Chandra Sharma, Watersheds Specialist, Etobicoke - Mimico Watersheds, Toronto and Region Conservation, introduced herself and welcomed the members of the Etobicoke - Mimico Watersheds Coalition. Everyone in attendance introduced themselves. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF Don Ford, filling in for Tim Sturgeon, representing Brampton Scouts, declared conflict of interest as Don is a staff member of TRCA and will not have voting authority. March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H3 MEMBER'S BRIEFING Chandra Sharma gave a brief introduction to the Toronto and Region Conservation including its vision, geographic boundaries and the makeup of the TRCA Board and provided an overview of the contents of the Etobicoke - Mimico Watersheds Coalition Briefing Binder. The briefing binder is designed to be a useful resource tool for members and is divided into the following main categories: o History of Conservation Authorities o Information on Toronto and Region Conservation o The Etobicoke - Mimico Watersheds, o Contacts o Other Useful Information, and o Appendices. PRESENTATIONS 1. Etobicoke - Mimico Watershed Plan Technical Update Sonya Meek, Manager, Watershed Planning, TRCA made a presentation on the Etobicoke - Mimico Watershed Plan Technical Update. The presentation focused on the following: o Highlights of Etobicoke - Mimico watersheds characteristics o Land Use o Heavily urbanized o Because of the heavy industrial land use, there is a bigger chance of chemicals entering the water system through surface runoff o Terrestrial Natural Heritage o There is only 12% natural cover o Goal is to increase to 14% (to improve connectivity) o Aquatic Component o Groundwater o Technical Update o Reinforces previous recommendations with new science 2. Region of Peel Climate Change Strategy Leilani Lee - Yates, Principle Planner, Region of Peel, made a presentation on the Region of Peel Climate Change Strategy. The presentation focused on the following: o Overview (Peel statistics, overall objectives) o Summary (4 main impacts to Peel Region) o Risks (extreme weather) o Next Steps (1 - workshop to develop background documents on mitigation and adaptation, 2 - aiming to complete report by fall 2010) 3. Remedial Action Plan Jon Gee, Manager, Great Lakes Areas of Concern, Environment Canada and Member of the Coalition provided a very informative presentation on the Remedial Action Plan. March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H4 Environment Canada is working with Ontario to remediate Areas of Concern (AOC) along the Canadian side of Lake Ontario. Currently, there are ten AOC in Canada, five additional AOC shared by Canada and United States, and two have been delisted. The major concern with Toronto is the stormwater combined sewer outfalls (not industry issues as other AOC). A big hindrance to successfully delisting Toronto from the AOC list is cost. It is estimated that it will cost between $500 million to $1 billion to rectify Toronto's stormwater issues. BACKGROUND The Terms of Reference for the Etobicoke - Mimico Watersheds Coalition, dated November 2009 and adopted by the Authority at Meeting #9/09 held on November 27, 2009 by Resolution #A207/09, includes the following provision: Attachment 3, Section 7.0 - Selection of Chair and Vice Chair. The Chair and Vice Chair will be elected by the Watersheds Coalition from the membership. The Authority may appoint an interim Chair until such time that an election can take place. The Chair and Vice Chair will also be ex- officio members of all working committees. Election Process Nominations for Chair and Vice -Chair will be accepted followed by a show of hands. A formal election by ballot for Chair and Vice -Chair of the Etobicoke - Mimico Watersheds Coalition will be held only if necessary. March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H5 RES. #H2/10 Moved by: Seconded by: Project Team /Subcommittee Structure and Nomination of Members Establishing the structure and membership of the Etobicoke - Mimico Watersheds Coalition (Coalition) subcommittees and Project Teams. Marilyn Hagerman Irene Jones THAT the following subcommittees and project team structure be adopted for the Etobicoke- Mimico Watersheds Coalition, 2010 -2012; AND FURTHER THAT the attached subcommittee and project team membership for the Coalition, 2010 -2012, be adopted. CARRIED BACKGROUND The proposed subcommittee and project team structure was recommended by the former Coalition based on an evaluation of its second term. Two types of subcommittee and project teams are proposed: a) Subcommittees /project team of the Coalition to work on watershed -wide projects and matters of concern across TRCA jurisdiction; b) Project- specific teams tasked with implementing Etobicoke and Mimico Creeks Watersheds priorities at the community level through specific site level projects. These teams will be established, as required, for large scale integrated projects only. The following subcommittees and project teams are proposed for the current term (2010 -2012) of the Coalition: 1. Chair's Committee Chairs Committee will be responsible for the following tasks: • Act as a spokesperson for the Coalition; • Work with staff in setting priorities for Coalition meetings; and • Provide leadership and communication among Coalition project teams. Chairs committee will meet three weeks prior to the Coalition meeting or as required by the Chair or staff. The Committee would meet either in- person or by teleconference. This Committee will be comprised of four members including Coalition Chair and Vice Chair. March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H6 2. Watershed Planning and Policy Team Watershed Planning and Policy Team will be responsible for the following tasks: • Advise on Watershed Plan implementation priorities; • Work with other watershed groups to develop a regional scale report card (TRCA Living City Report Card); • Advise and assist with Toronto Remedial Action Plan priorities etc.; • Work with other TRCA watershed /waterfront groups such as the Don Watershed Regeneration Council and the Humber Watershed Alliance to review and comment on jurisdiction -wide planning and policy issues related to the protection of TRCA watersheds; and • Assist staff with urban agriculture related priorities in the watershed, as required. Watershed Planning and Policy Team will meet only on an "as required' basis. The team would meet either in- person or by teleconference. This Team will be comprised of up to eight members including Coalition Chair and Vice Chair. 3. Communications and Marketing Team The Communications and Marketing Team will be responsible for the following tasks: • Enhance the profile and branding of Etobicoke - Mimico Watersheds Coalition; • Assist staff in the development and management of web -based conservation network, including youth engagement through social media; • Assist staff with the development of materials, resources, and tools to engage youth and residents; • Assist.with the development of Creek Time newsletter and other watershed e- updates; • Provide effective program and communication support to events and projects recommended by the Coalition; and • Work with the Conservation Foundation of Greater Toronto to solicit support for watershed programs. Communication and Marketing team will work closely with other subcommittees and project teams of the Coalition. This team will be comprised of up to eight members including Coalition Chair and Vice - Chair. Project Team would meet either in- person or by teleconference as required. 4. Sherway Valley Trail and Restoration Project Team This project is located in the City of Toronto, near the intersection of Sherway Drive and The West Mall, in the Etobicoke Creek Valley. The Sherway Trail Project Team will work with TRCA staff and the City of Toronto to implement the objectives set out in the watershed report card for the Etobicoke and Mimico Creeks watersheds, primarily focusing on implementing the Sherway Trail Plan. Specifically, the team will: March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H7 • Provide input and advise on trail design and restoration plans; • Help raise community awareness and engagement; • Solicit new members from the local community to work with the Project Team; • Organize events to assist with implementation of restoration priorities; • Provide ongoing maintenance of the site (including ongoing tree and shrub maintenance, terrestrial and aquatic monitoring of restoration projects and invasive species management); • Help raise funds for stewardship and restoration efforts; • Help develop interpretive signage; and • Assist with planning and implementation of other opportunities, as appropriate. This Project Team will have a minimum of eight people consisting of Coalition and community members. Additional members (up to a maximum of 12 people) may be appointed to the Project Team. Project Team Chair or staff will update the Coalition on a regular basis on the progress of the team and new appointments. Project Team would meet either in- person or by teleconference as required. 5. Heart Lake Project Team The focus area for this Project Team will be the Heart Lake Conservation Area, located at 18181 Heart Lake Road in the City of Brampton. The Heart Lake Project Team will work with TRCA and the Etobicoke - Mimico Watersheds Coalition to implement the Heart Lake Conservation Area Master Plan and objectives set out in the watershed report card for the Etobicoke and Mimico Creeks watersheds. The primary focus for this Project Team will be on restoration and stewardship initiatives at Heart Lake Conservation Area. Specifically, the Team will: • Provide input to the planning and implementation of capital projects identified in the Heart Lake Master Plan; • Organize volunteer events to increase environmental awareness; • Implement restoration priorities; • Assist with the planning and implementation of Peel Children's Water Festival; • Provide ongoing maintenance at the Medicine Wheel Garden and other restoration projects (including ongoing tree and shrub maintenance, terrestrial and aquatic monitoring of restoration projects and invasive species management); • Help raise funds for stewardship and restoration efforts; • Help develop interpretive signage; and • Plan and implement other opportunities, as appropriate. This Project Team will have a minimum of eight people consisting of Coalition and community members. Additional members (up to a maximum of 12) may be appointed to the project Team on an ongoing basis. The Project Team Chair or staff will update the Coalition on a regular basis on the progress of the team and new appointments. Project Team would meet either in- person or by teleconference as required. March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H8 6. Sustainable Neighbourhood Retrofit Action Plan (SNAP) Project Team The County Court neighbourhood is located northeast of Hwy 407 and Hurontario Street in the Etobicoke Creek watershed, City of Brampton. This SNAP is part of a pilot program across the TRCA's jurisdiction aimed at creating local action plans to prepare existing neighbourhoods for climate change and transform them to become more environmentally sustainable. It will identify and showcase neighbourhood projects and initiatives for improved rain water management, increased trees and wildlife, and conservation of energy and drinking water across both public and private lands. Specifically, the Project Team will: • Provide input and advise during the development of County Court SNAP Action Plan; • Help identify innovative ways to engage the County Court neighbourhood in the development of a SNAP; • Assist with planning and delivery of events; and • As neighbourhood retrofit projects are identified and the SNAP is fully developed, members of this team will promote the SNAP to partners across the watershed, as well as look for opportunities for public and private sector partnerships in support of the recommended SNAP actions. This Project Team will have a minimum of eight people consisting of Coalition and community members. Additional members (up to a maximum of 12 people) may be appointed to the project Team on an ongoing basis. Project Team Chair or staff will update the Coalition on a regular basis on the progress of the team and new appointments. Project Team would meet either in- person or by teleconference as required. 7. Vallevbrook Green Project Team The Valleybrook project has been initiated through an Ontraio Trillium Foundation Grant. The project will facilitate a multi -year community engagement program focusing on the Valleybrook community surrounding the Etobicoke Creek valley between Sandalwood Partkway and Williams Parkway, a reach spanning more than 4kms. This project will help achieve community engagement objectives set out in the watershed report card for the Etobicoke and Mimico Creeks watersheds. Specifically, the Project Team will: • Assist staff with the development of a work plan for project delivery; • Assist with the development and implementation of programs to encourage the community to participate in lot level storm water management, backyard naturalization, trails appreciation etc.; • Help engage community; • Help develop interpretive signage; and • Plan and implementation of other opportunities, as appropriate. This Project Team will have a minimum of eight people consisting of Coalition and community members. Additional members (up to a maximum of 12 people) may be appointed to the project Team on an ongoing basis. Team members will work with an advisory committee comprised of Project Collaborative. Project Team Chair or staff will update the Coalition on a March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H9 regular basis on the progress of the team and new appointments. Project Team would meet either in- person, by teleconference, or as required by the terms of the Trillium Foundation Grant. 8. West Deane Restoration Project Team This project is located along Mimico Creek, City of Toronto. The West Deane Restoration Project Team will work with TRCA, City of Toronto and the Etobicoke - Mimico Watersheds Coalition to implement the objectives set out in the watershed report card for the Etobicoke and Mimico Creeks watersheds through the West Deane Restoration project. Specifically, the Team will: • Assist with the development and implementation of a multi -year restoration and stewardship plan for West Deane Park; • Help raise community awareness and engagement; • Solicit new members from the local community to work with the Project Team; • Organize events to assist with implementation of restoration priorities; • Provide ongoing maintenance of the site (including ongoing tree and shrub maintenance, Terrestrial and aquatic monitoring of restoration projects and invasive species management); • Help raise funds for stewardship and restoration efforts; • Help develop interpretive signage; and • Assist with ,planning and implementation of other opportunities, as appropriate. This Project Team will have a minimum of eight people consisting of Coalition and community members. Additional members (up to a maximum of 12 people) maybe appointed to the project Team on an ongoing basis. Project Team Chair or staff will update the Coalition on a regular basis on the progress of the team and new appointments. Project Team would meet either in- person or by teleconference as required. 9. Other Project Teams Initiatives related to Industrial Commercial and Institutional sector (101) priorities within the Etobicoke and Mimico Creeks Watersheds are currently being lead by the Partners in Project Green Steering Committee and Project Teams. Other subcommittees and project teams may be established by the Coalition as needed during the Term of the Coalition. Beyond the above mentioned project teams, members of the Coalition are encouraged to familiarize themselves with other TRCA watershed restoration projects in the Etobicoke and Mimico Creeks Watersheds and participate as required. WORK TO BE DONE • All Coalition members to be assigned to a subcommittee or project team. Members can join more than one committee if they wish. Jim Laird Korice Moir THAT Irene Jones and Debora Bielecki of the Planning and Policy Project Team be appointed to the TRCA's Living,City Report Card Subcommittee to work on the region - wide report card in conjunction with the Don Watershed Council and Humber Watershed Alliance members. CARRIED BACKGROUND TRCA, in collaboration with its municipal partners and stakeholders is preparing The Living City Report Card on the state of environmental health within its jurisdiction, which includes nine watersheds and the Lake Ontario waterfront. TRCA is mandated to do such work under the auspices of the Conservation Authorities Act 1946 to ensure the conservation, restoration and responsible management of Ontario's water, land and natural habitats. The intent is to effectively communicate conditions in accordance with The Living City objectives for TRCA's jurisdiction which includes the City of Toronto and part of the Regions of Peel, York and Durham, Town of Mono and Township of Adjala - Tosorontio. In the recent past, TRCA developed individual report cards for the Etobicoke, Mimico, Humber, Don, Rouge, Duffins and Carruthers watersheds in order to provide a detailed assessment of the health of the watersheds. Periodically, brief watershed report cards will continue to be produced by TRCA to communicate regional monitoring data and other relevant information on watershed conditions. With these report cards well established, a consolidated jurisdictional scale Report Card has been requested. Project Overview The Living City Report Card will provide a high level snapshot of how TRCA leads, partners and influences work aimed at achieving sustainable city region. It will communicate jurisdictional conditions and efforts using indicators, measures and targets established by watershed management strategies and supporting technical documents. The results will not only be of value as a self assessment of TRCA's work, but will also complement municipal State of the Environment reports and objectives. There will be a maximum of 13 indicators, which will be organized according to The Living City objectives: healthy rivers and shorelines, regional biodiversity, sustainable communities and biodiversity. The final indicators will represent the watersheds and waterfront. Each indicator March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H11 will also discuss climate change impacts and adaptation, and human health implications. The indicators will specifically present: • Measures for gauging progress or conditions; • Trends showing an improvement or decline in conditions; • Action(s) that TRCA leads; • Action(s) that TRCA is influencing but led by others; • Highlights of good news and bad news; • Targets; and • Key next steps on how to reach the target. The project will deliver a short, crisp report (approximately 20 -30 pages) that will be easy to understand, focus attention on key issues, provide solutions to problems and stimulate action. In addition, background technical materials will be available through TRCA and partner organizations to support the report card and provide more detailed information. The target audience for The Living City Report Card will be: • Regional and local municipalities; • Provincial and federal agencies; • Community groups; • Businesses; and • General public. Partnerships and Collaboration In developing the The Living City Report Card, consultations will be held with a wide range of stakeholders to assist in scoping the project, identifying and evaluating indicators, data collection and promoting the final product. Staff will consult with municipal partners, various provincial government agencies, academics, Non - governmental Organizations (NGOs) and TRCA watershed taskforces. A working committee comprised of TRCA technical staff will also be established to guide the project. Indicators Based on a review of indicator reports and sustainability strategies, 13 potential Living City Report Card indicators have been selected and are presented in Attachment 1 for discussion. A list of potential measures for each of the 13 indicators has also been developed for discussion and is presented on the table below. BACKGROUND In the Etobicoke and Mimico Creeks Watersheds, new technical information has emerged since publication of the watershed revitalization strategy Greening Our Watersheds: A Strategy for the Etobicoke and Mimico Creek Watersheds (TRCA, 2002). A more recent report, Turning over a new leaf: The Etobicoke and Mimico Creeks Watersheds Report Card (TRCA, 2006), identified the need for additional information to address specific data gaps. To address these deficiencies and provide a more informed basis for future watershed decisions, the Toronto and Region Conservation Authority initiated a Technical Update study in 2008. This Technical Update serves three purposes: 1. Compile new or updated technical information; 2. Characterize current conditions and issues; and 3. Update the strategic management recommendations and implementation priorities for these watersheds. The final report consolidates and integrates updated information in the following areas: • Groundwater quantity and quality • Surface water quantity o Baseflow and water use o Stormwater management and streamflow • Fluvial geomorphology • Surface water quality • Aquatic system and Instream Barriers to Fish Passage • Terrestrial natural heritage Presentations on the technical findings and recommendations for all technical components, with the exception of stormwater management and streamflow and fluvial geomorphology, were brought to Coalition meetings for comment during 2008 and 2009. A complete final draft report is being released in March, 2010 for review (see Attachment 1 - Executive Summary). Copies of the report will be available upon request following the Coalition meeting. A meeting is scheduled for March 4, 2010 with municipal and agency staff to present March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1 /10 H15 and discuss the report. Pending review comments, TRCA aims to finalize the report and seek Authority approval in May 2010. This updated technical information is meant to inform the ongoing implementation of policies and programs by TRCA and its partners. CARRIED BACKGROUND The City of Brampton, Town of Caledon, Credit Valley Conservation Authority (CVC), City of Mississauga, Region of Peel, and Toronto and Region Conservation Authority (TRCA) have come together to develop a Climate Change Strategy for the geographic region of Peel. Each of the partners recognizes the need to address climate change and have all established high level direction within their respective Strategic Plans or similar documents (i.e. Environmental Plans), highlighting the importance of addressing climate change impacts. The development and implementation of the Climate Change Strategy will be a shared responsibility between the partners and the broader community of Peel. The Climate Change Strategy will establish a strategic framework that will guide the six partners to mitigate and adapt to the effects of climate change. In early 2009 a Steering Committee was formed to help develop the terms of reference for the Plan. The partners recognize the urgency of (1) acknowledging and exploring the potential impacts of climate change on a local level; (2) developing mitigation strategies to reduce greenhouse gas emissions; and (3) crafting adaptation strategies to protect communities from the various risks posed by climate change, as well as prepare them for the potential opportunities. The Strategy will address the key sectors potentially affected by, or contributing to, climate change in Peel Region including, but limited to: public infrastructure, energy, transportation, emergency management, natural heritage, agriculture, public health, buildings and manufacturing. March 25, 2010 Etobicoke- Mimico Watersheds Coalition #1/10 H16 The final Strategy will help partners to focus their current work and to clearly identify roles and responsibilities for future actions. Implementation of the Strategy will be a shared responsibility that will be carried out as agreed to by the partners. The Strategy planning process contains four major tasks, each with distinct sub - tasks: Task 1: Background Research - October 2009 to January 2010 Task 2: Establishing the Plan - December 2009 to March 2010 Task 3: Preparing the Draft Plan - March to June 2010 Task 4: Finalizing the Plan - June to July 2010 A Project Team and Steering Committee (with staff from each of the partners) have been established to guide the process. A consulting team (DPRA, ENVIRON and Beacon Environmental) has also been hired to assist with project management, research and writing. CARRIED March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H17 BACKGROUND The Toronto and Region Remedial Action Plan was instituted in response to the designation of the Toronto and Region as a Great Lakes Area of Concern (AOC) in 1987. The AOC designation, one of 42 (later 43) made by the International Joint Commission, identified the watersheds of the Etobicoke, Mimico, and Highland creeks, and the Humber, Don, and Rouge rivers as the geographic extent of the AOC. Under the Great Lakes Water Quality Agreement (GLWQA) and Canada - Ontario Agreement (COA), Environment Canada (EC) and the Ontario Ministry of the Environment (MOE) share responsibility for the ensuring progress in the Great Lakes AOCs. Since 2002, TRCA has led the administration of the Toronto and Region RAP under agreements with EC and MOE. Management of the Toronto and Region RAP is undertaken by representatives from EC, MOE, the Ontario Ministry of Natural Resources, and TRCA. The most recent report of the Remedial Action Plan, the 2007 Progress Report "Moving Forward ", was released in compliance with reporting requirements under the aforementioned agreements. "Moving Forward" is the second major progress report of the Toronto and Region RAP, and updates the progress made since the release of the 2001 progress report "Clean Waters, Healthy Habitats ". Copies of the 2007 RAP Progress Report are available in print and electronic (CD -ROM) formats upon request to Stephanie Hawkins at shawkins @trca.on.ca. Current Remedial Action Plan Initiatives Resources obtained through the existing EC /MOE -TRCA agreements are allocated in support of TRCA programs that contribute to RAP objectives; these have included the watershed and fisheries management plans, the Terrestrial Natural Heritage Program, the Regional Watershed Monitoring Network, the Sustainable Technologies Evaluation Program (STEP), habitat and wildlife research initiatives, education and outreach programs, and RAP program coordination. The Remedial Action Plan also implements its own communications plan to provide information about the program and advance program objectives. In 2009, the Toronto & Region RAP and TRCA, launched the "Lake Ontario Evenings" speaker's series that will continue through 2010. In 2010, a summary report of recent RAP supported initiatives (2007 -2010) will also be produced. To implement initiatives identified by the Partners in Project Green Steering Committee and businesses in the Pearson Eco- Business Zone, the Partners in Project Green Strategy identified the development of Project Teams as an implementation tool. The following are the 2010 priorities each Project Team will be working towards. March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H22 2010 PROJECT TEAM PRIORITIES 1. Building Performance Team In 2010, the Eco- Efficiency Team and Green Building Retrofit Team will be merged into one team - the Building Performance Team. The rationale is that these two teams were found to have overlapping work and membership, making their merger one of increased efficiency. The team will continue to work on identifying new programming opportunities to improve the performance of buildings in the Pearson Eco- Business Zone. A number of these projects will include: • Continuing Programming and Projects o Eco- Efficiency Program - continuing to deliver the one - window Eco- Efficiency Program to local manufacturers and logistics operations. . o Sustainable Energy Plan Program - continuing to deliver the Sustainable Energy Plan Program to local manufacturers. o Financial Assistance Directory - re- publishing of the financial assistance directory. o Ongoing Training & Networking - continuing to develop and deliver training and networking opportunities for local businesses. o Energy Efficiency Library Project - development of an energy efficiency tool library for local businesses. o Rooftop Solar Market Push - completion of existing study on rooftop solar barriers and development of required tools to speed up implementation. • New Programming o Small Commercial Program - focusing on working with Enbridge and each local distribution companies BLITZ program to reach out to small businesses in the Pearson Eco- Business Zone. o Consortium Development - building on the idea of bringing businesses together to share best practices and reduce the costs of embracing sustainability, four green business consortiums will be developed targeting the following sectors: ■ Manufacturing - in partnership with the Canadian Manufacturers and Exporters, a green manufacturing consortium will be established. • Logistics - in partnership with the Supply Chain and Logistics Association and the Canadian Courier and Logistics Association, a green logistics consortium will be developed. • Hospitality - in partnership with the Greater Toronto Hotel Association, the Ontario Restaurant and Motel Association and the International Centre, a green hospitality consortium will be developed. • Green Office - in partnership with a number of property management firms, a green office consortium will be developed to help office green teams push improvements within their facilities. o Small Business Carbon 101 Program - a program to help small businesses identify their greenhouse gas baseline and develop a reduction strategy at little to no cost. o Retrofit Financing - developing financing strategies to help local businesses fund their building retrofit projects. March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1 /10 H23 o Tenant Marketing Strategies - working with property management firms and local utilities to connect tenants to improved building performance opportunities. 2. Green Purchasing Team In 2010, the Green Purchasing Team will continue to work on a number of projects, including: • Continuing Programming o Clinton Climate Initiative Purchasing Alliance - continue to offer discounts on building envelope technologies to local businesses. • New Programming o Green Energy Marketing Partnership - launch the green energy marketing partnership with Bullfrog Power. o Green Cleaning Program - launch the green cleaning program with Unisource and Johnson - Diversey. o Green Product Database - launch a green product and service database on the Partners in Project Green website. o Demand Response 3 Program - investigate the potential of launching a Demand Response 3 partnership as a potential revenue generator. o Scientific Research and Experimental Development Program - investigate the potential of launching a SR &ED partnership to connect local companies to tax credits as a way to generate potential revenue. o Solar Thermal Purchasing Group - investigate the potential of developing a group purchase of solar thermal technologies for local businesses. o New Purchasing Programs - investigate new opportunities for green purchasing programs as they arise. 3. District Energy Team In 2010, the District Energy Team will complete a feasibility study on the development of an airport vicinity district energy system. Once the study is complete in mid -2010, the team will work on implementation options and financing partnerships if the feasibility study proves positive. 4. Resource Reutilization Team In 2010, the Resource Reutilization Team will continue to work on a number of projects, including: • Continuing Projects o Regional Resource Reutilization Network Feasibility Study - complete in early 2010 the feasibility study of the regional resource reutilization network and work towards implementation if deemed feasible. o University of Waterloo Organic Waste Study - complete a research study in partnership with the University of Waterloo on the options for organic waste generated in the Pearson Eco- Business Zone. o Yield Bio -Gas Study - work towards the implementation of the recommendations of the Yield Bio -Gas Study with municipal partners. • New Programming March 25, 2010 Etobicoke - Mimico Watersheds Coalition #1/10 H24 o Great Exchange Program - develop and deliver a networking session to help connect businesses to resource exchange opportunities. 5. Transportation Team In 2010, the Transportation Team will continue to work towards the establishment of the Pearson Eco- Business Zone Transportation Demand Management Association in partnership with Metrolinx, Smart Commute Mississauga and Smart Commute Brampton - Caledon. In addition to working towards employee commuting options, as part of the Green Logistics Consortium, logistics operations will begin to be consulted on new fleet technologies and opportunities in the Pearson Eco - Business Zone. 6. Green Jobs Team In 2010, the Green Jobs team will launch a number of programs and continue to identify training opportunities for green jobs in the Pearson Eco- Business Zone. • New Projects o Energy Management Co -Op Program - to be delivered in partnership with the University of Waterloo, Seneca College and Humber College, the program will provide training and mentoring to a co -op student and the partner company to help identify and implement energy reduction opportunities at facilities in the Pearson Eco - Business Zone. o Sustainable Business Plan Internship - delivered in partnership with Seneca College this program will connect local businesses to students who will assist them in developing corporate sustainability plans. o Cool Rexdale - this program will connect young people from Rexdale to roofing apprenticeships to install green and cool roofs in the Rexdale community. o Toxic Reduction Student Placement Program - connecting co -op students to companies in the City of Toronto to assist them in complying with the Community Right to Know By -law. o Solar Apprenticeship Program - develop a program to provide apprenticeships to young people to become electricians and install solar panels. 7. Policy Harmonization Team In 2010, the Policy Harmonization Team will work towards the development and implementation of the policy tools identified during the consultation completed in 2009. Green Site Team In 2010, the Green Site Team will continue to work on a number of restoration projects, including: • Upper Mimico Creek Restoration - continued naturalization of portion of the Mimico Creek, including the removal of a concrete channel and re- alignment of the creek adjacent to Canadian Tire's Goreway Distribution facility and Sithe Global in Brampton. • Alfred Kuehne Channel Naturalization - removal of a concrete channel and naturalization of a portion of the Etobicoke Creek south of Steeles Avenue in Brampton. • Courtney Park Naturalization - installation of a trail and naturalization work adjacent to Pratt and Whitney in Mississauga. • Dixie and Derry Roads Naturalization - naturalization and wetland development at the corner of Dixie and Derry Roads in Mississauga. • Kennedy Valley Park - naturalization and trail construction adjacent to the inter - change of Highway 407 and 410 in Brampton. In addition, the Green Parking Lot Program will be re- launched with a new post- secondary partner and delivered to local companies. 9. Marketing and Networking Team In 2010, the Marketing and Networking Team will work focus on the following projects: • Business Ambassador Program - the roll -out and launching of the Business Ambassador Program. • Channel Partnerships - the development of channel partnerships and marketing opportunities through channel partners, such as the local distribution companies, boards of trade, and industry associations. • Networking Events - development and delivery of networking opportunities for local businesses. • Annual Report - the development and delivery of the Partners in Project Green Annual Report in April of 2010. 10. Business Plan Development Team /Executive Team In 2010, the Business Plan Development Team will continue its development of the Partners in Project Green Business Plan and development of revenue opportunities for the project. ETOBICOKE - MIMICO COALITION OPPORTUNITIES Members of the coalition are encouraged to share the Partners in Project Green message (see attachment #1 for messaging piece) with business contacts in the Pearson Eco- Business Zone (general messaging and the project goals are attached). Members are also invited to participate in Partners in Project Green events and a list of 2010 activities has been attached. CARRIED BACKGROUND Project planning and budget preparation for the Etobicoke and Mimico Creek watersheds is an ongoing process that is reviewed annually to ensure long range forecasting remains accurate. In preparing the budget, staff reviewed commitments to on -going and new projects within the Etobicoke and Mimico Creek Watersheds. Funding has been requested from both the Region of Peel and the City of Toronto. Funding has also been made available through other partners including the Greater Toronto Airport Authority (GTAA), Brampton Area Community Foundation, Tree Canada, TD Friends of the Environment, corporate donations and community in -kind support. Matching funds and in -kind contribution is also approved and /or anticipated form City of Mississauga, City of Brampton and Town of Caledon. A chart listing the various capital projects is provided below and a brief project summary of each project is attached. DETAILS OF WORK TO BE DONE • Continue develop individual projects, designs, partnerships, and funding for each project; • Develop and engage Project Teams in the implementation of various projects; and • Report back to the Coalition on the status of individual projects throughout 2010. November 18, 2010 Etobicoke - Mimico Watersheds Coalition #2/10 PRESENTATIONS H31 Etobicoke Creek Trail and Permeable Parking Lot Demonstration Michael Gusche, Project Manager, City of Mississauga briefed members on the Etobicoke Creek Trail and pervious concrete demonstration site. The newly constructed 7 km trail from Eglinton Avenue West to Mount Charles Park helps link the fully proposed trail from Marie Curtis Park along the Lake Ontario waterfront up into the Valleywood community in the Town of Caledon (a total length of 33 km's). A pervious concrete public parking lot was also constructed along this newly constructed trail off Britannia Road on Greater Toronto Airports Authority (GTAA) lands (in partnership with GTAA, Partners in Project Green, Toronto and Region Conservation, Ontario Ready Mixed Concrete Association and Holcim Canada). CARRIED BACKGROUND A network of well connected trails has been identified as an important public open space requirement in "Turning Over a New Leaf: The Etobicoke and Mimico Creeks Watershed Report Card 2006 ". Approximately 12 kilometers of new trail extension along the Etobicoke Creek and Mimico Creek is scheduled to be completed over the next several years with support from local municipalities, businesses, community groups and Toronto and Region Conservation (TRCA). Trail specifications and use for each link is determined in consultation with municipal staff based on opportunities and constraints. The table below lists the various new trail enhancement projects scheduled to be completed between 2010 to 2012. The Heart Lake Conservation Area trail system is also undergoing upgrades and restoration as identified in the Heart Lake Master Plan. GREATER TORONTO AIRPORTS AUTHORITY TRAIL LINK AND PERMEABLE PARKING LOT /STAGING AREA DEMONSTRATION West Etobicoke /Greater Toronto Airports Authority Trail (Matheson Boulevard East to Drew Road, Mississauga, ON) This project is being delivered by the City of Mississauga in partnership with the Greater Toronto Airports Authority (GTAA), Region of Peel, Partners in Project Green: A Pearson Eco- Business Zone and TRCA. TRCA has endorsed the City's trail design and has agreed to manage the planning and construction for a portion of the trail which will also include habitat and restoration work as well as interpretive signage through Edward Scarlet Park. The current development phase of the Etobicoke Creek trail within the City of Mississauga is approximately 7.0 kilometres long (from Matheson Boulevard East through the western boundary of Lester B. Pearson International Airport ( LBPIA) to Mount Charles Park). GTAA has approved the proposed trail through LBPIA lands and is also partnering with the City of Mississauga and TRCA to develop a permeable parking lot and staging area as a pilot project within the Pearson Eco- Business Zone. The permeable demonstration parking lot and staging site has been constructed along Etobicoke Creek trail to highlight green elements that can be integrated into parking areas in order to improve local water quality and manage stormwater runoff at source. In order to reduce the amount of stormwater runoff and restore the natural hydrological cycle, green parking lots integrate permeable paving surfaces and vegetative swales that allow water to infiltrate the soil. This site will also serve as an opportunity to educate companies in the Pearson Eco- Business Zone on how they can improve their sites through green parking lot techniques. Additional inkind support for the parking lot and staging area has been provided by Ready Mix Concrete Association of Ontario, Dufferin Concrete, TD Friends of the Environment Foundation and the Toronto Region Remedial Action Plan. STATUS OF OTHER TRAIL LINKS The trail connection projects mentioned above are currently being developed in partnership with respective municipalities. Where funding has been approved, staff are proceeding with design and approvals. Appropriate third -party agreements for trail easements will be negotiated through municipalities, as required. Provided below is a brief progress update on each project: November 18, 2010 Etobicoke - Mimico Watersheds Coalition #2/10 H34 2. Sherway Trail (QEW to Sherway Drive, Toronto, ON) This section of the trail will establish a trail link between the City of Toronto and City of Mississauga. The project is being delivered through a partnership between the City of Toronto, TRCA and the Sherway Trail Project Team (a working group of the Etobicoke - Mimico Watersheds Coalition). The funding for this trail link has been made available through the City of Toronto, Section 37 development contribution. TRCA staff will manage the planning and construction of this project which will also include habitat and restoration work as well as interpretive signage. Trail design has been completed and approved by both City of Toronto and the TRCA. All necessary permits are being obtained including finalization of an access agreement with the Ministry of Transportation. Construction is tentatively scheduled to begin in the Spring of 2011. 3. South Mimico Trail (Lakeshore to QEW, Toronto, ON) This section of the trail established an important connection from the waterfront trail at Humber Bay Park to South Mimico neighbourhoods along Mimico Creek. TRCA and City of Toronto staff are working in partnership to secure lands and funding through new development projects along Park Lawn. Staff are also working with Toronto Water to coordinate construction activities through the Bonar Creek Stormwater Management Pond project. The concept design and trail alignment has been completed and approved by both City of Toronto and the TRCA. We are currently in the process of developing the designs for two pedestrian crossings over Mimico Creek. Agreements have also been negotiated with developers to incorporate pedestrian trail links and restoration along Mimico Creek through development review. Construction is tentatively scheduled to begin in 2011. 4. Kennedy Valley Trail and Restoration (Drew Road to Hwy 410, Brampton, ON) This trail link establishes a gateway to Brampton at Drew Road, where the trail connects with the Etobicoke Creek Trail in Mississauga. The project is being delivered through a partnership between the City of Brampton, Region of Peel and TRCA. Funding for this project has been made available through the City of Brampton (trail construction and design) and the Region of Peel (restoration). Damage to valley habitat and vegetation by all- terrain vehicles is a significant issue which will be addressed through a multi - partner enforcement and communication strategy in this area. TRCA staff will manage the planning and construction of this project, which will also include habitat and restoration works as well as interpretive signage. Trail designs have been completed and necessary permits are being obtained from the Ministry of Transportation. Construction is tentatively scheduled to begin in the Spring of 2011. 5. Valleywood Trail (Mayfield Road to Hwy 10, Caledon, ON) This trail link will connect the Etobicoke Creek Trail in the City of Brampton to the Town of Caledon. Staff are currently in the process of negotiating funding for trail development with the developer in Mayfield West. TRCA has completed a concept design for the trail link. Once the funding is confirmed and the concept design is approved, TRCA staff will November 18, 2010 Etobicoke - Mimico Watersheds Coalition #2/10 H35 manage the planning and construction of this project which will also include habitat and restoration work as well as interpretive signage. FINANCIAL DETAILS Total estimated budget for all five projects (including trail extension, pedestrian crossings, restoration, staging areas and signage) is approximately $ 5 million. Thus far, a total (approved) funding commitment of approximately $ 2.6 million has been made by partner municipalities (Toronto, Peel, Mississauga and Brampton), TRCA, development industry and local fundraising efforts. In addition to these trail extension projects, the permeable parking lot demonstration project in the Pearson Eco- Business Zone has received a funding commitment (cash and in- kind) of approximately $120,000. BACKGROUND At the Etobicoke - Mimico Watersheds Coalition Meeting #1 /10, March 25, 2010, RES. #H5 /10, the draft Etobicoke and Mimico Creeks Watersheds Technical Update Report 2010 was received. Over the past several months, staff has consulted the Coalitions' Policy Team and TRCA's partner municipalities to seek input to the technical findings and management recommendations. Implementation recommendations have been refined in an updated Section 11 of the Technical Update Report, particularly in Sections 11.4 (Regeneration) and 11.5 (Implementation Priorities by Watershed Partner), provided for further Coalition review and comment (Attachment 1). Section 11.4 identifies four priority areas for integrated regeneration projects (Refer to Table 11- 3) and two additional priority areas of focus for habitat enhancement projects (Refer to Table 11- 4 for details). The report calls for an integrated, collaborative approach to implementation of the regeneration initiatives, identified within each priority area. Such an integrated approach could offer opportunities for more creative, informed designs that achieve co- benefits and cost - sharing advantages. These priority areas address strategic management recommendations for the watersheds. Coalition feedback about other local regeneration or community considerations that should be noted in this report to assist in further project scoping would be especially helpful. Section 11.5 summarizes key new implementation actions for each watershed partner. Coalition members should confirm the roles outlined for them. Copies of the final draft report are also being circulated to watershed municipalities and agencies for review. Pending review comments, TRCA aims to finalize the report and seek Authority approval in winter 2011. Purpose and Scope of Technical Update As previously reported, in the Etobicoke and Mimico Creeks Watersheds, new technical information has emerged since publication of the watershed revitalization strategy Greening Our Watersheds: A Strategy for the Etobicoke and Mimico Creek Watersheds (TRCA, 2002). A more recent report, Turning over a new leaf. The Etobicoke and Mimico Creeks Watersheds Report November 18, 2010 Etobicoke - Mimico Watersheds Coalition #2/10 H37 Card (TRCA, 2006), identified the need for additional information to address specific data gaps. To address these deficiencies and provide a more informed basis for future watershed decisions, the Toronto and Region Conservation Authority initiated a Technical Update study in 2008. The final report consolidates and integrates updated information in the following areas: • Groundwater quantity and quality • Surface water quantity o Baseflow and water use o Stormwater management and streamflow • Fluvial geomorphology • Surface water quality • Aquatic system and Instream Barriers to Fish Passage • Terrestrial natural heritage This updated technical information is meant to inform the ongoing implementation of policies and programs by TRCA and its partners.
