PROPOSED OBSERVATORY BUILDING: A communication from the Royal Astronomical Society was presented requesting that consideration be given to locating a telescope in a proposed Observatory Building to be located on land owned by the Authority. Gardner THE BOARD RECOMMENDS THAT:- the Royal Astronomical Society be advised that the Authority will permit a telescope to be located in a Conservation Area to be operated jointly in connection with either the Conservation School or a future Nature Centre, subject to an Agreement which would ensure the availability of the telescope to the Authority for its Interpretative Programme, and satisfactory arrangements as to size, cost of building, and availability for public use; Carried Unanimously. PROPOSED BEAGLE CLUB AREA: 1. communication was presented from the Credit Valley Beagle Club request- ing that an area be made available which would be suitable for training beagles and holding field trials under the Canadian Kennel Club rules, said area to be made available to the Credit Valley Beagle Club. DEVELOPMENT PROGRAMME - HEART LAKE CONSERVATION AREA: A ,staff report was presented which included proposals for landscaping and extending the swimming area together with designs and plans for proposed new n.rtsr lighting facilities and lifeguard towers. Lunn Secretary- Treasurer SCHEDULE "B" D -5 MEETING OF THE SUB - COMMITTEE RE MAXIMUM POTENTIAL OF CONSERVATION AREAS A Meeting of the above -noted Sub - Committee was held on Thursday, January 23rd, 1963, at the home of Mr. H. S. Honsberger. The Meeting convened at 7:45 p.m. PRESENT WERE: C. Sauriol C. Clifford Mrs. M. W. Lister H. S. Honsberger K. C. Dalglish W. McLean The purpose of the Meeting was to discuss the recreational use of Conservation Areas, with a mind to determining how their maximum potential might be reali.ed. Two Areas of concern were discussed -- Claremont aid Cold Creek. A report indicating the attendance, acquisition and development costs and maintenance costs, together with the various types of recreational uses existing in the Conservation Areas was made available. The following recommendations were made by the Committee: (a) General: - That emphasis in the promotion of Conservation Areas be placed on those Areas which at the present time are experiencing low use; - That promotion for Conservation Areas in the immediate vicinity of the Areas be stepped up; - That a news leaflet promoting low -use Areas be prepared for distribution to schools, lecture groups, and in high -use Conservation Areas; (b) Claremont Conservation Area: - That a Wading Pool in the stream at Claremont (South of the new bridge) be developed; - That Play Areas for small children, with equipment made from natural materials, be made available; -That group activities -- picnics, camps, camporees etc., be promoted; - That a Refreshment Booth be made available; -That a Winter Sports Area be developed; (c) Cold Creek Conservation Area: - That the Staff be directed to analize and report on the present us by sportsmen; - That publicity for the Area and the facilities available therein .be directed towards sportsmen's groups; - That Cold Creek be designated and advertised as an Area where dogs not on a leash are permitted; - That the Area be improved as a Picnic Area; -That full use of the Area for Winter Sports be made; - That a Nature Trail for use by the general public be developed; (d) Transportation: - That the Staff be directed to investigate methods of providing public transportation to low -use Conservation Areas -- T.T.C., Gray Coach Lines, Charter Busses, etc. Vetropo/ttan 7oronto artcl Conseruation Agority MINUTES D.-6 Conservation Areas Advisory Board Tuesday, September -24 -1963 #2/63 The Conservation Areas Advisory Board met in the Board Room, 17 Mill Street, on Tuesday, September 24th, 1963, commencing at 2.00 p.m. PRESENT WERE: Authority Chairman Authority Vice - Chairman Chairman Conservation Areas Vice- Chairman Members MINUTES: Res. #13 Secretary - Treasurer Director of Operations Conservation Areas Admin. Carried Unanimously; PROPOSED ROUGE VALLEY CONSERVATION ASSOCIATION HIKING TRAIL A communication of the Secretary of the Rouge Valley Conservation Association was presented, requesting permission to use a portion of the Milne Reservoir Area as a link in the proposed Rouge Valley hiking trail. Lunn Secretary- Treasurer D -9 • SCHEDULE "A" Preliminary Plan of Development Boyd Conservation Area I. INTRODUCTION The Plan for Flood Control and Water Conservation being undertaken by the Authority has required the acquisition of major tracts -of flood plain land and sizeable acreages for reservoir sites. An important objective of the Plan, apart from providing flood protection, is the provision of recreation areas on conser- vation lands where such development is suitable. The area which is the subject of this report lies on the East Branch of the Humber River and includes the existing Boyd Conservation Area, together with an extension to the north to the Maple sideroad. This area will include approximately 1200 acres in total, and on it will be located the Boyd reservoir which in size and function is comparable to the Claireville dam and reser- voir. The location, size and function of the Boyd dam and reservoir have been considered by the Flood Control and Water Con- servation Advisory Board on the basis of an engineering report prepared by James F. MacLaren Limited. As indicated in the MacLaren report, the location chosen for the dam is that which is most suitable for the primary function it is to serve; that being flood control. As with the Claireville dam and reservoir however, provision has been made for a permanent lake to be created at an elevation somewhat lower than that required for maximum flood storage. While the construction of the Boyd dam has not yet been scheduled and it is likely to be 5 or 6 years before construction would begin, it is necessary at this time to consider in a•prelim- inary way some of the major recreation aspects of the area, in order to give proper guidance to land acquisition policy and enable decisions to be made concerning the Authority's position and interest in pending Township and County road improvements and re- locations. II. ACCESS The subject area is bounded on the north by the Maple sideroad (County); on the west by the Woodbridge- Kleinburg road (County); on the east by the 7th concession of Vaughan (Township); and on the south by a given road known as the Don Eddy road (Township). At the present time another Township road known as the Elder Mills sideroad cuts across the middle of the property. The heavy use of the Boyd Conservation Area is expected to continue and greatly increase with the development of the Boyd reservoir, and it is recommended that at least two points of access to the Area be established in order to reduce traffic congestion which could occur. These points of access would be designed for high volume traffic, and one would be located on the Woodbridge- Kleinburg road north of the present Elder Mills side - road, to serve traffic coming to the Area from the west via Highways #27 and #7. The second entrance would be located on the 7th concession of Vaughan to serve traffic coming from the south and east via Highway #x400 and the Maple sideroad. The Elder Mills sideroad,which as presently located would be flooded by the Boyd reservoir, may be designated by the Township as a necessary road, and it is therefore recommended that in order to preserve the continuity of the reservoir, this road be diverted to go across the dam, which will be approximately 900 feet south of the present road alignment. Since this road does not have good connections with major traffic arteries, it is recommended that no access to the Boyd Area be permitted from it. -2- D -10 III. INTERNAL ROADS Four considerations have been most important in determin- ing the character of the internal road system: (1) to design the system so that the expected heavy crowds will be spread out over a wide area to reduce overcrowding at any one point; (2) to take advantage of as much shoreline area as poss- ible; (3) to provide for the isolation necessary for a proposed natural history and conservation interpretive area; (4) to integrate the new road system with the roads already established in the south Boyd Area. The accompanying map indicates a generalized plan of the system that has been devised. The road system will pick up traffic from the two points of access and distribute it in a north -south direction parallel to the proposed lake. Only a short spur road and parking area has been provided for the natural history area; thus the only access over this 150 acre plot would be by foot. In order to tie in with the existing Boyd system, it will be necessary to have two underpasses at the points of junction with the diverted Elder Mills sideroad. The present access road to the Boyd Area would be eliminated and become a service road. IV. RECREATION USES It is proposed in the Boyd Reservoir Area to provide for those recreation activities which have become standard in Conservat- ion Areas -- picnicking, swimming, boating, nature education, group camping, skating, skiing, tobogganing. The sites for these various activities are indicated on the accompanying plan. In addition, there is an opportunity in the Boyd Area for hiking trails of considerable length. It should be noted that to the north of the Boyd Area there is to be developed a second reservoir known as the King Creek Reservoir, which will have a certain amount of recreat- ion activity in connection with it. There is the possibility that these two Areas could be linked by flood plain and valley acquisit- ions in that section of the Humber valley between the Maple side- road and the King - Vaughan town line. Such acquisitions would enable the establishment of hiking and perhaps bridle trails originating in the north end of the Boyd Area and terminating at a point in the King Creek Reservoir. Such a trail would enable hikers to hike from Boyd to King Creek, camp over - night, and return the next day. Bridle trails for a ride of two or three hours could also be established. V. PROPERTY The property acquisitions that would be required to carry out the Boyd plan are indicated on the accompanying map. Those • properties which are already owned by the Authority are indicated, together with those properties which would be required in addition to carry out the plan. A third category of properties not required for actual flood control or recreation activity, but desirable from a buffer point of view, are also shown. VI. RECOMMENDATIONS It is recommended that: (1) the preliminary development plan for t he Boyd Reser- voir and Conservation Area, as outlined in this report and on the accompanying map, be adopted; (2) if it is found necessary to keep the Elder Mills sideroad open, that it be diverted from its present alignment to cross the Boyd dam; • D -•11 -3- (3) that the Toronto and York Roads Commission, when making improvements to the Woodbridge - Kleinburg road, be requested to consider the establishment of acceleration and deceleration lanes at the point of the proposed entrance to the Boyd Area. The actual construction of same would not have to occur until the proposed Boyd development takes place. (4) that the Township of Vaughan be requested to close that portion of the 8th concession line which lies south of the Maple sideroad to the southern extremity of the Thomson property; (5) that the Township of Vaughan, and other municipalities involved, be presented with a copy of this preliminary development plan, and further that they be requested to consider this plan when dealing with applications for zoning changes in the surrounding area; (6) since the present quality of the water in the East Branch of the Humber River is suitable for natural swimming areas, and since it is intended to have natural beach areas in connection with the Boyd Reservoir, it is recommended that every effort be made to ensure the quality of the water in the East Branch of the Humber River is not detrimentally affected by surrounding develop- ment, either on the part of the Authority or the municipality. In this connection, a report entitled "Pollution Control and Recreat- ion in the Metropolitan Toronto Region" has been prepared and will be presented to the Authority at its next regular meeting.
