The Information and Education Advisory Board met at the Don Valley Golf Club on Friday March 11, 1960 commencing at 2 p.m. MINUTES Present were: Chairman Vice Chairman Members W. S. Barber Director, Pioneer Vill. A. Colucci P. R. Consultant Rep. J. Haystead The minutes of meeting #4/59 were presented. Res. #1 - Moved by J. D. Coats Seconded by E. Sager . That the minutes of meeting -4/59 as presented be adopted as if read. Carried Unanimously. JUNIOR TROUT FISHING DAY The staff asked direction with regard to the 1960 Junior Trout Fishing Day. Res. #2 - Moved by J. D. Coats Seconded by Mrs. F. Gell That the following be the Junior Trout Fishing Sub - Committee for 1960 and that the first named be chairman. C. R. Purcell E. Sager Geo. Cooke Geo. Baker D. Adair and further that the 1960 Fishing Day be held at Albion Hills on Saturday, May 14th. Carried Unanimously. 1960 DIRECTORY Res. #3 - Moved by Mrs. F. Gell Seconded by J. D. Coats The Board recommends that the staff be authorized to proceed with the publication of the 1960 Directory. Carried Unanimously. -2- PIONEER VILLAGE DEDICATION CEREMONY A discussion took place with regard. to suitable opening and dedication ceremonies of the Pioneer Village. Res. #4 - Moved by Dr. Lord Seconded by J. D. Coats The Board recommends that a joint liaison sub - committee of this board and the Historic Sites Advisory Board be appointed to make suitable arrangements for the dedication ceremony for the Pioneer Village and further that H. M. Griggs and E. Sager be the Information & Education representatives on this committee. Carried Unanimously. PIONEER VILLAGE BROCHURE Res. #5 - Moved by J. D. Coats Seconded by Mrs. F. Gell The Board recommends that the Pioneer Village liaison sub - committee be the sub - committee to direct the preparation of the Pioneer Village brochure and that they be given power to act. Carried Unanimously. Res. #6 - Moved by Dr. Lord Seconded by E. Sager That the staff be authorized to obtain a proposal for a joint folder for the Pioneer Village from Casa Loma and Fort York and report to the sub - committee. Carried Unanimously. M. T. R. C. A. Map Res. 0 - Moved by Mrs. F. Gell Seconded by J. D. Coats The Board recommends that the staff be authorized to revise the M.T.R.C.A. map folder and call for quotations for printing the 1960 edition. Carried Unanimously. REPORT OF P. R. CONSULTANT Mr.Haystead presented a report of the activities of the P. R. Consultant from October 1959 to Feb. 1960. Res. #$ - Moved by J. D. Coats Seconded by H. M. Griggs That the report of the P. R. Consultant be received and appended as Schedule 'A' of these minutes and further that this board express their sincere appreciation to Mr. Grimshaw and his staff. 'Carried Unanimously. G -2 PROPOSED FILM PROGRAM The staff presented a report as authorized on the proposed Authority film program. -3- G -3 Res. #9 - Moved by Mrs. Gell Seconded by Dr. Lord That the staff report on the Authority film program be received and appended as Schedule ?Bt of these minutes and further the Board recommends that the recommendations contained therein be adopted. Carried Unanimously. PROPOSED CONSERVATION TEXT A staff report dealing with the proposed conservation text was presented and reviewed in detail. Res. 1110 - Moved by E. Sager Seconded by H. M. Griggs That the staff report on the proposed Conservation Text be received and appended as Schedule "C" of these minutes and further the Board recommends that recommendations contained therein be adopted. Carried Unanimously. CONSERVATION AREA INTERNAL MAP Res. #11 - Moved by H. M. Griggs Seconded by J. D. Coats The Board recommends that the staff be authorized to proceed with the production of an internal map of a conservation area. Carried Unanimously. BROCHURE DISPLAY STs.NDS :. sample of a brochure display stand manufactured by the staff was presented to the board. Res. #12 - Moved by H. M. Griggs Seconded by Dr. Lord The Board recommends that the staff be authorized to proceed with production of a supply of Brochure Display Stands. Carried Unanimously. SECOND BIENNIAL REPORT Res. i13 - Moved by H. M. Griggs Seconded by Dr. Lord That the staff be authorized to collect material and prepare an autline for the 2nd Biennial Report to be printed in 1961. Carried Unanimously. CONSERVATION CAMP SCHOOL Res. #14 - Moved by J. D. Coats Seconded by Dr. Lord The Board recommends that K. G. Higgs be authorized to attend Antioch College Camp School May 29 - June 3rd with the class from York Memorial Collegiate Institute and that his expenses be paid. Carried Unanimously. That the staff be authorized to proceed with the publication of the 1960 Directory. 2. G -5 Schedule 'A' REPORT OF PUBLIC RELeATIONS CONSULTANT CONCERNING ACTIVITIES FOR MTRCA COVERING OCT. 1959 - FEB. 1960 TO I&E COMMITTEE, MARCH 11,1960 During the five -month period, October, 1959 to February, 1960 inclusive, a total of 30 news releases were issued to a regular list of 45 weekles, Metro dailies, radio and TV stations. These releases contained the news which emanated from the Authority's executive committee, full Authority, and other meetings during that period. The tangible results of the releases as shown by newspaper clippings were most encouraging. There was a total of 365 clippiggs representing 2,948 columnar inches of type pertaining to the activities of the MTRCA. Practically all of these news items directly or indirectly resulted from the dissemination of the releases put out by the Bureau. At the same time, I would draw your attention to the impressive amount of TV news and radio news coverage brought about by the flow of news releases to these media. We also arranged for interviews on CBC -TV news with the chairman of the Authority as a further means of drawing attention to the work of the Authority. The Bureau also arranged for photographic coverage of all newsworthy events carried out by the Authority and many of these photos were used by daily and weekly newspapers. The Bureau also cooperated in the preparation and production of the Authority's new color film "Legacy of the Valleys ". During the Oct. - Feb. period, members of the Bureau staff attended 17 regular or special meetings of the Authority. We have also advised the daily press, radio and TV news departments concerning important upcoming meetings. Thus there is a constant and regular contact maintained with these media regarding the MTRCA, and this helps to ensure the Authority of its share of the news in the various media. I submit herewith seven books of clippings pertaining to news releases issued by the Bureau during part of January, most of February and a beginning on March. These clippings alone total 128 and represent 1,191 columnar inches of type. They will serve, we hope, to give members of this board and the other advisory boardssome indication of the publicity which the Authority receives from the daily and weekly press in informing the public of its numerous activities. SCHEDULE 1B' G -4 REPORT ON PROPOSED AUTHORITY FILM PROGRAM Introduction_: At meeting #4 of the Information and Education Advisory Board . held on Jan. $, 1960, the following resolution was adopted: "That the staff be authorized and directed to study and prepare a report on proposals for a program of producing Authority films on a long term basis." The staff have considered this matter at some length and respectfully submits the following report for consideration: Recommendations: That films be produced according to the following schedule - Time Film Length 1. 1960 - 1966 Flood Control & Water Conservation 20 min. 2. 1960 - 1961 Wildlife 10 - 15 min. 3. 1961 - 1962 History 10 - 15 min. 4. - Conservation Areas 5. - Reforestation & Land Use IWO It is recommended that the film on Flood Control and Water Conservation, a documentary on the plan for Flood Control and Water Conservation, be started before and completed after the construction of the various water control measures. The Wildlife & History films can be produced in two years. It is suggested that the Wildlife film be completed in 1961 and the History film in 1962 when the Village will be more complete. A film on Conservation Areas, while desirable, does not appear to be necessary in the immediate future. The present film, Legacy of the Valleys, is a good promotional film for Conservation Areas and is expected to be satisfactory for this purpose for four or five years. A film on Reforestation and Land Use would be relatively easy to produce, however there is no great demand for such a film. The staff are currently investigating methods of producing the above mentioned films. T. E. Barber Field Officer. 11. 3. 60. SCHEDULE IC? .G -7 REPORT ON CONSERVATION TEXT Introduction: At meeting #4 of the Information & Education Advisory Board held on January $, 1960, the following resolution was adopted. That the staff be authorized and instructed to prepare a report for consideration of the board on the proposed School Conservation brochure" The staff has considered this matter at some length and respectfully submits the following recommendations. R commendations: 1. That the Conservation brochure be in the form of a text, with the activities of the M.T.R.C.A. used as examples to support the basic Conservation concepts. That the theme be conservation in the Toronto Region. 3. That the following be the outline of the text. Title: Our Watersheds Introduc`.ion Chapter 1. Film Program 1) Legacy of the Valleys - sent out 13 times and viewed by an estimated 3000 people. - used approximately 50% of the time by lecturers. - Reception has been good or excellent in every case. 2) Pioneer Village Film - being produced by Authority staff with approximately 50% of the material collected. - to be complete in the summer of 1961 3) Flood Control and Water Conservation Film - cost estimates are being received Conservation Camp School - held at Camp Kneale, Bolton, with a grade 9 class from York Memorial Collegiate attending. Junior Trout Fishing Day - held in the Albion Hills Conservation Area for grade 7 and $ students in the west section of the watershed on May 14, 1960. - Smokey The Bear combined with forest fire fighting methods and retriever demonstrations added to the educational enjoyment of the noon program. School Programs 1) Pioneer Village - 236 tours conducted with approximately 8000 children. - Teachers guide prepared and distributed by staff. 2) Nature Hikes - approximately 4000 children and adults attended scheduled Nature Hikes. - Teachers guide prepared and distributed by staff. 3) General Conservation Tours - 12 school classes with approximately 400 students Lectures - 60 lectures given by the Authority Staff with approximately 5000 people attending. Brochure Distribution 1) Support Conservation Enjoy Recreation (70,000)(7000 remaining). 2) Pioneer Village (43,000)(1000 remaining). 3) Some Plants Suitable for Attracting Wildlife (4,400)(5600 remaining
