SUBMISSION FROM THE FEDERATION OF ONTARIO NATURALISTS RE DUFFIN
MARSH:
The Chairman presented a communication from the Federation of Ontario
Naturalists requesting that the Lower Duffin Creek Marsh be truly
preserved as a Conservation Area.
The Secretary was instructed to advise the Federation of Ontario
Naturalists of the action taken by the Authority.

The Staff presented a report of a proposed extension to the Glen
Major Conservation Area and advised that Options had been obtained on
all the land required.

THE BOARD RECOI7n4ENDS THAT:- Scheme C.A.-34 -- "A
Scheme for the Extension of the Glen Major Conservation
Areas' be adopted, and further in this connection, that
the following action be taken:
(a) that all Member Municipalities be designated
as benefitting;
(b) that the Minister of Lands and Forests be
requested to approve this Scheme and a grant
of 50% of the cost thereof;
(c) that when approved, the appropriate Authority
officials be authorized to take whatever
action is required in connection with the
Scheme, including the execution of any
necessary documents.

CLAREMONT CONSERVATION AREA -- GRIST MILL:
A Staff communication was presented advising that it may be possible
to make use of the Mill situated at the Claremont Conservation Area
by locating it in the Pioneer Village, Black Creek Conservation Area,
and suggesting that the building be made available to tine Historical
Sites Advisory Board for this purpose, if required.

In 1959 this Advisory Board adopted a programme of land acquisition
scheduled over a period of three years. 1962 was the year in which the
programme was to be completed. Under the plan it was proposed to
acquire approximately 1;580 acres of Conservation Area land, extending
seven existing Conservation Areas, and establishing one new Area. Of
the acreage proposed for acquisition, 1278 acres were acquired, and
an additional 555 acres are to be proposed for acquisition this year.
The data in the following table summarizes the progress of the programme

Not all of the land acquired during the 3-year period was scheduled
in the original plan. The Bruces Mill Conservation Area (270 acres)
and the Colquette property at Glen Haffy (185 acres) were the two
major deviations from the original plan. Several properties which were
proposed for acquisition have not yet been acquired, and of necessity
have been postponed to future years. The data in the following table
indicates the acreages proposed for acquisition in each Conservation Arec
that are yet to be acquired:

ALBION HILLS CONSERVATION AREA
MASTER PLAN
(a)
OBJECTIVES:
The consistently heavy use of the Albion Hills Conservation Area,
both Summer and Winter, together with the addition of several
hundred acres of land over the past three years, has necessitated
the formalizing of a Master Plan by which the development of the
Area can be directed. The objectives of the Plan are to make
effective use of the new land and to improve existing developments
to cope with the high volumes of traffic.
(b) PARKING:
As has been done in other Conservation Areas, it is recommended
that the policy of establishing controlled Parking Areas be
continued and that these he located as shown on the Plan.
(c) ROADS:
It is recommended that the existing dual system of combined one -way
and two -way roads be eliminated, and that all roads be made suitably
for two -way traffic. In order to gain access to the recently
acquired Kleinburg property, it is recommended that the existing
Group Camp Site Road be extended across the Humber River to a
location in the vicinity of the Winter Sports Area as indicated
on the Plan, and that suitable land in this area be developed
as Picnic Areas. It is further recommended that tie Conservation
School Road be linked with the Main Road of the Area, as indicated
on the Plan,
(d) CONSERVATION SCHOOL FARM:
It is recommended that the lands at the West end of the Albion Hills
Conservation Area designated on the map as «Agricultural.: be
developed as a farm to operate in conjunction with the Conservation
School. The objective in this development is to create a farm
typical of a single - family operation, with the emphasis on raising
beef. This proposal has been developed on the advice of the Ontario
who were invited to examine the suitability tf the land for farming.
In the past it has been the practice of the Conservation School
students to visit neighbouring farms for their Agricultural
studies, brt it is felt that with the School operating daily
thr -iughout the entire year that this practice would become an
imposition on local farmers. It is therefore deemed necessary
for the Authority to operate its own farm. The development of this
land for farming will involve the fencing of fields, the construct-
ion of a pole barn, the renovation of an existing barn, the renovat-
ion of the farm residence, and the purchase of basic farm equipment.
(e) RELOCATION OF THE ENTRANCE:
The Authority has been advised by the Ontario Department of Highways
that Highway No 50 will be straightened in the vicinity of the
Albion Hills Conservation Area -- the new right -of -way to be
located as indicated on the Plan. This change will necessitate the
relocating of the hreays Entrance facilities. It is proposed that
these be located as shown on the Plan.
(f) WINTER SPORTS AREA:
The existing Winter Sports Area affords excellent opportunities
for skiing, tobogganing and sledding. It is recommended that the
further development of this Area include the installation of a
ski -tow, the development of ski trails on the newly acquired
Kleinburg property, the development of a skating rink, and the
construction of warming facilities.

(g) SWIMMING AREA:
Temporary Refreshment and Change facilities have been provided on
the Beach Arsa, and it is recommended that permanent facilities
of this kind be provided.
(h) WATER DISTRIBUTION:
A major problem in the Albion Hills Area is the provision of water
for domestic purposes. Because of the sandy soil conditions and
the amount of water that is required, conventional wells have not
proved to be a satisfactory water supply. It is recommended that
an engineering study be undertaken for the purpose of designing
a water distribution system for the whole Area in order to provide
water in sufficient volume and at sufficient pressure to satisfy
the needs of the Area.
(i) AGRICULTURAL LAND:
It is recommended that those lands on the East side of the Albion
Hills Conservation Area designated as Agricultural land be used
as Agricultural Demonstration Land, and that they be leased for
farming according to the terms of an Agreement which stipulates
the Conservation practices to be employed.
Those projects in the Master Plan which are recommended for 1963
are indicated in the 1963 Budget proposals.

(a) OBJECTIVES:
The objectives of the master plan for the development of the Bruce':
Mill Conservation Area are to create an tirea consistent with
established Authority policy for use by the public for the purposes
of education and recreation. Since it is unlikely that sufficient
development will be carried out in one year to make the Area ready
for public use, it is recommended that portions of the Area be giver
temporary management for agriculture. These areas are indicated on
the plan.
(b) PARICING AREAS:
It is recommended that controlled parking areas be developed in
the Bruce's Mill Conservation Area, as shown on the plan. Three
major areas are recommended; one to serve the picnic and nature
trail area; one to serve the proposed beach area; and one to serve
the proposed restored mill.
(c) ROADS:
It is recommended that the entrance to the Bruce's Mill Conserva-
tion area be off the Gormley sideroad. Since clear vision is
necessary for the safety of vehicles entering and leaving the
Area, and since the Gormley sideroad where it borders the area has
several steep grades, the point of entry as shown on the plan is
recommended as being the safest possible.
It is further recommended that the Area access road be located as
shown on the plan. In this location one bridge crossing and several
culverts will be required. The access road should accommodate two
way traffic and be of standard design for 15 miles per hour.
(d) Rr,FORLSTATION:
Due to the open nature of the topography, it is recommended that
border zones as indicated on the plan be planted. It is further
recommended that the abandoned gravel pit be given a vegetative
cover as required.
(e) NATURE TRAIL:
It is recommended that a nature trail be provided in the tirea and
that this be located as shown on the plan, starting on the east
side of the pond and crossing to the north end of the pond into
the adjacent woodland and circling back to the starting point.
(f) MILL POND:
It is recommended that engineers be engaged to design a dam for
restoring and increasing the depth of the former mill pond in such
a manner that it will be suitable for swimming. Preliminary
investigations indicate that the swimming area would be most suit-
ably located on the west side of the pond.
PICNIC .RLAS :
(g)
It is recommended that picnic area be developed on locations as
shown on the plan.

(h) THE MILL:
It is recommended that an architect be engaged to draw plans for
the restoration of the mill to an operating condition and to
make it suitable for public visitation.
(i) SERVICES:
It is recommended that the following services: change house;
refreshments; workshop, and water, be provided as indicated on
the plan.
(j) A.UTHURITY A,iViBERS PLANTING:
It is recommended that an acreage near the entrance to the Bruce's
Idil Conservation area be set aside for the planting of trees by
Authority members. It is further recommended that each year
members of the Authority on a designated day visit the Bruce's
i'iill Conservation area and each plant a tree. These trees would
form a part of the entrance landscape.
The 1963 development is indicated in the 1963 budget proposals.

SCHEDULE "C"
WOUDBRIDGE FLOOD PLAIN LANDS
MASTER PLAN

(a) OBJECTIVES:
This is the first of several master plans which will be presented
to this Board for projects which have been initiated under the
Plan for Flood Control and Water Conservation. The lands involved
in this project were acquired in connection with the Woodbridge
channelization and consist of 93 acres within the bounds of the
Village of "oodbridge. Of this acreame, 17 were used for the
channel itself; 3 for the relocation of Weston Road; leaving 73
acres for development.
The objective of this master plan is to provide for the develop-
ment of the flood plain lands consistent with the established
policies pi the Authority for use by the public for purposes of
recreation and education. Because these lands are within the
bounds of the Village of Woodbridge, it is expected they will
have an important effect on the recrbational pattern of
Woodbridge; thus the development mi:ht be suitably oriented towards
the Village without destroying recreation opportunities for
visitors from greater distances.
(b) EXISTING SThUCTUhES:
The only structures on this land are the existing Lions Den
owned by the Authority, a 20'x40' swimming pool with a plywood
faced change house, and a large barn with vertical siding that
has been restored for summer day camp use.
(c) PRO?OSLD DLVi+,LVP14ENT :
It is recommended that the swimming pool, due to its small size
and poor location, be removed, together with the change house.
By making minor alterations the restored barn could be used as a
pavilion. It is recommended that these alterations be made.
It is recommended that an access road to the area be constructed
east of the bridge on T!eston Road as indicated on the plan, and
that this road terminate in a parking area in the vicinity of the
pavilion.
In the vicinity of the pavilion and parking area, a play and picnic
area is recommended. On the high bank north of the pavilion a
natural vantage point looking out over the channel work is
available, and here a small look -out shelter could be built. This
section would be the main use area of the flood plain lands.
South and east of the channel along the new 1'ieston Road there is
a large open area which requires grassing and landscape planting.
At the extreme south end of this portion, a baseball diamond in
the vicinity of the Village arena could be constructed.
The area west of the channel between #7 highway and Pine Street
is accessible only to pedestrian traffic and requires a minimum
of development.
A large block of land west of Clarence Street at the northern
section of the channel, being accessible only by Village
residential streets, should be held for future development, to be
used for recreation only if use pressures demand it.
