Gord Weeden welcomed everyone and wished them a happy new year. He thanked Sue Gunton, Toronto Zoo, for hosting the meeting. As there was no objection, the meeting proceeded accordingly. Little Rouge Corridor Management Plan - Meeting Notes of November 16, 2005 Presentation MOTION: Res. #1/06 Moved by: Derek Lee Seconded by: Tracy Smith THAT the Rouge Park Alliance receive the meeting notes of the presentation on the Little Rouge Corridor Management Plan held on November 16, 2005. MINUTES OF MEETING #5/05, September 16, 2005 MOTION: Res. #2/06 Moved by: Derek Lee Seconded by: Erin Shapero CARRIED THAT the Rouge Park Alliance approve the minutes of Meeting #5/05 held on September 16, 2005. CARRIED BUSINESS ARISING FROM THE MINUTES None DISCLOSURE OF PECUNIARY INTEREST None PRESENTATIONS /DELEGATIONS Doreen Mount, a resident of Scarborough, requested the Rouge Park Alliance purchase her property and explained her current financial difficulties. MOTION: Res. #3/06: Moved by: Glenn De Baeremaeker Seconded by: Sue Gunton THAT the Rouge Park Alliance request the City of Toronto, the Province of Ontario, and the Toronto and Region Conservation Authority collectively investigate the immediate acquisition of the Mount property. CARRIED ACTION - Staff to take appropriate action. John Kay, a resident of Markham, expressed his opinion on the Little Rouge Corridor Management Plan. Barb Davies, Manager, Natural and Cultural Heritage, Rouge Park, discussed the benefits of the creation of an electronic database for the heritage projects Ms Davies gave an update on the 3rd Annual Rouge Park Winter Bird Count, which took place on January 8, 2006. A juvenile bald eagle was spotted this year, along with other raptor species, owls, wild turkey, etc. Fifty volunteers participated and observed about 53 species for the whole count area, and 4,500 ROUGE PARK ALLIANCE MINUTES of Meeting #1/06, January 13, 2006 R3 joi Page 3 of 9 individual birds. 1. Rouge Park Visioning Report KEY ISSUE Rouge Park Alliance members, alternates and staff attended a facilitated workshop to: consider what the Park should look like in 20 years; discuss the current and future status of Rouge Park; and look at issues related to funding and resources. The facilitator's report on the workshop is attached, as is the workbook used by participants. Several data sheets on other parks with some comparable features are also appended._ MOTION: Res. #4106: Moved by: Glenn De Baeremaeker Seconded by: Tracy Smith THAT the Rouge Park Alliance receive the facilitator's report on the visioning workshop and associated materials; AND THAT Rouge Park undertake in 2006 a comprehensive Interpretive Plan to address the issues and needs identified by the visioning workshop participants; ..AND THAT Rouge Park undertake in 2006 a Communications and Outreach Strategy to address the image and visibility issues and needs identified by the visioning workshop participants; AND THAT Rouge Park undertake an analysis of alternative forms of "legal status" for the Park itself and a possible foundation which might assist in funding Rouge Park initiatives; AND THAT Rouge Park's Finance Committee investigate new ways to ensure sufficient, reliable funding, and that the Committee should investigate a fair share funding formula among the partners, including both in -kind and cash contributions, and report back to the Alliance with recommendations; AND FURTHER THAT Rouge Park should move to address the need for investment in leadership and management (pages 8 and 9), by hiring one Communications Assistant and one Natural Heritage /Stewardship Assistant on a 2 -year contract basis so that senior staff can devote more time to ensuring the visioning initiatives are realized in a timely manner. CARRIED ACTION - Staff to take appropriate action. Councillor Jack Heath presented a verbal report of the Signage Subcommittee meeting held on January 12, 2006. The Signage Subcommittee had discussed watercourse crossing signs and would like the Rouge Park Alliance to support its initiative to proceed with a pilot project to place signs at all roadway crossings of Robinson Creek in Markham and all pedestrian trail crossings of watercourses within Rouge Park in Toronto. ROUGE PARK ALLIANCE Page 4 of 9 MINUTES of Meeting #1/06, January 13, 2006 MOTION: Moved by: Jack Heath Res. #5106: Seconded by: Sue Gunton THAT the Rouge Park Alliance support the initiative of the Signage Subcommittee to proceed with a pilot project to place signs at all roadway crossings of Robinson Creek in Markham and all pedestrian trail crossings of watercourses within Rouge Park in Toronto. 2. Rouge Park Finance Committee Report CARRIED KEY ISSUE The Rouge Park Alliance requested an autumn financial progress report to keep members advised and to facilitate making funds available for 2006 projects and programmes. MOTION: Res. #6106: Moved by: Derek Lee Seconded by: Sue Gunton THAT the Rouge Park Alliance receive the report of the Finance Committee; AND THAT the Finance Committee prepare a 5 -year capital plan in 2006 to ensure initiatives from the Visioning Workshop are implemented and that our funding partners can plan efficiently in their budgets for our needs; AND THAT 60% of net rental income from Rouge Park's property portfolio be applied to the current year's budget; AND THAT the Rouge Park Alliance request a grant of $600,000 from the Waterfront Regeneration Trust Corporation for 2006; AND FURTHER THAT upon confirmation that the Waterfront Regeneration Trust Corporation approves our $600,000 grant request, the following initiatives be approved in principle: • an initial $200,000 be made available for a January call for Heritage Projects steering committees be formed to begin the process of preparing terms of reference for our Natural Heritage Action Plan, our Interpretive Plan and our Communications and Outreach Strategy, identified as needs in our Visioning Workshop that human resources requirements such as job classification, etc. be initiated to hire a Communications Assistant and a Natural Heritage /Stewardship Assistant to address the shortfall in leadership and management resources identified by the Visioning Workshop • that a framework be established for the use of advocacy funding by Rouge Park. AMENDMENT #1 Moved by: Glenn De Baeremaeker Res. #7106: Seconded by: Chantal Savoie -Grady THAT the Rouge Park Alliance request an additional $40,000 from the Waterfront Regeneration Trust Corporation and that if the Waterfront Regeneration Trust Corporation approves any additional funds then the advocacy projects be increased accordingly. Land Acquisition - Former Robin David Rivett Property CARRIED KEY ISSUE Completion of the purchase of property from Robin David Rivett, located north of Finch Avenue on the west side of Meadowvale Road (municipally known as 2274 Meadowvale Road), in the City of Toronto. Park Improvement & Heritage Committee Minutes from September 14 & October 19, 2005 Meetings KEY ISSUE Present the actions, recommendations and outcomes from the Park Improvement and Heritage Committee meetings on September 14, 2005 and October 19, 2005. MOTION: Res. #15/06: Moved by: Nestor Chornobay Seconded by: Brian Denney THAT the Rouge Park Alliance receive the minutes from the September 14, 2005 and October 19, 2005 Park Improvement and Heritage Committee meetings. 6. Rouge Park Heritage Programme Review Report CARRIED KEY ISSUE At the September 16, 2005 Rouge Park Alliance meeting the following resolution was passed: THAT the Heritage Committee and Rouge Park staff evaluate the current state of restoration; the need for additional monitoring of natural and restored areas; the extent of non - native species invasions; alternative delivery mechanisms for restoration work; and additional funding sources; and report on the need for a new Action Plan to be developed in 2006; AND FURTHER THAT the Heritage Committee report its findings and recommendations at the December 16, 2005 meeting of the Alliance and that the application deadline for the 2006 Rouge Park Funding Programme be postponed until after that meeting so that the Alliance has the benefit of these findings in developing its 2006 requirements and budgets. Upon receipt and discussion of the report associated with the above resolution the Committee agreed that a workshop facilitated by an experienced consultant would be helpful to guide the Committee through development of a terms of reference and work plan schedule for the revision of the Action Plan. This workshop was held on November 9, 2005 and the attached report was presented and approved at the December 6, 2005 Park Improvement and Heritage Committee meeting. MOTION: Res. #19/06 Moved by: Pauline Browes Seconded by: Elio Di lorio THAT the Rouge Park Alliance write to York Region to ask how much money was spent on lobbying the Government of Canada regarding the York - Durham Sewage System and who in the federal government was lobbied MOTION: Res. #20/06 Moved by: Frank Scarpitti Seconded by: Derek Lee CARRIED THAT the Rouge Park Alliance work with York Region to improve environmental mitigation and rehabilitation for future infrastructure projects, including the York - Durham Sewage System and seek comprehensive compensation for environmental impacts resulting from the construction and dewatering of the 16th Avenue sewer. He talked about the papers he presented at the conference: one on Preserving Urban Environments During Urban Expansion Using Ecological Criteria, and the other on stimulating community volunteer participation to restore natural heritage resources. He also discussed briefly the important connection between Canada and Mexico for Monarch butterfly migration. CARRIED BUSINESS ARISING FROM THE MINUTES None DISCLOSURE OF PECUNIARY INTEREST None CHAIR'S REMARKS Gord Weeden, Chair, updated the Alliance on a few ongoing issues that he's involved with: He's met with Honda Canada. They are proposing a new campus at Major Mackenzie and Hwy. 404 and staff are working with them in applying the Rouge North Management Plan and the ecological criteria to that development. He wanted to thank members of the Alliance for allowing him, Lewis, and other staff to make presentations to their Councils and Committees. It's been interesting to meet with the other councillors and their staff and to take Rouge Park's message to them. Re the Advocacy Programme funding - the Alliance's lawyer, Alan Heisey, has advised that since advocacy funding is a departure from previous Alliance initiatives, the Alliance should advise its heritage project funding organizations of its intention to proceed with this programme, so that they can assess whether there is any impact on them and their charitable status or current policies. Letters were sent out and we are awaiting their responses. Re Bob Hunter Memorial Park - Per our letters under correspondence in the agenda package, we have asked for provincial funding, specifically tied to the Bob Hunter Memorial Park and we are awaiting confirmation on those requests. Staff have been working with the family, the Ministry of Municipal Affairs and Housing, and the Ministry of Public Infrastructure Renewal on the issue of the land and a management plan for the Park. Re the Mount property - As requested at our Alliance meeting on January 13, 2006, we are investigating the possibility of acquisition. We have had a meeting with Richard Butts at the City of Toronto and are awaiting a progress report back from the City. ROUGE PARK ALLIANCE Page 3 of 6 MINUTES of Meeting #3/06, March 31, 2006 PRESENTATION /DELEGATIONS Regional Councillor Rick Johnson, City of Pickering, introduced the City of Pickering sustainability program - Sustainable Pickering. In September 2005, Pickering Council established a Committee to develop a consultative process for determining benchmarking standards for sustainability for all new development in Pickering. In its report to Pickering Council in November, 2005 the Committee concluded that: the benchmarking exercise should be considered within the context of a city -wide sustainability program; the term "sustainability" is not well understood, and should be defined for Pickering; consultation should be broad and multi- faceted, using the city's website, Town Hall meetings, workshops and special events; sustainability is a journey, not a one -time effort. Council endorsed the recommendations and asked that work continue. Tom Melymuk, City of Pickering, continued the presentation in more detail outlining the different initiatives and conceptual framework taking place in this sustainability program process. He advised that objectives, targets and action plans need to be completed, and that consultation, partnerships and various outside input are critical for the success of the program. The city's website is www.sustainablepickering.com, which also provides links to other sustainability websites, and a feedback form. CARRIED Jim Robb, Friends of the Rouge Watershed (FRW), made a deputation appealing the project recommendations of the Park Improvement and Heritage Committee, and requesting that the Rouge Park Alliance provide Friends of the Rouge Watershed with equivalent funding to previous years' levels. Mr. Robb also distributed a letter, e- mailed to the Chair the previous evening, providing more detail on this request, and outlining FRW's previous good work in the Rouge River watershed, and the current financial concerns his group experienced due to the loss of Trillium and other funding sources. He recognized the efforts of various groups participating in the "Earth Day" weekend plantings, some during very inclement weather. Maryam Nassar, Manager, Interpretation & Communications Committee, Rouge Park: Maryam updated the Alliance on the new site of the Rouge Park Celebration Forest in the Toronto area of the Park. She invited everyone to the inauguration of that site on Saturday, June 10, 2006. A few new people will be honoured at the site. Lewis Yeager, General Manager, Rouge Park: At the meeting on March 31, 2006, the Alliance requested further location information for existing provincially owned lands in the areas adjacent to Rouge Park, which extend from the Toronto /Markham boundary at Steeles Avenue, north to Major Mackenzie, on the east side of the Little Rouge Corridor and over to the Pickering Townline. On several occasions, Rouge Park has vigorously urged that these provincially owned lands along the Little Rouge Corridor and Pickering should be included in the Park and protected under the Rouge Park framework. Through various slides, Lewis identified the locations of these provincially owned lands, along the Little Rouge Corridor over to Pickering Townline. He emphasized the importance of these lands to the creation of the natural environment, natural heritage framework, that the east -west connections be maintained along with the north -south connections that the Little Rouge Corridor, and the previous donated lands from the provincial government were designed to make a reality. He also noted that Rouge Park's agricultural heritage zoning provided the best opportunity for Tong -term protection of historic agricultural farmscapes. PRESENTATION /DELEGATIONS Bryan Buttigieg, Chair, Rouge Watershed Task Force: Mr. Buttigieg explained the composition of the Task Force - a multi - stakeholder group, with representatives from the Rouge Park Alliance, Transport Canada, Toronto and Region Conservation ROUGE PARK ALLIANCE MINUTES of Meeting #4/06, May 12, 2006 Page 3of6 t *'' Authority (TRCA), municipalities in the watershed, and several interest groups. The Rouge Watershed Task Force was formed with a two -year mandate to specifically oversee the development of the watershed plan. He discussed some of the issues the Task Force has been dealing with (Le., sustainable communities, complex ground water and surface water modelling tasks, interactions between the ground water and the surface water, etc.). He stated that the watershed plan, which will be completed later this year, will reflect the energy, common interests and collective vision of all the various groups and participants, and will be a plan everyone can be proud of - a plan that will help to guide development decisions. Sonya Meek, TRCA Sonya Meek gave a quick overview of some of the key components in the watershed planning study and the development of the watershed plan. The plan will help to fulfil the Oak Ridges Moraine Conservation Plan requirements that municipalities develop a watershed plan to guide development decisions. Municipalities need to develop a plan before they can approve any major development after April 2007. She highlighted the Task Force's goals and objectives, the broad and comprehensive work being done in the watershed planning study: key management and implementation directions; key features of the sustainable communities scenario; different approaches; modelling of future scenarios; management summits; defining future land use and management scenarios; opportunities to enhance natural cover; various weather changes; sensitivity of the watershed; how effective certain management approaches might be; etc., to put together a final recommended watershed plan. CARRIED Jim Robb, Friends of the Rouge Watershed (FRW) Jim Robb outlined the history of Friends of the Rouge Watershed (FRW), accomplishments, projects they have completed in the Rouge River watershed, restoration work with volunteers, students and the community. He stated his concerns about the reduction of Rouge Park funding for FRW projects in 2006 and the lack of timely access to the Park's restoration sites. He suggested some changes he would like the Alliance to consider regarding the Natural and Cultural Heritage funding program process: NGOs be given priority funding; improve timely access to available restoration sites and funding to meet Rouge Park targets in terms of habitat restoration and public outreach; and acknowledge the crucial role of NGOs and community involvement in the creation, protection, restoration and wise management of Rouge Park. Rouge Park Heritage Funding Programme Review Process Ian Buchanan, Chair, Park Improvement and Heritage Committee Ian reaffirmed that the project funding review process has been in place since 1996 and was reconsidered on August 9, 1999 by the Alliance (Res. #79/99). He explained that it is a comprehensive and accountable process, and that projects are reviewed on their technical merits, and a number of criteria for the broader benefit of the Park - stewardship, commitment to youth and local community involvement, etc. He explained the program application package and the way the Review Subcommittee deals with projects, and the evaluation and approval process. KEY ISSUE At its meeting on March 31, 2006, the Rouge Park Alliance requested further detail on heritage projects that were not recommended for the full amount proposed, or for any funding, in 2006. They discussed their aboriginal cultural values and the importance of rediscovering their ties to the lands and waters. They are interested in meeting in Rouge Park for ceremonies, cultural events and educational workshops. CARRIED Doreen Mount, a resident of the City of Toronto, reiterated to the Rouge Park Alliance her difficulties and barriers encountered in selling her property, and explained her feelings of fear and helplessness when strangers approach her home and knock on the doors. CARRIED Lewis Yeager, General Manager, Rouge Park, updated the Alliance members on the grand opening event at the new Celebration Forest site in Rouge Park, on Twyn Rivers Drive. He mentioned that three new people were added to the Celebration Forest this year for their contribution to Rouge Park: Bob Hunter, who was an environmental advocate and did many of his TV broadcasts from Rouge Park; Dr. Richardson, who was a long time conservationist and one of the people who stimulated the original creation of the conservation authorities in the area, and about 50 years ago, foresaw the need to create a large natural park in the Rouge River watershed; and, Dr. Urquhart, who was a Scarborough resident, a very famous entomologist, and the man that studied Monarch butterfly migration, and their wintering grounds in Mexico. Metropolis is a world organization of major metropolises that works with the United Nations, united cities, local government, World Bank, and other world organizations. 1. Rouge Park Funding Programme - Second Round Recommended Allocations CARRIED KEY ISSUE The Park Improvement & Heritage Committee has reviewed the second round of proposals for Year 2006 and provides recommendations for the allocation of funds. ROUGE PARK ALLIANCE Page 4 of 8 MINUTES of Meeting #5/06, June 30, 2006 BACKGROUND A Subcommittee of the Park Improvement & Heritage Committee met on June 5, 2006 to review six proposals for the Rouge River watershed. Review Subcommittee members which either forwarded their comments or were in attendance represented technical staff from: MNR, City of Toronto, Rouge Park, Town of Richmond Hill, Toronto Zoo, Town of Markham, local resident, Rouge Park Alliance, Hydro One, Transport Canada Green Space Outreach and York Region. During the day, each applicant is invited to attend for a brief questioning period regarding their proposal. Following each question and answer period, Review Subcommittee members rate the proposal on technical merit. After all proposals have been individually rated they are ranked in descending order and funding recommendations are determined starting with the highest ranked proposal. All projects are reviewed and rated using the Natural and Cultural Heritage Project Criteria and were screened using the Cost/Quality Control report (approved by the Alliance in 1998 and updated annually by Rouge Park staff). TheSubcommittee found that three of the six projects fit our criteria, were located on appropriate sites, worked toward the Rouge Park Management Plan (1994) goal and objectives, and the Rouge Park Action Plan targets, as approved by the Alliance in 1999. The list of prioritized projects was discussed and verified by the Park Improvement & Heritage Committee on June 13, 2006. Recommendation for allocation of these funds is now before the Rouge Park Alliance for approval. NAY X X BACKGROUND (Excerpt from the Full Report, Agenda Item #2) Project ID #4: Beare Wetland, Woodland & Wildflower Habitat Project (by Friends of the Rouge River Watershed) This project will involve 1200 youth and community volunteers in the planting of 2000 trees and shrubs, 5000 wildflowers and 5 kg of native wildflower seed, 10 kg of native tree seed around a newly 5 hectare wetland area in Rouge Park. This project will also help to cover more than 1 km of high use Rouge Park trails in 10 cm of wood chips to reduce erosion and compaction and improve the trail surface for hikers. Deliverables: 1. 2,000 native trees and shrubs planted. 2. 5,000 native wildflowers planted on prepared sand beds. 3. 1200 youth and community volunteers involved. 4. Develop and install 3 interpretive signs. 5. 25 native walks and Rouge Park awareness presentations. 6. 10 kg of native tree seed collected and planted. 7. 5 kg of native wildflower seed collected and planted. 8. 5 nesting structures built and installed. 9. 30 habitat structures, 25 large log piles, 5 raptor posts. 10. 200 species at risk planted. Committee's Rationale for not funding: This proposal was not approved for funding during the first round of approvals for 2006. Since that time the applicant has made minor revisions to the original application and resubmitted this proposal for review. Rouge Park staff requested further clarification on aspects of the proposals which were provided by FRW. For the question and answer part of the review process Rouge Park staff advised FRW staff to come prepared to answer questions regarding the proposals and aspects of proposals not approved for funding last round. FRW staff chose not to show up for the question and answer part of the review process. The Committee has reviewed the proposal in comparison to the original proposal and agrees that the revisions are not significantly different enough to alter the original recommendation. ROUGE PARK ALLIANCE Page 6 of 8 MINUTES of Meeting #5/06, June 30, 2006 The following rationale was provided in the March report to Rouge Park Alliance (Resolution 37/06). Work on the landfill and borrow pit site has been ongoing since 1996 and was originally proposed as a 10 year project. Historically, the City of Toronto, through two separate tendering processes, has awarded Friends of the Rouge Watershed funds to implement restoration work on the landfill site (east of the tracks) and borrow pits (west of the tracks). For 2006, Friends of the Rouge Watershed was awarded funds from the City of Toronto only for work on the landfill side. No funding was available from the City of Toronto for the work in the borrow pits for 2006. The Committee agrees that since the degradation of this area is a result of the creation of the landfill that the City of Toronto should take on the financial responsibility for restoration of this site. Additionally, trail creation was proposed as part of this application. Rouge Park's Trail Development and Management Plan does not include creation of any trails but the main trail within the borrow pit. The main trail in this area has been complete for many years. Regardless of the approved plans for this area, it is the policy of the Committee and responsible partner staff that activities such as trail creation should be under the direction of Rouge Park in cooperation with the partner (in this case, the City of Toronto) left with the liability of trail maintenance and public use. Rouge Park New Action Plan Update KEY ISSUE The Rouge Park Alliance has confirmed its desire to be more proactive in the direction of ecological restoration and cultural heritage efforts within the Park. As a result, the Park Improvement & Heritage Committee and Rouge Park staff have been directed to evaluate the current state of restoration; the need for additional monitoring of natural and restored areas; alternative delivery mechanisms for restoration work; and our current funding strategy. Through a facilitated workshop we determined that the best method to achieve this would be to review and update the Rouge Park and Rouge River watershed Natural and Cultural Heritage Action Plan. The Park Improvement & Heritage Committee has provided a brief update on its progress. Park Improvement & Heritage Committee Recommended Site Preparation Initiative - 2006 CARRIED KEY ISSUE The Rouge Park Alliance has often expressed its desire to become more proactive in its approach to project implementation. The Park Improvement & Heritage Committee has responded to this request by identifying needed site review and preparation work which could be undertaken in 2006. This would ensure restoration sites are ready for in- the - ground work in 2007. During the review of the second round of proposals three of the six projects were recommended for funding for the full amount requested which adds up to $23,024. $43,050 was available for this round of funding. Therefore, $20,026 remain in the 2006 budget for projects. The Review Subcommittee requested Rouge Park staff to come to the Park Improvement & Heritage Committee with ideas on how these funds might be used on new projects. Possible projects were discussed at the last Park Improvement & Heritage Committee and staff were requested to bring these forward to the attention of the Rouge Park Alliance. MINUTES OF MEETING #5/06, June 30, 2006 MOTION: Res. #51/06 Moved by: Tom Melymuk Seconded by: Clyde Smith THAT the Rouge Park Alliance approve the minutes of Meeting #5/06 held on June 30, 2006. CARRIED Lewis Yeager, General Manager, Rouge Park Lewis informed the Alliance that Barb Davies, Manager, Natural and Cultural Heritage, Rouge Park, will be taking a maternity leave of absence starting January 2007, and that Bob Clay, presently the Project Manager for the Rouge Watershed Plan at Toronto and Region Conservation Authority, will be filling in during Barb's absence. He updated the Alliance on an initiative by the City of Toronto's Tree Advocacy Program. For the second year in a row, it has funded and implemented restoration of a major site on the southwest corner of Plug Hat Road and Beare Road area. He expressed his thanks to the City of Toronto and advised the Alliance that contributions such as this by partner agencies would be welcomed. Lewis also advised the Alliance of two major initiatives in Rouge Park by the Friends of the Greenbelt Foundation: (1) a major signage project by the Foundation to emphasize major areas of the Greenbelt: Rouge Park, the Oak Ridges Moraine, and the Niagara Escarpment. The signage will prominently promote Rouge Park on provincial highways, a value of over $10,000, at no financial cost to the Park; and (2) funding of $150,000 to Rouge Park to do restoration site prescriptions, planting plans for all of the public lands in the Little Rouge corridor. This will allow Rouge Park to have an inventory of lands for planting and restoration by groups. Regional Councillor Jack Heath, Town of Markham As Chair of the Rouge Park Signage Committee, Councillor Heath announced to the Alliance that the watercourse crossing identification signs were up in Markham along Robinson Creek and at various locations in Rouge Park in the City of Toronto where the trails cross the Rouge River and Little Rouge Creek. Councillor Heath reported that the signage for this pilot project in Markham was supplied by the Town and that it is willing to complete the process of installing these signs throughout the municipality. Councillor Heath encouraged Alliance members to go out and look at the signs and to express their own opinions, and that any feedback is welcomed. Presentation - Southeast Collector Trunk Sewer (SEC), York - Durham Sewage System (YDSS) Project John Bourrie, Earth Tech Canada, Inc. John Bourrie, Project Manager /Consultant, for the Southeast Collector Trunk Sewer Individual Environmental Assessment (IEA), introduced the other project managers, Bala Araniyasundaran from York Region, Rich Tindall from Durham Region, and Fred Johnson from Ogilvie, Ogilvie & Company, the facilitator for the project. Mr. Bourrie briefly updated the'Alliance on the ongoing process of the IEA. He gave an overview of previous work done; approved Terms of Reference by the Ministry of the Environment in February 2006; purpose of /rationale of the undertaking; alternatives to the undertaking; recommended alternative; Environmental Assessment public consultations to date; how the SEC fits in with other York Durham Sewage System (YDSS) projects; list of alternative sewer routes; etc.; and, the next steps. KEY ISSUE Presentation by the Region of York and Earth Tech Canada Inc., consultants, to provide the status of the Southeast Collector Trunk Sewer Individual Environmental Assessment (IEA) and an update on the "next steps" to the end of the IEA phase of the project. Presentation - Rouge River Watershed Plan Sonya Meek, Toronto & Region Conservation Authority Sonya Meek updated the Alliance on the Rouge Watershed Plan progress, analysis and the next steps. She elaborated on: hydrological modelling; aquatic habitat modelling; public use assessment; cultural ROUGE PARK ALLIANCE Page 4 of 8 MINUTES of Meeting #6/06, September 22, 2006 assessment; analysis and interpretation of findings; and the preparation of the draft plan. Various scenarios were studied, results were documented and recommendations brought forward in the draft plan. The draft plan is expected to be completed and presented to the Rouge Watershed Task Force by the end of November, and the final plan released to the public by the end of 2006. Bryan Buttigieg, Chair, Rouge Watershed Task Force Bryan Buttigieg indicated that from the various scenarios studied by the Task Force the results are provocative and that the Rouge Watershed Plan deserves much attention and will require good decision - making and support by government and agencies, and private individuals, to effectively implement the recommendations outlined in the report. 3. Presentation - Rouge River Fisheries Management Plan Tim Rance, Toronto & Region Conservation Authority Tim Rance gave a quick overview of the Rouge River Fish Management Plan. He discussed the background to fisheries management and fish management zones; potential target fish species, and how existing conditions were identified in each management zone. As outlined in the report, the planning process will involve consultation with a broad spectrum of stakeholders to: present information on current conditions of the fisheries resource; determine the significant issues related to the resource; develop management strategies to deal with the issues; and, develop an implementation and monitoring plan for managing the fisheries resource. The Rouge River Fisheries Management Plan is scheduled to be completed by December 2006. After its approval by the participating agencies, an implementation committee will be created to coordinate the involvement of the many partners in carrying out the recommended management programs. KEY ISSUE A Fisheries Management Plan for the Rouge River watershed (RRFMP) is being prepared by a partnership group including Rouge Park, Toronto and Region Conservation Authority (TRCA), Ministry of Natural Resources (MNR) Aurora District, and Department of Fisheries and Oceans Canada (DFO).
