Advisory Board met at Ambrose House, Markham, on Wednesday, April 6, 1960 commencing at 2 p.m. Present were: Chairman C. R. Purcell Vice Chairman W. H. Westney Members J. E. Harper C. W. Laycock K. Lunn C;r1,1RMANIS REMARKS The Chairman welcomed the members and introduced Mr. Reeve the new representative from the Village to the Board. MINUTES The minutes of meeting No. 2/59 were presented. Res. #1 - Moved by R. L. Nesbitt Seconded by Dr, F. H. Van Nostrand That the minutes of meeting No. 2/59 as presented be adopted as if read. Carried Unanimously. PRIVATELY OWNED FOREST - TAXATION The matter of the present legislation concerning taxation as it applies to the growing of forests and woodlots was discussed in detail. Res. #2 - Moved by Dr. F. H. Van Nostrand Seconded by R. L. Nesbitt The Board recommends that the solicitor of the Authority be requested to review the existing Provincial and Federal legislation concerning the easement of taxation on lands used solely for the growing of forests, and reduction of income tax paid by bona fide farmers who sell timber from their woodlots. Carried Unanimously. ROUGE RIVER - TOWNSHIP OF M.JtKHAM Mr. Harper brought to the attention of the Board a resolution recently passed by the council of the Township of Markham. -2- H -2 Res. 43 - Moved by J. E. Harper Seconded by K. Laushway The Board recommends that consideration be given to implementing the requests of Township of Markham contained in the following resolution adopted by the council of the said township at their meeting held on April 4, 1960. "That this council does recommend Metro Toronto and Region Conservation Authority take action to acquire the properties known as Bruces and Kennedy as soon as possible and that the Authority make a survey of the Rouge River where it flows through Markham Township for flood control and conservation purposes." Carried Unanimously. FRENCHMAN'S BAY AhEis Mr. Scott brought to the attention of the Board the fact that a certain portion of the proposed sub division at Frenchman's Bay was being withheld from registration. The matter was discussed. Res. /,4 - Moved by G. h. Mason Seconded by A. E. Reeve The Board recommends that in view of the action taken in connection with the registration of a portion of the subdivision at Frenchman's Bay that the possibility of acquiring the land as a Conservation Area be investigated by the Authority. Carried Unanimously. PROPOSED SCHEME - HIGHLAND CREEK Mr. Mason presented a plan of part of the Township of Scarborough suggesting certain areas that it was felt by the township would be desirable to be acquired by the Authority. Res. 45 - Moved by G. R. Mason Seconded by J. E. Harper The Board recommends that the Authority adopt a scheme for the acquisition ofland on the west branch of Highland Creek from Livingston Road north of Kingston Road to Highway 401. Carried Unanimously. Res. 1► - Moved by G. h. Mason Seconded by A. E. Reeve The Board recommends that the Authority adopt a scheme for the acquisition of land on the east branch of Highland Creek from Ellesmere :venue and Galloway Road to 401 highway. Carried Unanimously. Res. 47 - Moved by G. h. Mason Seconded by J. S. Scott The Board recommends that the Authority proceed to negotiate the purchase of the land included in Scheme WC 23. Carried Unanimously. -3- DEVELOPMENT ROAD - PICKERING & UXBRIDGE Res. #$ - Moved by R. L. Nesbitt Seconded by W. H. Westney The Board recommends that the Executive investigate the advisability of a development road being established in Pickering and Uxbridge Townships from #-2 highway north serving Greenwood, Claremont and Glen Major Conservation Areas. ADVISORY BOARD REPORT #1 (being recommendations to the Executive Committee) 1. SCHEME V.C.-23 - HIGHIA ND CREEK: Mr, Campbell suggested ',hat an inquiry be made as to why Scheme W. C. -23 had not been proceeded with. Res. #10: Moved By:- Mr, G, R. mason Seconded By:- Mr. J, E. Harper Ttr: Board recommends that:- The Executive Committee implement the purchase of the land included in Scheme W.C. -23 in 1960, in view of the serious erosion problem in that part of Highl:nd Creek which is endangering the Metropolitan Toronto Scarboro Sewers and the Lawrence Avenue Metropolitan Bridge, and furtner Gnat Metropolitan Corporation be requested tc make the necessary transfer of capital fund:;,, Carried Unanimously. DIRECTIONAL SIGNS - GREEN TODD A REH : It was suggested that the directional signs leading to the Greenwood H -6 - 2 Area might be placed in better locations. Res. 11: Moved By:- Mr, Jr S. Scott Seconded By:- Mr. A. E. Reeve The Board recommends that:- The location of directional signs for the Greenwood Area be altered to direct traffic to the Area via the Brock Road and 4 -th Concession of Pickering Township from both No. 2 and No. 7 Highways. Carried Unanimously. CONSERVATION BROCHURE AMENDMENTS: A suggested amendment to thqConservation brochure was discussed in som- detail. Res. #12: Moved By:- Mr, R. L. Nesbitt Seconded By:- Mr. J. S. Scott The Board recommends that:- The Conservation brochure be amended as follows: (1) To indicate the best routes of access to the Conservation Areas. (2) To indicate correct road locations in Uxbridge Township. Carried Unanimously. FLOOD CONTRO STUDY - WEST BRANCH DUFFIN CREE : Res. #1: Moved By:- Mr. A. E. Reeve Seconded By:- Mr. G. R. Mason The Board recommends that:- A study be made of erosion and flood control on the West branch of Duffin Creek, South of Highway No. 7. Carried Unanimously. ISSUING .OF BAIT LICENSES: It was brought to the attendion of the Meeting that certain individual were stripping the streams of the region of small fish. Res, #14: Moved By:- Mr. J. E. Harper Seconded By:- Mr, R. L. Nesbitt The Board recommends that:- The Department of Lands and Forests be re- quested not to issue Bait Licenses in the R.H.D.P. Area. Carried Unanimously. EXPRESSION Q' APPRECIATION: Res. ij15: Moved By:- Mrs. A. Walker Seconded By:- Mr. Jr L. Harper Resolved That:- . The appreciation of the Board be expressed to the Department of Planning and Development for the use H -7 - 3 - of the Ambrose House as a meeting place. Carried Unanimously. ADVISORY BOARD REPORT NO. 2 (Being recommendations to the Executive Committee) 1. That the Executive Committee implement the purchase of the land included in Scheme ".C. -23 in 1960; in view dr the serious erosion problem in that part of Highland Creek which is endanger- ing the Metropolitan Toronto Scarboro sewers and the Lawrence Avenue Metropolitan bridge, and further that Metropolitan Corpora- tion be requested to make the necessary transfer of capital funds. 2. That the location of directional signs for the Greenwood Area be altered to direct traffic to the Area via the Brock Road and 4 -th Concession of Pickering Township from both No. 2 and No. 7 Highways. 3, That the Conservation brochure be amended as follows: (1) To indicate the best routes of access to the Cons erlp tion areas.
