The Flood Control and Water Conservation Advisory Board met in the
Board Room, 17 Mill Street, commencing at 12:00 noon, on Tuesday,

MEETING NO. 2/62:
It was agreed that the Board would meet for an all -day Meeting,
commencing at 10:00 a.m. on Tuesday, August 14th, 1962, to receive
the Engineering Report on the Duffin's Creek Watershed and the York
Mills Channel of the Don River, and to carry out a Field Inspection
of the two projects.

BLACK CREEK CHANNEL Scarlett Road to Rockcliffe Blvd):
- construction is approximately 30% complete;
BLACK CREEK CHANNEL Rustic Road to Wilson Avenue:
- plans and specifications for this section are now
complete and awating the approval of the Federal Government;
- property surveys are proceeding;
BLACK CREEK CHANNEL (Remaining Sections):
-final design is now in progress;
-staff are preparing a preliminary property plan;
YORK MILLS CHANNEL:
- preliminary engineering is now complete in draft form;
WOODBRIDGE CHANNEL:
- construction is 25% complete;
DON WATERSHED:
- preliminary engineering study for Reservoirs on the
Don Watershed proceeding -- will be complete in approximately
five weeks;
HUMBER WATERSHED:
- preliminary engineering study of Reservoir Sites on
Main and East Branches of the Humber is underway;
CLAIREVILLE RESERVOIR:
- design engineering is in progress;
- property acquisition is proceeding;
- negotiations proceeding with Etobicoke Twp. and C.N.R.
for diversion of Indian Line;
EBENEZER RESERVOIR:
- preliminary engineering study is nearly complete;

- preliminary engineering study of Reservoir Sites on

approved by the Province;

PROJECT F.12 -- YORK MILLS FLOOD CONTROL CHANNEL:
Mr. W. 0. Chisholm presented a report on the York Mills Flood Control
Channel.

THE BOARD RECOMMENDS THAT:- (a) the Preliminary
Engineering Report for the York Mills Channel Improvements
-- Donino Avenue to the Rosedale Golf Club -- as
prepared by W. 0. Chisholm Associates be approved
as presented;

(b) THAT the report be submitted to the Conservation
Authorities Branch of the Department of Lands and
Forests for approval;
(c) THAT the Staff be authorized and instructed to
proceed with negotiations for the acquisition•of the
necessary lands for this project for a nominal sum;
(d) THAT a meeting of all property owners affected be
called to present the plan;
(e) THAT until the negotiations referred to in recommendation
(c) have been satisfactorily completed, no further steps
be taken to implement the recommendations contained in the
Chisholm report.

SCHEME W.C. -36 -- PMASSEY CREEK CHANNEL IMPROVEMENTS:
The Director of Operations presented a report dealing with the proposed
Scheme.

THE BOARD •. C =DS THtt :- (a) the Authority assume
responsibility for Flood Control and Channel Improvements
for the Massey Creek from the confluence of the Massey
Creek with the Main Branch of the Don River to the South
side of St. Clair Avenue East, immediately West of
Warden Avenue;
(b) THAT the Channel Improvements proposed for this
section of the Massey Creek by R. V. Anderson & Associates
be not approved;
(c) THAT Channel Improvements in this section of the
Massey Creek be designed in such a way that the natural
conditions of the stream will be retained;
THAT the flood plain of the valley lands shall
be used for flood storage;
THAT where necessary the stream will be straightened
and eroded cut banks will be protected by use of gabions,
and where necessary gabion drop structures will be constructed;
(d) THAT the Staff be authorized to obtain a proposal
from R. V. Anderson & Associates for the final design
of Channel Improvements to be constructed on the Massey
Creek in accordance with recommendation (c);
(e) THAT the Authority undertake improvements to the
Massey Creek;progressively over a number of years as
funds are made available, and that these works be
constructed under the Winter Works Incentive Programme;
(f) THAT the Authority adopt Scheme W.C. -36, 'oA Scheme
for the Improvement of the Channel of the Massey Creek•',
and further in this connection, that the following
action be taken:
(i) THi,T the Municipality of Metropolitan Toronto
be designated as the Benefitting Municipality;
(ii) THAT the Minister of Lands and Forests be
requested to approve of the Scheme and a
Grant of 50% of the cost thereof;

(iii) THAT a copy of the Scheme be forwarded to
the Municipality of Metropolitan Toronto and
that no action be taken on the Scheme until
such time as it is accepted and approved by
the said Municipality;
iv) THAT when approved, the appropriate Authority
officials be authorized and directed to take
whatever action is required in connection
with the Scheme, including the execution
of any necessary documents;
(v) THAT the works included in Scheme W.C. -36 be
submitted to the Provincial and Dominion
Governments requesting approval of the works
contained in the Scheme as a Winter Works
project;
(g) THAT the above action be communicated to the Council
of the Municipality of Metropolitan Toronto;
(h) THAT the Staff be instructed to prepare a report
outlining the reasons for the above recommendations;

The Staff presented a Report covering the Engineering Study made
in the Town of Brampton by James F. MacLaren Associates and on
negotiations which had been under way with the Town of Brampton.

THE BOARD RECOMMENDS THAT:- (a) recommendations Nogs.
2, 3 and 4 of the MacLaren Report be adopted as Scheme
W.C. -3$ of the Authority, and further in this connection
that the following action be taken:
(i) THAT the Town of Brampton be designated as the
Benefitting Municipality;
(ii) THAT the Minister of Lands and Forests be requested
to approve of the Scheme and a Grant of 50% of the
cost thereof;
(iii)THAT a copy of the Scheme be forwarded to the Town
of Branpton and tht no .action be taken on the
Scheme until such time as it is accepted and approved
by the said Municipality;
(iv) THAT when approved by the Minister of Lands and
Forests and the Town of Brampton, that application
be made to the Ontario Municipal Board for their
approval, if required;
(v) THAT when approved, the appropriate Authority
officials be authorized and directed to take what-
ever action is required in connection with the
Scheme including the execution of any necessary
Agreements;
(b) THAT the Minister of Lands and Forests be requested to
approve a Grant of 50% of the cost of the Extension of
the Mains Creek Tunnel from its present outlet to a new
outlet into the Etobicoke Creek immediately upstream
from the original sewage treatment plant.

(c) THAT the acquisition of Flood Plain Lands within
the Town of Brampton be considered part of the Authority's
Plan for Flood Control and Water Conservation.

Following luncheon, the Board recessed to carry out a field
inspection of the Massey Creek Area.

DON WATERSHED:

of the Humber is proceeding;
CLAIREVILLE RESERVOIR:
Design Engineering is in progress. Specifications will be ready
for tender this Fall for the Indian Line Road Diversion and for

(b) That the Authority undertake the construction
ofWillowdale and Finch Reservoirs, as recommended
in the said report, under the Plan for Flood

proceed as quickly as possible with the acquisition
of the necessary lands for the Willowdale and
Finch Reservoirs under the provisions of the

Forests, for approval;
(b) That James F. MacLaren Limited be authorized

the interim report.

THE BOARD RECOMMENDS THAT: - the Staff be authorized
to arrange for a suitable opening ceremony for
the Woodbridge Flood Control Channel in the Spring
of 1963 in colunction with the Village of Woodbridge
and the Toronto and York Roads Commission;

ETOBICOKE RIVER -- PROPOSED ENGINEERING STUDY:
A Staff communication was presented requesting that consideration be
given to undertaking a Scheme for bank stabilization on the Etobicoke
River between the Queen Elizabeth Highway and the C.N.R. right -of -way
and suggested that the preliminary engineering be undertaken in 1963.

Limited; consulting engineers, , for the undertaking

the Etobicoke River between the Queen Elizabeth Highway
and the C.N.R. right -of -way;

SCHEME W.C.-37-:- EXTENSION OF THE FLOOD WARNING SYSTEM:
A Staff report was presented outlining the work proposed to be undertaken
daring 1963 for the further extension of the Flood Warning System.

Scheme for the Extension of the Flood Warning Systemi7
be adopted; and further in this connection, that the
following accion be taken:

(a) That all munk ipalities be designated as
benefitting;
(b) That the Minister of Lands and Forests be requested
to approve of the Scheme and a grant of 50% of
the cost thereof;
(c) That the Department of Lands and Forests,
Conservation •authorities Branch, be requested
to design a Recording Stream Gauge for each
of the following locations:
1. (i) Main Branch of the Humber River - Albion Hills;
(ii) East Branch of the Rouge River;
(iii) ''lest Branch of the Humber River at Kipling Ave.,
2. a Recording Rain Gauge on the site of the
proposed Milne Dame and Reservoir;
(d) That following the approval of the Scheme by the
Minister of Lands and Forests, the Staff, in
co- operation with the Department of Northern
Affairs and National Resources, be authorized
to construct the Stream Gauges and a Rain Gauge
to the extent of the Budget allotted for this
purpose during 1963.

COMMUNICATIONS SYSTEM -- PROPOSED STUDY:
A Staff communication was presented recommending that a complete study
of a proposed Communications Network and Supervisory Control System
for the operation of the Flood Forecasting System together with the Dams
and Reservoirs to be constructed under the Plan for Flood Control and
Water Conservation.

from James F. MacLaren Limited, consulting engineers,

Black Creek Shannel - Scarlett Road to Rockcliffe Blvd:
- Construction of this phase is now about 90, complete
Black Creek Channel - Rustic Road to ',Jilson Avenue.:
- Qontract has r,een awarded and work has commenced
- Construction is 15% complete
Black Creek Channel - Rockcliffe Blvd. to Louvain Street:
- Final design and preparation of contract documents in
progress for this section which is proposed for con-
struction in 1963.
•t Woodbridge Channel:
- Construction phase of this project is now virtually
complete except for some.minor cleaning up
- Approval is now been given for the necessary seeding
and •soddi'ng which will be carried out in the spring
of 1963.
- Fencing of property boundaries will be carried out as
a winter works project by authority staff.
Don Watershed:
- The preliminary engineering study for reservoirs on
the Don Watershed has been completed
Humber Watershed:
- The preliminary engineering study for reservoirs on
the Main and East branches of the Humber River is
nearing completion.
- An Interim Report on Hydrology has been prepared.
Clairville Reservoir:
C -14.
- Contract documents for the control gates have been
completed and submitted to the Province for approval
prior to calling for tenders.
- Contract documents for the dam and the diversion of
the Indian Line will be complete before the end of the
year.
Snelgrove Reservoir:
- Preliminary engineering report is now complete in
draft form.
Flood Plain Lands:
- Substantial acreages of flood plain lands have been
acquired. However, exact figures will not be available
until the Property Division has completed its progress
report.

Channel Improvements is awaiting the approval of the
Provincial Government.
- The staff are preparing a scheme for implementing
these channel improvements as a winter works project.

Flood Control Projects was discussed at some length.

PROPOSED DAM -- ROUGE RIVER AT FINCH AVENUE:
A Staff communication was presented advising that a recommendation had
been referred from the R.D.H.P. Advisory Board in connection with studying
the feasibility of the construction of a Dam on the Rouge River in the
vicinity of Finch Avenue and Sewell's Road, which might include a
combined crossing for Finch Avenue. The matter was discussed at some
length.

and directed to obtain a proposal from R. K. Kilborn
& Associates, Consulting Engineers, to undertake a
Preliminary Engineering Study to determine the
feasibility cf combining a Dam and major Bridges on the
Rouge River in the vicinity of Finch Avenue and
'Sewell's Road; and further in this regard -•- that the
Minister of Lands and Forests be requested to approve a
grant of 750 of t- cost of this Preliminary Engineering
Study;

FLOOD WARNING SYSTEM -- PROPOSED AERIAL PATROL:
A Staff report was lresented suggesting that consideration be given to
establishing an aerial patrol of the river valleys under the jurisdiction
of the Authority.

THE BOARD RECOMMENDS THAT:- an aerial patrol be established
in conjunction with the Municipality of Metropolitan
Toronto on a trial basis, and further in this connection,
that the following action be taken':
(a) That the MMIunicipality of Metropolitan Toronto be
requested to participate in the proposed
programme of aerial inspection of the river
valleys and to assume 50% of the cost thereof;
(b) That when the approval of the Municipality of
Metropolitan Toronto has been received, that the
Staff be requested to enter into an Agreement
with Dominion Helicopt,rs Limited for periodic
inspections of the river valleys on a 1 -year trial
basis in accordance with the terms outlined in their
proposal dated November 16th, 1962;

ccnstruct the Flood Control Channel at York Mills in conjunction with
the construction of a trunk sewer by the Municipality of Metropolitan
Toronto and suggesting that final azgineering be proceeded with immediat
ly.

Mr. McKechnie advised that the use of land in the vicinity of the
Etobicoke River and Dundas Street was being studied by the Township of
Toronto and in this connection certain problems had been encountered.

AND BE IT FURTHER RESOLVED THAT:- a report on the filling
and dumping carried out in the vicinity of the area known
as Markland Woods on the East bank of the Etobicoke River
North of Dundas Street, be made available;
