February 21, 2008 ETOBICOKE - MIMICO WATERSHEDS COALITION #1/08 H3 RES. #H2/08- Moved by: Seconded by: • ETOBICOKE AND MIMICO WATERSHED TERRESTRIAL NATURAL HERITAGE SYSTEM REFINEMENT Coalition input on Etobicoke and Mimico Watersheds Natural Heritage System (TNHS) refinement Janice Etter Chris McGlynn THAT information on Etobicoke and Mimico Watershed Terrestrial Natural Heritage System (TNHS) refinement be received for Coalition review and input; THAT the updated mapping be presented to Region of Peel, City of Toronto, Cities of Brampton and Mississauga and Town of Caledon staff for. their input; AND FURTHER THAT the final report on refined TNHS system for Etobicoke and Mimico Watersheds be brought back to the Coalition for their endorsement. CARRIED BACKGROUND As part of The Living City vision; TRCA has established objectives for Healthy Rivers and Shorelines, Regional Biodiversity, Sustainable' Communities and Business Excellence. The ,Terrestrial Natural Heritage System Strategy is a significant undertaking toward achieving the objective for Regional Biodiversity, which is to protect and restore a regional system of natural areas that provide habitat for plaht and animal species, improve air quality, contribute to liveable environments and neighbourhoods and provide opportunities for enjoyment of nature. The regional terrestrial natural heritage system defined in the Strategy is designed to protect and improve biodiversity by increasing the quality and amount of forest and wetland habitats in a system that builds upon the existing terrestrial system and optimizes the opportunities for native species diversity. Watershed -Based System Refinement The system, as defined in the Strategy is based on a modeling exercise using 2002 base information (the only information that was available for the entire jurisdiction). This regional system information was used to report on the TNHS condition and establish targets for natural cover in Turning Over a New Leaf: The Etobicoke and Mimico Creeks•Watershed Report Card 2006. The Report Card recommended•refinement of targets on a watershed level to gain a better understanding of the condition of the existing system, to increase natural cover, and to ensure .that the existing natural cover is in public ownership or is protected in some other manner. The current update uses 2005 base information and provides a refined potential system for natural cover enhancement. In addition to the refined potential natural cover, a priority ranking analysis has been developed to identify potential management areas at a local scale. H4 ETOBICOKE - MIMICO WATERSHEDS COALITION #1/08 February 21, 2008 RATIONALE TRCA's member municipalities have contributed to the preparation of TRCA's TNHS Strategy — including funding for the science and the modeling tools. The Authority has directed staff to offer the refined /modified system for their jurisdiction as they define their own TNHS for their Official Plans as required by the province. During this stage any conflicts with competing land use objectives and infrastructure needs will be addressed. The province requires every municipality to incorporate a natural heritage system into their official plan. TRCA staff has committed to the Region of Peel and to our local municipal partners, to work with them in re- evaluating the system as currently mapped in the Strategy or through watershed plans/ updates, to meet their goals for community planning including the identification of a natural heritage system incorporating areas of provincial interest as per the Provincial Policy Statement (MMAH 2005), protection of key natural heritage features as defined by the Oak Ridges Moraine Conservation Plan (ORMCP 2001), protection of watercourses and their floodplains, provision of nature based recreational amenities, climate change mitigation and management of urban drainage. Staff recognize that the approach taken in the 'white belt' to define a TNHS will need to be flexible in order to be effectively integrated with community design objectives. This is best accomplished through larger scale interdisciplinary planning that TRCA staff is participating in to assist municipalities to optimize and integrate natural heritage planning into growth planning scenarios in both the "white belt areas ", as well as in the planned and existing built up areas. In addition, we will continue to assist the City of Toronto in support of its official plan implementation of the Natural Heritage System. DETAILS OF WORK TO BE DONE • • Refine Mapping with Coalition Input. Consult with regional and local municipalities in the Etobicoke and Mimico Watersheds. Finalize updates and present for Coalition endorsement. RES. #H3 /08- Moved by: Seconded by GREENLANDS ACQUISITION PROJECT FOR 2006 -2010 Toronto and Region, Conservation Authority's Greenlands Acquisition Project for 2006 -2010. Bruce Haines Jim Laird THAT the presentation on the Toronto and Region Conservation Authority's (TRCA) Greenlands Acquisition Project for 2006 -2010 be received for information; February 21, 2008 ETOBICOKE- MIMICO WATERSHEDS COALITION #1/08 H5 AND FURTHER THAT the Coalition work with TRCA staff to explore opportunities for securement based on TRCA's criteria for acquisition and updated natural heritage system for Etobicoke and Mimico Watersheds CARRIED BACKGROUND At meeting #2107, Res. #16/07, members of the Etobicoke - Mimico Watersherds Coalition (Coalition) requested an update on the Arsenal Lands /Marie .Curtis Park West Master Plan in regards to a request by the City of Mississauga for Coalition support towards the implementation of the Park Plan. Arsenal Lands /Marie Curtis Park West Master Plan Update The Arsenal Lands are located on the eastern border of Mississauga, adjacent to Marie Curtis Park West at the mouth of the Etobicoke Creek, City of Toronto. • In 1992, the lands were purchased by TRCA, in collaboration with the City of Toronto (formerly Metro), Mississauga, the Region of Peel and the Province. An integrated park and site remediation master plan was released in 1998. The former brownfield site was remediated to meet parkland guidelines between 1998 and 2002. 'TRCA negotiated with Canada Post (former landowner) to 'contribute half of the savings from remediation budget to finance park development ($688,000) and to fund implementation of an environmental monitoring program ($240,000). Master Plan Addendum • TRCA prepared an addendum to the 1998 master plan with staff from Toronto, Mississauga, Region of Peel, and in consultation with the public. • The purpose of the addendum is to provide an overall plan which: reflects the current site conditions; meets the needs of regional and local park users; addresses safety concerns; and provides park management recommendations. • • Given the park's proximity to the border of Mississauga and Toronto; the addendum • recommends that the park will function as a "Gateway Park: that will service residents • from both municipalities. • The park concept integrates the west side of Marie Curtis Park and the Arsenal Lands to create a waterfront park that offers a rance of recreational activities and amenities at a regional scale, with consideration for the site's unique natural and cultural assets. Capital Development and Site Management Strategy • The capital costs for park development are estimated at $3,000,000 for the Arsenal Lands and $1,000,000 for'Marie Curtis Park West (based on 2005 dollars). • TRCA and Mississauga have committed funds for the park development in 07/08 capital budgets. • Toronto staff have indicated funding for Mari Curtis Park and the Arsenal Lands is included in the Toronto capital budget, however, this funding is identified in 2011 and beyond 2015. • The proposed park development funding and revenues sources are as follows: H6 ETOBICOKE - MIMICO WATERSHEDS COALITION #1/08 February 21, 2008 Source Arsenal Lands Marie Curtis Park West Mississauga $2,082,087 (2007) $0 TRCA $917, 913 (2007/2008) $270,000 (2007/2008) Toronto $0 $730,000* TOTAL $3,000,000 $1,000,000 * Toronto has yet to confirm their capital funding commitment. The current proposal is to develop a Memorandum Of Understanding (MOU) between TRCA, Mississauga, and Toronto for future development, management, and operation of the Arsenal Lands and Marie Curtis Park West. This agreement would be valid for a period of 20 years, with the option to renew. Mississauga would lead park development and carry out the day -to -day park operations. TRCA would have ongoing environmental responsibility for the property, including ongoing monitoring, habitat work and any works affecting the river channel or regulated shoreline. TRCA would continue to manage the leased area of the property at Dixie Road and Lakeshore. The park would be governed by all applicable Mississauga by -laws, policies and standards. The cost of annual park operations will be estimated based on Mississauga's level of standard. Further discussions are required to determine Mississauga and Toronto's share of operation costs, and contributions to a capital development reserve that would future capital expenses. RES. #H4/08- ARSENAL LANDS /MARIE CURTIS PARK WEST MASTER PLAN To gain Etobicoke - Mimico Watersheds Coalition support to advance funding by the City of Toronto for Arsenal Lands /Marie Curtis Park West Master Plan Implementation. THAT the staff report on the Arsenal Lands /Marie Curtis Park West Master Plan be received for information; AND FURTHER THAT the Coalition request the City of Toronto to advance their capital funding from 2011 to 2008 to match committed funds for Park development from the Toronto and Region Conservation Authority (TRCA) and the City of Mississauga CARRIED February 21', 2008 ETOBICOKE- MIMICO WATERSHEDS COALITION #1/08 H7 BACKGROUND On November 1, 2007; the City of Toronto Planning and Growth Management Committee approved the draft Design Guidelines for Greening Surface Parking Lots. The Report will be released by the City Council, on November 19, 2007, for consultation with stakeholders, including development industry representatives, affected Divisions, Agencies, Boards and Commissions of the City of Toronto, and other interested parties. During the consultation period, the new Guidelines will also be tested. in -the review and approval of new developments containing surface parking and in the design and development of surface parking Tots owned and /or operated by the City of Toronto or any Agency, Board or Commission of the City of Toronto. RATIONALE Stormwater management is one of the most significant issues impacting water quality and quantity in our urban watersheds. The 2006 Etobicoke and Mimico Creeks Watershed Report Card indicated that limited progress has been made towards striking a balance between the increasing pressures due to urban intensification and improving water quality by stormwater management initiatives. The Report Card recommended the following key actions pertaining to this issue: 1. Municipal partners and TRCA should ensure infiltration rates are maintained in new developments to maintain groundwater recharge; 2. The City of Toronto should continue to implement the Wet Weather Flow Management Master Plan in the Etobicoke.and Mimico Creeks watersheds; 3. Watershed partners should continue to work together to achieve water balance by promoting infiltration measures including source controls and conveyance controls; and 4. TRCA and Coalition should continue to work with municipalities and developers to promote the benefits 'of including source controls in their development plans. TRCA staff have been working with the City of Toronto to assist the City with their "Green Development Standards ". ,TRCA's Sustainable Technologies Evaluation Program (STEP), is a .multi- agency effort that aims at providing data and analytical tools to support the implementation of sustainable technologies and practices. A number of innovative stormwater initiatives are currently being tested and monitored including: greenroofs on flat- roofed buildings; rainwater harvesting and using cisterns; roof leader downspout and disconnection; infiltration of runoff using grassed swales or soak -away areas, or engineering infiltration systems; and runoff treatment using bio- retention areas or stormwater ponds. The proposed Design Guidelines for Greening Surface parking Lots is a positive step towards addressing water management issues in our watersheds. The Guidelines also compliment TRCA's Living City objectives of "Healthy Rivers and Shorelines" and "Sustainable Communities ". The Toronto and Region Conservation Authority Board at their meeting #6/08, held on July 25, 2008, approved the key project findings and directed staff to move forward with project implementation, including the establishment of the project Steering Committee. PROJECT DETAILS In partnership with the Greater Toronto Airports Authority (GTAA), the Region of Peel, the City of Toronto, the City of Mississauga, and the City of Brampton, TRCA has been working to develop Partners in Project Green: A Pearson Eco- Business Zone. Partners in Project Green is an initiative to develop North America's largest eco- business zone on the industrial lands surrounding Toronto Pearson International Airport (Toronto Pearson). The project aims to assist existing businesses to improve their financial and environmental performance, while acting as a catalyst for attracting new eco- economic investment into the business area. Overall, the goal is to transform the area surrounding Toronto Pearson into an internationally recognized community known for its competitive, high performance and eco - friendly business climate. Partners in Project Green will achieve this goal by working with partners to develop programming and projects that assist businesses in: • reducing costs via resource efficiencies (energy, water and waste); • developing by- product exchanges (one company's waste becomes another's feedstock); and, H19 ETOBICOKE - MIMICO WATERSHEDS COALITION #3/08 September 18, 2008 • promoting eco- economic development (retaining and attracting green investment). To develop this programming, TRCA worked with its partners to complete the Partners in Project Green Strategy, which involved in -depth data collection and analysis, and business consultation process. The firm of Eco- Industrial Solutions Inc. worked with TRCA, GTAA and municipal staff to complete the Partners in Project Green Strategy. This work involved a number of activities, including: • collection and analysis of data relating to businesses, land -use and resource flows; • stakeholder consultation; • identification of eco- industrial opportunities for businesses; • development of a business model; and, • completion of a communication and marketing plan. Partners in Project Green is seen as a business -led initiative and the key to its success lies in the ability to build business -to- business relationships to share sustainable business practices. To this end, the process to develop the Partners in Project Green Strategy involved consulting over 200 businesses through three workshops, an online survey and one -on -one meetings with TRCA staff. In addition, staff from all of the partner municipalities, the provincial government (Ministry of Economic Development and Trade, Ministry of Agriculture, Food and Rural Affairs, Ministry of Small Business and Entrepreneurship, Ministry of the Environment and Ministry of Research and Innovation) and the federal government (Natural Resources Canada), attended two additional workshops to offer their input into the development of the Partners in Project Green Strategy. Through this consultative process, a significant amount of interest in Partners in Project Green was generated among both the private and public sectors. This interest translated into 40 businesses indicating their willingness to volunteer to serve on the Partners in Project Green Steering Committee and a number of other public and private organizations volunteering to sit on specific project teams that would lead the implementation of initiatives of interest to their group. The data analysis involved collecting business inventories, land -use, electricity, natural gas, potable water, wastewater and transportation information, to develop a geographic information systems (GIS) database that allowed staff to better understand the flow of resources and identify opportunities in the Pearson Eco- Business Zone. This data collection and analysis process was completed to ensure that financial resources are directed to the best opportunities for financial and environmental improvements. KEY FINDINGS Through the data collection and analysis, it was discovered that the Pearson Eco- Business Zone currently represents: • over 12,000 hectares of industrial land surrounding Toronto Pearson; September 18, 2008 ETOBICOKE - MIMICO WATERSHEDS COALITION #3/08 H2O more than both 350,000 jobs and 12,500 businesses, making it Canada's largest employment zone, with logistics, aviation, automotive, food processing and plastics being the largest sectors; 25,000 people already employed in green collar jobs (mainly in energy and waste management); and 80% of businesses are small -to- medium enterprises (under 500 employees). This large concentration of businesses and employees provides Partners in Project Green a perfect platform for the promotion of sustainable business initiatives. In addition to the large concentration of businesses, there is also a large concentration of businesses implementing environmental best practices and three LEED (Leadership In Energy and Environmental Design) buildings have already been built within the Pearson Eco- Business Zone. It was also revealed that over 180,000 employees are within a 400 m walking distance of green /open space along the Etobicoke and Mimico creeks. While the natural systems are degraded in the area, there is an opportunity to restore and expand the natural systems as business amenity. Beyond this foundation of green business, the Pearson Eco- Business Zone also offers opportunities for even greater financial and environmental performance, as the area currently Consumes annually: • 5.8 million megawatt hours of electricity use (largest consumers manufacturing and logistics /warehousing); 46,000,000 GJ of natural gas; 108,500,000 m3 of potable water (largest consumption in logistics /warehousing and food processing); Total energy costs of $563,000,000. When combined, these findings represent an opportunity to not only build on the foundation of green business leadership in the Pearson Eco- Business Zone, but more importantly, to assist existing companies in improving their financial outlook and their ability to compete in a green economy. KEY PRIORITIES Through consultation with the business community, businesses were asked how Partners in Project Green could assist them in improving their financial and environmental performance. The following areas were identified: Eco- Efficiency - all businesses were interested in finding ways toreduce their resource consumption; Resource Re- Utilization Initiative - this topic received the most interest among businesses and municipalities, as both asked Partners-in Project Green to find ways to assist turning waste into new revenue streams; Renewable Energy - there are a number of opportunities for renewable energy production within the Pearson Eco- Business Zone and businesses were interested in pursuing these opportunities further; H21 ETOBICOKE - MIMICO WATERSHEDS COALITION #3/08 September 18, 2008 Green Business Development - the attraction and retention of businesses through green economic development was a priority of both municipal and business stakeholders. FUNDING SUPPORT Initial funding for Partners in Project Green has come from a number of sources including: • Greater Toronto Airports Authority (a seven -year commitment); • Regional Municipality of Peel; • Woodbine Entertainment Group (a three -year commitment); • The Federation of Canadian Municipalities. In -kind contributions of staff and data were provided by: • City of Toronto; • City of Brampton; • City of Mississauga; • Enbridge Gas; • CB Richard Ellis. Additional funding sources are also being explored for specific projects, including financial assistance from: • City of Toronto; • Natural Resources Canada; • Ontario Ministry of Agriculture, Food and Rural Affairs; • Ontario Ministry of Economic Development and Trade; • Ontario Ministry of the Environment; • Ontario Ministry of Research and Innovation; • Enbridge Gas; • private sector partners. The event featured a reception with over 250 business and government representatives in attendance: The evening included remarks from project founding partners and greetings form various levels of government, including, the Honourable John Gerretsen, Ontario Minister of the Environment and the Honourable Donna Cansfield, Ontario Minister of Natural Resources. November 13, 2008 ETOBICOKE - MIMICO WATERSHEDS COALITION #4/08 H31 The Partners in Project Green Strategy has been posted on the project website ( www .partnersinprojectgreen.com). Over 400 downloads were reported during the first week. Support continues to grow with new funding commitments from both the government (Natural Resources Canada) and the private sector. Woodbine Entertainment Group has recently confirmed their funding support toward a green job development program for the project area. NEXT STEPS Partners in Project Green is now moving into the implementation stage of key priorities identified in the Partners in Project Green Strategy. Implementation will be driven by project teams comprised of both public and private sector representatives with an interest in the specific areas. The following project teams are being established: Eco- Efficiency Team Every business wants to find opportunities for cost savings in their processes — this Project Team will work to identify and deliver programming to help businesses to promote energy, water and waste conservation. Green Purchasing Block Team Power in numbers is the essence of this project team - by pursuing the procurement of green technologies (Le. HVAC, lighting, solar panels, etc.) as a group through Partners in Project Green, local businesses will be able to take advantage of reduced prices for green technologies. This Project Team will develop and coordinate green purchasing opportunities. Green Building Retrofit Team Over. 75% of the properties in the Pearson Eco- Business Zone are leased or are multi- tenant buildings. This presents a challenge to implementing green opportunities, but also an opportunity to green the market quicker due to the concentration land ownership. This project team will bring together large property owners, property management firms and the Clinton Foundation, to identify ways to lower owner and tenant costs, improve the marketability of properties and realize environmental benefits. By- Product Reutilization Team Waste is an issue every business must deal with, but it also presents an economic opportunity. By facilitating by- product exchanges, assisting in the development of new by- product markets, and working with companies to reduce their waste generation, this project team will work to develop opportunities for turning one company's waste into another company's feedstock. Airport Vicinity District Energy Team The Pearson Eco- Business Zone currently features four electricity generating stations that have steam as a by- product. This steam is an untapped resource that could be used by local businesses for heating and cooling, but also for manufacturing processes. This project team will investigate, develop and look to implement an airport vicinity district energy system. H32 ETOBICOKE - MIMICO WATERSHEDS COALITION #4/08 November 13, 2008 Green Business Retention & Attraction Team One goal of Partners in Project Green is to turn the Pearson Eco- Business Zone into the place to do green business globally. This means working with the existing major sectors to make them the greenest in their class globally, but also attracting new green companies that complement these sectors and enhance the diversity and durability of the business area. This project team will be responsible for developing and implementing strategies to retain and ' attract green job investments in the Pearson Eco- Business Zone. Green Transportation Solutions The Pearson Eco- Business Zones presents an abundance of transportation options and routes. However, the need to improve transportation flow and reduce congestion has been identified by both private and public stakeholders. This project team will work on alternative employee commuting options in partnership with Smart Commute and Metrolinx. Business Park Benchmarking There are 23 business parks within the Pearson Eco- Business Zone with varying degrees of development patterns — this project team will look to develop sustainability indicators (ie. energy, waste, water, development patterns, etc.) and compare business parks throughout the Pearson Eco- Business Zone. The goal of this initiative will be to highlight best practices for business park development and operations. Marketing and Networking Team This project team will focus on developing and implementing strategies to promote Partners in Project Green initiatives to businesses within the Pearson Eco- Business Zone and to the broader community. Green Job Corp Team This project team will focus on developing linkages between the surrounding residential communities (e.g., Rexdale and Malton) and businesses in the Pearson Eco- Business Zone, with a focus on developing new green job opportunities for residents. Interested members of the Etobicoke - Mimico Watersheds Coalition are encouraged to participate in one ore more of thQ project teams listed above.
