants; recreat- ion potential of valley lands only partly restrict- ed by water quality - no natural swimming facilit- ies on streams or reservoirs but quite attractive for all other recreational activities; -3- A -55 Development Zone: Serviced by local municipalit- ies by upstream treatment plants; streams receiv- ing wastes should meet O.W.R.C. objectives; re- creation potential of valley lands only partly restricted by water quality - no natural swimming facilities on streams or reservoirs but quite at- tractive for all other recreational activities; Headwater Zone: Serviced by local municipalities by upstream treatment plants; no direct discharge of effluents to streams, although effluents may be sewered into Development Zone; recreation potential of valley lands unrestricted by water quality; 3. recommend to the Ontario Water Resources Commis- sion, Department of Municipal Affairs, the Metro- politan Toronto Planning Board and other Planning Boards in the Region, that they consider this plan in formulating their policies on pollution abatement in the Region; 4. request the Ontario Water Resources Commission to continue and intensify its research activities in the field of tertiary treatment of sewage includ- ing: (a) treatment of effluent in oxidation ponds (b) removal of suspended solids by sand filters (c) removal of dissolved salts such as nitrates and phosphates (d) removal of detergent materials such as A.B.S. 5. where pollution from storm sewer discharges or storm overflows from combined systems occurs at upstream points, encourage treatment of these flows as far as economically reasonable; 6. encourage conservation of sewage treatment plant residue from municipal and O.W.R.C. plants, such as all forms of sludge, to be used where approp- riate as organic humus on farms and conservation areas as well as on sub - marginal areas which can be reclaimed for reforestation, farming, etc. 7. request the Province of Ontario to investigate any problems in pollution abatement posed by the general use of detergents; that is, to invest- igate detergents as they may interfere with sewage treatment processes, excessively enrich receiving waters or indirectly create hazards to public health and to take the appropriate action to solve problems which may be revealed; L. co- operate with upstream municipalities in facil- itating tertiary treatment and disposal of sewage from present development, where such treatment is vital to the Authorityvs programme, through the development of: (a) finishing ponds, to polish or eliminate final effluents, which can be used as well for public angling (b) reforested areas or areas of natural woodland for spray- irrigation disposal of secondary effluents A -56 -4- 9. request the Ontario Department of Municipal Affairs and the Ontario Municipal Boars} outside the Metropolitan Toronto Planning Area and the Metropolitan Toronto Planning Board inside the Planning Area to provide the Metropolitan Toronto and Region Conservation Authority with the oppor- tunity of commenting on subdivision plans with respect to sewage disposal as it may affect schemes undertaken or to be carried out by the Authority; 10. develop sewage treatment facilities in the Con- servation Areas using (a) wherever possible, within each heavily used Area, a de- centralized system of several septic tank and tile field in- stallations Res. #31 (b) where a high- capacity installation is required in any location within an Area, a conver zonal or total retention lagoon, or a package plant with irrigation, pond - ing or tile -bed disposal of the secondary effluent 11. plan swimming areas in reservoirs in locations .::.vermin :d by flowage and water quality studies to be the best sites available; develop the areas to provide ample water volume in relation to the intensity of use; and provide a subtrate of coarse sand or fine gravel to reduce roiling of the water in the swimming area; 12. co- operate with local Health Jnits in inspecting water quality and in studying and implementing on -site water treatment if ever required; 13. co- operate with local Health Units in locating points of domestic pollution so that Medical Officers of Health may require offending home- owners to correct polluting situations 14. assist municipalities and the Ontario Water Re- sources Commission in detecting the entry of trade wastes into water courses on its monthly checks on the river valleys; 15. continueiits programme of streambank erosion con- trol in upstream Conservation Authority lands and other valley lands in co- operation with local municipalities, expand streambank erosion control as an assistance programme available to private landowners above reservoir sites and encourage farmers to protect streams and their banks from damage by cattle through the development of by- pass ponds and gravelled and fenced crossing and watering areas; 16. request agencies of the provincial, county and local municipal governments to take all possible precautions to protect natural water - courses from silt and floodwater damage as a result of storm - drainage and road construction schemes. MacLaren Limited, be approved as present- ed, and that the following action be taken: A -58 (1) -6- Copies of this report be forwarded to the Conservation Authorities Branch, Ontario Department of Lands and Forests for ap- proval; (ii) No further action be taken in connection with the Ebenezer Reservoir, excepting land acquisition, pending completion of the revised Project Scheduling for the Authority's Plan for Flood Control and Water Conservation; (iii) The Staff be authorized to negotiate with the Municipalities concerned regarding the re- location and /or closing of roads which will be affected by this project; ITEM (E) - PRELIMINARY ENGINEERING REPORT FOR FLOOD CONTROL ON MAIN & EAST BRANCHES - HUMBER RIVER That the preliminary engineering report of measures required for flood control on the Main and East Branches of the Humber River, as prepared by James F. MacLaren Limited, be ap- proved as presented; and that the following action be taken: (i) Copies of this report be forwarded to the Conservation Authorities Branch, Ontario Department of Lands and Forests for approval; (ii) The Staff be authorized to negotiate with the municipalities corcerned regarding the re- location and /or closing of roads to be affected by these reservoirs; (iii) In the preparation of the final design of these structures a review be made of hydro- logy with a view to affecting economics in spillway capacity; iv) Dams for the Humber River Watershed be con- structed in the following sequence: ( 1. Claireville 2. Bolton 3. King Creek 4. Boyd 5. Nashville 6. Ebenezer (v) The reservoir referred to in the Plan for Flood Control and Water Conservation as the Lower East Branch, which is now to be located at the Boyd Conservation Area, henceforth be known as the Boyd Dam and Reservoir; ITEM (F) - PRELIMINARY ENGINEERING REPORT FOR MILNE DAM AND RESERVOIR That the preliminary engineering report on the Milne Dam and Reservoir as prepared by R.V. Anderson and Associates Limited, be approved in principle, and that the following action be taken: (i) Copies of this report be forwarded to the Conservation Authorities Branch, Ontario Department of Lands and Forests for approval; (ii) Provision be made in the 1964 Budget Estim- ates for the final des:.gn of the Milne Dam and Reservoi ^; -7- A -59 (iii) Site 'C' as recommended in the report be confirmed; (iv) The dam incorporate an Ogee type spillway with a low level discharge; (v) In the preparation of the final design consideration be given to the possibility of raising the permanent water level by as much as possible; (vi) In the preparation of the final design a review be made of the hydrology before a final decision is made regarding spillway capacity; ITEM (G) - FUTURE DESIGN - ENGINEERING STRUCTURES That in the future, engineering structures be constructed so that they may be visually accept- able as well as efficient; ITEM (H) - PRELIMINARY PLAN OF DEVELOPMENT - BOYD AREA That the preliminary plan of development for the whole Boyd Area, appended as Schedule "A" of the minutes of the Conservation Areas Advisory Board Meeting #2/63 be received; and that the recommend- ations contained therein be adopted; ITEM (I) - SCHEME C.A.36 - 'TA Scheme for the Ex- tension of the Albion Hills Area" That Scheme C.A. 36 -• "A Scheme for the Extension of the Albion Hills Conservation Area", be adopted, and that the following action be taken: (i) All member municipalities be designated as benefitting; (ii) The Minister of Lands and Forests be re.. quested to approve this Scheme and a grant of 50% of the cost thereof; (iii) When approved, the appropriate Authority officials be authorized to take whatever action is required in connection with the Scheme, including the execution of any necessary documents; ITEM (J) - SCHEME C.A. 37 - "A Scheme for the Acquisition and Development of St. Geor e9s Lake Conservation Area" That Scheme C.A. 37 - "A Scheme for the Acquisit- ion and development of the St. George's Lake Con- servation Areas" be adopted; and that the follow- ing action be taken: (i) All member municipalities be designated as benefitting; (ii) The Minister of Lands and Forests be request- ed to approve this Scheme and a grant of 50% of the cost thereof; (iii) When approved, the appropriate Authority officials be authorized to take whatever action is required in connection with the Scheme, including the execution of any necessary documents; A -60 -s- (iv) The Scheme be initiated in 1964; ITEM (K) - CONSERVATION ASSISTANCE PROGRAM - AMENDMENTS TO REGULATIONS That recommendations contained in the Conservat- ion Assistance Program report, as amended and set forth herein, be adopted: (a) Sentence 1 of Paragraph 1 of the regulations concerning Tile Drainage Assistance be amend- ed to read: 1. The Authority will pay a grant toward the installation of tile drainage systems in lands to be improved for the growing of farm crops. (b) Paragraph 1 of the regulations concerning Grassed Waterway Assistance be amended to read: 1. The Authority will pay a grant toward the establishment of grass waterways on lands to be improved for the growing of farm crops, of one -half the cost, up to. a maximum of $200.00 per hundred acres, or fraction thereof. (c) Paragraph (b) of the terms concerning Farm Pond Assistance be amended to read: (b) The Authority will assist in the design and layout of farm ponds, however where the design and layout of a project of any one property requires the services of a field party (2 men) for a period greater than two days, the Authority may require the owner to obtain inde- pendent engineering services at his own expense. (d) (i) The provisions and planting of trees under the Farm Tree Replacement Assist- ance Program be limited to Farm Propert- ies, except for the planting of farm trees on Authority -owned lands managed either by the Authority or a member municipality. (ii) That the regulations of the Farm Tree Replacement Assistance Program be amended by deleting the words "Land Owner" wherever it occurs, and substitut- ing the words "Farm Owner ". (e) The following paragraph be added to the re- gulations for all assistance programs: "The Authority accepts no liability in re- spect of any project where assistance has been given." The following conditions be included on all application forms: "I hereby agree: - (a) to release the Authority of all claims and demands whatsoever which I or any other person might have by reason of carrying out this project or accepting this assistance; (f) APPRE IATION Res. #33 -9- A -61 (b) to obtain any necessary permit required by any Governmental Agency or Department having jurisdiction." ITEM (L) SCHEME R.L. 5 - "A Scheme for the Ex- tension of the Palgrave Area" That Scheme R.L. 5 - "A Scheme for the Extension of the Palgrave Forest and Wildlife Conservation Area" be adopted and that the following action be taken: (1) All member municipalities be designated as benefitting; (2) The Minister of Lands and Forests be request- ed to approve this Scheme and a grant of 50% of the cost thereof; (3) When approved, the appropriate Authority of- ficials be authorized to take whatever action is required in connection with this Scheme, including the execution of any necessary documents. ITEM (M) - SUGGESTED AMENDMENT - ONTARIO WATER RESOURCES COMMISSION ACT That the Government of Ontario be requested to consider an amendment to the Ontario Water Re- sources Commission Act, which would give the Commission power to require an owner to control a free - flowing well, where the flow is such that it seriously affects the static level of adjacent wells. ITEM (N) - PIONEER VILLAGE DEVELOPMENT - MILL CONSTRUCTION That the proposals contained in the report on construction of the Mill Building, appended as Schedule "B" of Executive Minutes No. 15/63, as amended, be adopted, and further that the re- construction of the mill building and site works be carried out as funds are made available.
