FLOOD CONTROL BROCHURE:
Mr. Barber presented a proposed Flood Control Brochure and recommended
that the printing be proceeded with immediately.

THE BOARD RECOMMENDS THAT : - the Flood Control Brochure
as presented, be approved; and that the Staff be authorized
and directed to have printed 10,000 copies of the present

TV FILM SHOWINGS:
A Staff communication was presented with regard to the film distribution
programme.

(a) General distribution be done from the Authority office

in Ontario and North - Eastern New York State at a cost
not .o exceed $15.00 per showing;

PROPOSED 1963 INFORMATION AND EDUCATION PROGRAMT'IE
INTRODUCTION:
The Metropolitan Toronto and Region Conservation Authority has adopted
a policy of not purchasing advertising. There are two major reasons
for this decision
(a) insufficient funds;
(b) establishing a dangerous precedent possibly eliminating
tens of thousands of dollars being donated as a public
service by newspapers, magazines, radio and TV.
A programme has been developed over a period of years that has never
been stated as policy. The programme involves two major aspects
(1) distribution of news releases and brochures, Authority
programmes;
(2) the creation of special and educational events which
are both interesting and unique in order to attract news
coverage;
This programme has been relatively satisfactory. It is believed that
the latter can be expanded.
Because of the diversified Authority programme, the Information and
Education activities are divided into sections:
A. Promotion of Visitations;
(1) Conservation Areas
(2)__Pioneer Village
B. Progress information on the Plan for Flood Control & Water
Conservation;
C. Promotion of Reforestation and Land Use Programme;
D. Promotion of Educational Programmes;
E. General Authority Promotion;
A. Promotion of Visitations:
The Authority provides ten Conservation Areas for public recreation.
All Areas with the exception of the Pioneer Village provide such
facilities as picnicking, swimming, nature hikes, etc. For the
purpose of promoting the use of these Areas, it,is assumed that
they are provided for the benefit and use of the public in this
Metropolitan Area, and offer similar facilities to many Conservation
Areas, Provincial and municipal parks in the Province. It is,
therefore, not worthwhile promoting them extensively outside the
Authority's area.
The Pioneer Village is an unique area not only in the watershed
but in much of Ontario with the only similar development being
Upper Canada Village which is more than two hundred miles East of
Toronto. Because of its unique features representing a typical
living crossroads village of Upper Canada prior to Confederation,
it is obvious that it will appeal not only to the residents of
Southern Ontario, but prove to be an interesting tourist attraction.
Therefore, promotion will be concentrated over much of Ontario
with an attempt to contact the toursists entering the Province.
(1) Conservation Areas:
In addition to promoting the regular summer and winter facilitie=
in the Areas, a number os special events are recommended that
are likely to attract attention by newspapers, radio and TV.
In addition to the press coverage, the events are designed
to more fully develop the educational aspects of the Areas.

Special Events
1. Cold Creek Sportsmen,s Fair (June 22nd)
2. Fireside Nights (5) on alternate Wednesday evenings in
July and August;
3. Special 2ours to have a duration of about two hours and
to be conducted by specialists in their fields --
(a) Geology Tour -- eastern section of the watershed to
be held at 10:00 a.m. on Sunday morning;
(b) Forestry Tour -- to be held in the Western section
of the watershed at 10:00 a.m. on Sunday morning;
(c) Sunrise Tour -- located in the central section of the
watershed and divided into four aspects with a
specialist for each -- geology, forestry, ecology
and ornithology. The event would start with a 7:00
a.m. breakfast in the Conservation Area, hosted
by Authority members and staff.
4. Junior Fishing Day -- May llth at Greenwood Conservation
Area;
5. Forest Wonderland Day tJ.F.A.)
6. Colour Tour
7. Official Opening of the Palgrave Forest & Wildlife

8. Scheduled and Arranged Nature Hikes
Methods of Promotion:
1. News releases;
2. Brochure distribution;
3. Mailing lists;
4. Radio & TV interviews (list possible programmes and contact
on a rotational basis);
5. Handbills and posters;
6. Summer calendar -- company distribution;
7. Summer and Winter TV and radio announcements;
8. Library displays;
9. Exhibits C.N.S.S., C.N.E. and Fall Fairs;
10. Contact advertising agencies regarding Area facilities for
a credit line on products;
11. Conservation Area broadcasts from mobile booths during special
events;
12. Co- operate with stores regarding displays;
13. Provide slides and scripts to M.T.C.B. for public service TV
use;
14. Mobile display for conventions;
15. Highway signs (larger);
(2) Pioneer Village:
In addition to promoting the regular Area features, an attempt
is being made to arrange a series of special events throughout
the Summer to further develop the educational aspects and
to attract press coverage;
Special Events:
1. Press reception -- about a week before the 1963 Village
Opening -- serve an old - fashioned lunch in the new
Superintendentss House and feature the oxen;
2. Opening Week -end -- May 18th, 19th and 20th.

(a) People living in the Buildings (Historical Societies);
(b) Inter - denominational Church Service;
(c) School in operation;
(d) Wandering Singers, Horse -Power Threshing, etc.;
(e) Band Concert;
(f) Competitions, Log Sawing, etc.,
(g) Operate Woodworking Shop;
3. Strawberry Festival -- to be held in late June or early
July in combination with a stage performance and square
dancing (I.O.D.E.);
4. Summer Evening Programmes -- play, band, choir on stage
followed by historical film;
5. Garden Party
6. Cricket Match
7. Full - length Play
8. Pioneer Festival - September 28th - to be re- appraised to
embrace innovations and additional special interest
features -- might warrant a special meeting of represent-
atives from Tnformation and Education and Historical
Sites in combination with the Staff;
9. Carol Singing -- on Sunday prior to Christmas with a
choir brought in to sing carols along with an old - fashioned
Christmas Service to be done inside or outside Church.
Proceeds could be given to a charitable organization,
with sleigh- riding and skating prior to carolling, weather
permitting;
10. A Costume Contest or Old -tyme Fashion Show might be
considered for either the Village Opening or Pioneer
Festival Days;
Methods of Promotion:
1. Brochures and stands; -- map of Village for visitors;
2. An invitation to groups announcing the Tours and Group Rates;
3. Press releases;
4. Handbills and posters;
5. Contact advertising agencies regarding the use of the Village
as a setting for advertising products;
6. Out -of -Town Schools or other groups touring the Village to
receive photo coverage and a story to their local papers;
7. Radio and mobile TV broadcasts on days of special events;
8. Radio and TV interviews;
9. Distribution of brochures through Ontario, Quebec and
Northern U.S.A. by antique dealers;
10, Publicity through 'Book on Toy Collection" from Ryerson Press;
11. Convention exhibits and brochure distribution;
12. Distribution of brochures to Tourist Centres; 0.M.L. and A.A.A.;
gasoline companies; hotels and motels; Fort York; Casa Loma;
Upper Canada Village;
13. TV film showing;
14. National Film Board distribution;
15. Department of Highway signs - Highways 400 and 401;
16. Attempt to publicize through oil company maps and Department
of Travel and Publicity etc.;
17. Exhibit -- Oxen Plowing Match, Caledon ;libraries;

And, further in this connection, the staff be authorized

(d) Civic and government groups requesting the use of the
School for educational purposes including workshops,

(e) Other responsible groups having an assembly for the
purposes of education not inconsistent with the
objectives of the Authority.
(f) Where small groups are accepted, they may be required
to share the use of the School.
Applications will not be accepted from groups wishing to use the
School primarily for entertainment, relaxation or for any other
purpose that might appear not in harmony with either the facility
or its objectives.
(3) The current charges for the use of the Albion Hills Conservation
School apply for the year 1964.
(4) The offer of a prize for an annual essay competition be gratefully
declined and respectfully request the donor to consider as an
alternative a donation of a suitable piece of equipment to be used
in the teaching programme.
(5) The staff, visiting teachers, student teachers and guests be per-
mitted to smoke in the following areas.

Minister of Education, for consideration at the next meeting of
this committee, requesting the Department of Education to use
the facilities of the Albion Hills Conservation School during
the summer period, for some aspect of its teacher training
programme.
The staff be requested to prepare a proposal for the use of the
facilities of the Albion Hills Conservation School for a two -
week summer programme to be advertised through the respective
school boards, and further that the Federation of Ontario
Naturalists and other responsible groups be requested to con-
sider use of the facilities of the School during the summer
period.
The staff be requested to carefully study methods of evaluation
of the programme of the Albion Hills Conservation School and

Smoking not be permitted in any other area within the building by
any of the aforementioned and smoking not be permitted on the bus
or while on hikes and during instruction.
The Supervisor or his designate may, under special circumstances,
if requested by the visiting teacher, permit student smoking at
certain periods in the lounge area only.
(6) Sufficient clothing including parkas, trousers, footwear, mitts
and raincoats be available to students, and further, the Foundat-
ion be requested to solicit either the clothing from various
manufacturers or funds for the Authority to acquire such clothing.
Should it be necessary for the Authority to purchase the afore-
mentioned clothing, a nominal charge be made for its use.
(7) Miss Blanche E. Snell be appointed a member of the Management
Advisory Committee.
