BACKGROUND
The Terms of Reference for the Etobicoke - Mimico Watersheds Coalition, dated March 30, 2007
and adopted by the Authority at Meeting #2/07 held on March 30, 2007 by Resolution
#A32/07, includes the following provision:
Section 7.0 Selection of Chair and Vice -Chair of the Etobicoke- Mimico
Watersheds Coalition. The Chair and Vice Chair will be elected by the watersheds
coalition from amongst its members. The Authority may appoint an interim Chair until
such time that an election can take place. The Chair and Vice Chair will also be Ex- officio
members of all working committees and groups.
Election Process
Nominations for Chair and Vice -Chair will be accepted followed by a show of hands. A formal
election by ballot for Chair and Vice -Chair of the Etobicoke - Mimico Watersheds Coalition will
be held only if necessary.

RATIONALE
A schedule of meetings is proposed to assist the Coalition. A random sample of municipalities
were contacted to avoid choosing meeting dates that may conflict with municipal council
meetings within the Etobicoke and Mimico Creek Watersheds Meetings will be held quarterly
on the third Thursday of the month.
TRCA will provide meeting space to the Coalition on a regular basis at the Black Creek Pioneer
Village Visitors Centre. This location is central to the watershed and easily accessible.
However, the Coalition is encouraged to have meetings at various locations throughout the
watershed. Suggestions for other meeting locations are welcome. Subcommittee meetings
will be hosted locally within the community action areas.

BACKGROUND
The proposed Watersheds Coalition structure was recommended by the former Coalition
based on an evaluation workshop and reorganization of Community Action Area boundaries
established through Greening our Watersheds: Revitalization Strategies for Etobicoke and
Mimico Creeks. Community Action Areas are intended to be the vehicle for implementing the
watershed management strategy at the community level.
The Terms of Reference for the Etobicoke - Mimico Watersheds Coalition, dated March 30, 2007
and adopted by the Authority at Meeting #2107 held on March 30, 2007 by Resolution
#A32/07, includes provision for the Coalition Subcommittees under Section 10 Structure of the
Coalition".
The following Subcommittees /Groups are proposed for the current term of the Coalition Some
of these groups were established during the first term of the Coalition.
Chair's Committee
This committee will consist of the Chair, Vice -Chair and any working committee Chairs
Members interested in policy issues and TRCA jurisdiction -wide issues will also participate on
this committee. Key focus will be strategic priorities and partnerships, Coalition administration
and policy issues.
Business /Industrial Outreach
Currently, this is the only working committee of the Coalition. Focus will be on business
outreach, new partnerships and resource generation to facilitate the implementation of Eco-
Industrial Park. Members with expertise and interest in corporate /business relations and
outreach, industrial ecology, and conservation (waste, water & energy) issues are encouraged
to participate.
Heart Lake Community Action Group
Membership of this group is also open to local residents. Priorities include planning and
implementation of restoration projects, new partnership, fundraising and community outreach
within the City of Brampton. Some of the current projects of this group include Heart Lake
Conservation Area Master Plan implementation, Upper Mimico aquatic habitat implementation.
Snelgrove, Wexford, and Maitland Park projects, Peel Village Golf Club restoration, West
Etobicoke Creek, and Peel Children's Water Festival.
Malton Environmental Stewardship Group
Membership of this group is currently established in partnership with the City of Mississauga.
Priorities are primarily limited to the Malton community within the mid - reaches of Mimico Creek.
Projects include: restoration, trails, signage, and community workshops on conservation issues
and Healthy Yards Project.

Rockwood Environmental Action Group (Optional- Members may wish to continue
working in the area on an as needed basis)
Membership of this group is also open to local residents. The group will work closely with the
Rockwood Homeowners Association and the City of Mississauga to implement the Healthy
Yards Project and restoration activities within the City of Mississauga. Focus areas will also
include new partnership, fundraising and community outreach.
South Mimico Environmental Action Group
Membership of this group is also open to local residents. This group works closely in
partnership with the City of Toronto and focuses on local projects ie., South Mimico trail,
Healthy Yards workshops and garden tours, restoration plantings, Bonar Stormwater Facility,
South Mimico fish barrier, and Toronto Food Terminal naturalization.
Valleywood Environmental Action Group
Membership of this group will be open to local residents. This group will work closely with the
Town of Caledon and Caledon Environmental Advisory Committee. Priorities include:
implementation of recommendations resulting from the Etobicoke Headwaters Subwatershed
Study (specifically, restoration of headwater tributaries), trail planning and signage, restoration,
and private land stewardship, This group will also seek opportunities to work with GTA
Agriculture Advisory Committee to promote sustainable agriculture within the headwater areas
of Etobicoke Creek.
Sub - committees will meet regularly, usually monthly (or as required), except for those months
when the Coalition meets. The Chair of each subcommittee, with input from the other
members, will confirm their meeting schedule. The Chair of each working committee will report
to the Coalition on a regular basis.
WORK TO BE DONE
All Coalition members to be assigned to a subcommittee or group. Members can join more
than one committee if they wish. In cases where members have made a selection, staff will
assign an appropriate group for the member based on their experience and interest, as
indicated in their original application submission.

THAT the staff report on the Community Conservation Forest Project be received;
THAT the Chair of the Coalition send a letter to the City of Brampton thanking them for
their partnership and support of the Brampton Conservation Forest;
AND FURTHER THAT members of the Coalition identify opportunities for similar forests
within the City of Mississauga and the Town of Caledon CARRIED
BACKGROUND
The Community Conservation Forests project reflects over 60 years of conservation in the
Etobicoke and Mimico Creek watersheds and a partnership between TRCA. municipalities,
local businesses and community residents. In addition to providing greater forest cover and
naturalizing public spaces, these forests will serve as local landmarks within their respective
communities, reflect a legacy of environmental stewardship, incorporate interpretive signage
for education and further strengthen partner relations and community networking. In an effort
to sustain project implementation, maintenance and monitoring. corporate sponsorships will
continually be pursued to match municipal contributions.
In 2006, the first of six Community Conservation Forests was sponsored by the City of Toronto
Tree Advocacy Program at Marie Curtis Park along the waterfront. In 2008, the second
Community Conservation Forest will be created in the City of Brampton and will aim to promote
environmental awareness within the City Created as a joint effort between the Toronto and
Region Conservation Authority (TRCA) and the City of Brampton. the Community Conservation
Forest is being designed to reflect the importance of the urban forest and enhance community
awareness.
Brampton Community Conservation Forest
Utilizing a corridor of land adjacent to Main Street in downtown Brampton, the Community
Conservation Forest will provide a central showcase for over 60 years of conservation in the
Etobicoke and Mimico watersheds as well as the horticultural and arboricultural initiatives
taking place throughout the Brampton area. The prominence of this Community Conservation
Forest within Brampton's downtown core is hoped to initiate dialogue amongst watershed
residents and community partners and contribute to the social capital required to sustain
environmental stewardship.
City of Brampton Council approved this project on August 1, 2007
DETAILS OF WORK TO BE DONE
• Initiate implementation of Brampton Community Conservation Forest in 2007 including
plantings, signage and all associated communication activities.
• Identify sites for similar projects in other municipalities.
• Engage local community by situating the project on a highly visible and accessible trails
corridor.
• Invite local businesses, community groups and residents to participate in the creation,
monitoring and maintenance of Community Conservation Forest Project sites.

GREATER TORONTO AREA ECO- INDUSTRIAL ZONE PROJECT
Update on the Greater Toronto Airport Authority Partners in Project
Green: A Pearson Eco- Business Network

organizations that should be consulted as part of the development of GTAA Partners in

BACKGROUND
In partnership with the Greater Toronto Airport Authority (GTAA), the Toronto and Region
Conservation Authority (TRCA) developed the GTAA Living City Project (2006). This project
assessed the existing conditions of the terrestrial natural heritage system, aquatic eco- system
and stormwater infrastructure throughout the Etobicoke watershed with a specific focus around
Toronto Pearson, and offered recommendations for eco- system improvements and sustainable
development.
Realizing that the implementation of these recommendations would rely upon buy -in from the
private sector, the report called for the creation of an eco - industrial park framework to reach
out to the industrial, commercial and institutional (ICI) sector surrounding Toronto Pearson.
ECO- INDUSTRIAL NETWORKING DEFINED
The essence of eco- industrial networking is improving the financial and environmental
performance of businesses. This is achieved by reducing energy, waste and water -use
through efficiencies and developing synergies between companies, where one company's
waste is another's feedstock.
Eco - industrial parks are the framework within which eco - industrial networking takes place. An
eco- industrial park puts an emphasis on fostering networks among businesses and the
community to optimize resource -use and reduce economic and environmental costs.
In an eco- industrial park value is added to businesses when waste products, water and energy
are recycled back into the system. Cooperation results in a conservation of resources, as well
as lower disposal and production costs for participating businesses.
Eco - industrial parks can go beyond inter -firm resource -use to include numerous concepts,
including eco- efficiency, pollution prevention, integration into the natural environment, green
building design, eco- economic development, joint job training and research and development.
Overall, the concept is a community of businesses that cooperate with each other and with the
local community to efficiently share resources (information, materials, water, energy,
infrastructure and natural habitat), leading to economic gains, a healthy environment and
equitable enhancement of human resources for the community.

GTAA PARTNERS IN PROJECT GREEN: A Pearson Eco- Business Network
The purpose of GTAA Partners in Project Green is to develop an eco- business park built on the
model of eco - industrial networking. The study area comprises over 11,000 hectares of ICI
lands surrounding Toronto Pearson. Its creation will result in North America's largest eco -
business park.
The project aims to provide a planning and implementation structure to enable the ICI sector to
achieve improved financial and environmental performance; and, secondly, brand the area to
provide cohesion and focused marketing on the ICI sector surrounding Toronto Pearson.
Natural heritage and stormwater opportunities identified by the GTAA Living City Project (2006)
will be one focus, but the eco- business model will also address a number of other areas,
including: energy, waste and water conservation and synergies; pollution prevention, eco -
economic development; green building; and opportunities for joint training and emergency
response. The overall goal is to reduce costs and improve productivity in the ICI sector, while
realizing environmental benefits for the entire watershed.
The overarching objective of the GTAA Partners in Project Green is to better coordinate and
market environmental initiatives and opportunities in the ICI sector surrounding Toronto
Pearson. In particular, GTAA Partners in Project Green will aim to work with partner
municipalities and the private sector to provide services that realize the following objectives:

Demonstrate that the simultaneous pursuit of ecological and economic development
results in greater benefits,
Restore the area's natural heritage system;
Improve the area's water quality through enhanced stormwater controls;
Lower ICI sector operating costs by reducing energy, waste and water use;
Identify and utilize waste and energy synergies within the ICI sector;
Promote eco- economic development; and,
Build capacity for sustainable development within the community
Taken as a whole, the intent is to improve the local environment, while advancing eco -
economic development and offering enhanced financial and environmental performance of the
area's ICI sector.

BACKGROUND
Project planning and budget preparation for the Etobicoke and Mimico watersheds is an
ongoing process that is reviewed annually to ensure long range forecasting remains accurate.
In preparing the budget, staff reviewed commitments to on -going and new projects within the
Etobicoke and Mimico Creek Watersheds. Funding has also been made available through
other partners including the Greater Toronto Airport Authority (GTAA), Brampton Area
Community Foundation, Tree Canada, TD Friends of the Environment, corporate donations
and community in -kind support.
A list of projects was provided both in the agenda package and the Coalition's briefing binders.

David Love, Executive Director of the Conservation Foundation of Greater Toronto,
made a presentation to the Coalition on the unique program "Gifts of Clean Air and
Water" program. This program makes it possible to designate where donations will be
used and in a particular watershed.

Subcommittee name changes to reflect the Etobicoke - Mimico
Watersheds Coalition Terms of Reference and to assign Coalition
members to various subcommittees

BACKGROUND
At meeting #1/07 of the Etobicoke - Mimico Watersheds Coalition, members approved the
following list of Subcommittees and Community Action Groups:

• Malton Environmental Stewardship Group
• Rockwood Environmental Action Group

However, in order to be consistent with the approved Subcommittee Terms of Reference, the
names of the Subcommittees have been changed slightly as follows:

Notwithstanding the name changes, the mandate and responsibilities of each Subcommittee
will remain essentially unchanged.
These Subcommittees and Community Action Groups will be assigned the task of developing
and integrating work plans for each of the priority actions. Each Subcommittee will be required
to elect a chair and vice chair from among its membership.
Membership
In establishing the Watershed Coalition membership, all candidates were asked to indicate
their primary interests. In selecting the members for the Subcommittees, staff reviewed
members preference and qualifications as indicated in their application for Coalition
membership.

A schedule of meetings is proposed to assist the subcommittees. Dates were selected so that
meetings do not take place the same month as the Etobicoke - Mimico Watersheds Coalition.
Subcommittees will be encouraged to meet in a location that is central to all the members.

CITY OF TORONTO DRAFT DESIGN GUIDELINES FOR
SURFACE PARKING LOTS
Coalition input on City of Toronto Draft Design Guidelines for
Surface Parking Lots.
THAT the Coalition members provide comments on the recently released draft report on
Design Guidelines for Greening Surface Parking Lots;
AND FURTHER THAT the members of the Chairs Committee meet with the Don and
Humber watershed group representatives to finalize comments for submission to the City
of Toronto CARRIED
BACKGROUND
On November 1, 2007, the City of Toronto Planning and Growth Management Committee
approved the draft Design Guidelines for Greening Surface Parking Lots. The Report will be
released by the City Council, on November 19, 2007, for consultation with stakeholders,
including development industry representatives, affected Divisions. Agencies, Boards and
Commissions of the City of Toronto, and other interested parties.
During the consultation period, the new Guidelines will also be tested in the review and
approval of new developments containing surface parking and in the design and development
of surface parking Tots owned and /or operated by the City of Toronto or any Agency, Board or
Commission of the City of Toronto.
RATIONALE
Stormwater management is one of the most significant issues impacting water quality and
quantity in our urban watersheds. The 2006 Etobicoke and Mimico Creeks Watershed Report
Card indicated that limited progress has been made towards striking a balance between the
increasing pressures due to urban intensification and improving water quality by stormwater
management initiatives. The Report Card recommended the following key actions pertaining
to this issue:
1. Municipal partners and TRCA should ensure infiltration rates are maintained in new
developments to maintain groundwater recharge;
2. The City of Toronto should continue to implement the Wet Weather Flow Management
Master Plan in the Etobicoke and Mimico Creeks watersheds;
3. Watershed partners should continue to work together to achieve water balance by
promoting infiltration measures including source controls and conveyance controls; and
4. TRCA and Coalition should continue to work with municipalities and developers to
promote the benefits of including source controls in their development plans.

TRCA staff have been working with the City of Toronto to assist the City with their "Green
Development Standards ". TRCA's Sustainable Technologies Evaluation Program (STEP), is a
multi- agency effort that aims at providing data and analytical tools to support the
implementation of sustainable technologies and practices. A number of innovative stormwater
initiatives are currently being tested and monitored including:
greenroofs on flat- roofed buildings;
rainwater harvesting and using cisterns;
roof leader downspout and disconnection;
infiltration of runoff using grassed swales or soak -away areas, or engineering infiltration
systems, and
runoff treatment using bio- retention areas or stormwater ponds
The proposed Design Guidelines for Greening Surface parking Lots is a positive step towards
addressing water management issues in our watersheds. The Guidelines also compliment
TRCA's Living City objectives of "Healthy Rivers and Shorelines" and "Sustainable
Communities ".
