January 15, 2009 Partners in Project Green Steering Committee PPG3 PRESENTATIONS (a) Partners in Partners in Project Green Objectives and Steering Committee’s Roles and Responsibilities Toby Lennox, Chair, provided an overview of the Partners in Project Green Objectives and the vision to transform the lands surrounding Pearson into an internationally recognized community known for its competitive, high performance and eco-friendly business climate. Mr. Lennox further outlined the mandate, roles, responsibilities, reporting, governance structure and project teams. Discussion • The Etobicoke-Mimico Watershed Coalition requested that the Chair of the Coalition be a voting member of the Steering Committee • Steering Committee members can direct any other suggestions to staff on the Terms of Reference • Terms of Reference be revised and presented to the Toronto and Region Conservation Authority for approval. RES. #PPG2/09- PARTNERS IN PROJECT GREEN – VISION STATEMENT Approval of the Vision Statement for the Partners in Project Green. Moved by: Ernie Springolo Seconded by: Jane Holmes THAT the following be approved as the Vision Statement for Partners in Project Green and the Pearson Eco-Business Zone: Partners in Project Green is creating the Pearson Eco-Business Zone, envisioned to be an internationally recognized community known for its competitive, high performance and eco-friendly business climate. Partners in Project Green will: • Demonstrate that the simultaneous pursuit of economic and ecological goals result in greater benefits for the business community; • Assist businesses to improve their financial and environmental performance; and, • Attract and retain investments in eco-economic development initiatives……………………………………………………………CARRIED PPG4 Partners in Project Green Steering Committee January 15, 2009 BACKGROUND Through the consultation process to develop the Partners in Project Green Strategy, the following vision for the project was developed: Partners in Project Green is creating the Pearson Eco-Business Zone, envisioned to be an internationally recognized community known for its competitive, high performance and eco-friendly business climate. Partners in Project Green will: • Demonstrate that the simultaneous pursuit of economic and ecological goals result in greater benefits for the business community; • Assist businesses to improve their financial and environmental performance; and, • Attract and retain investments in eco-economic development initiatives. In the short-term, Partners in Project Green will focus on working with existing businesses within the Pearson Eco-Business Zone to realize the financial benefits of addressing environmental issues. Partners in Project Green will work to achieve the following key objectives: 1. Build general awareness and capacity for eco-business and eco- development among partners and throughout the business community. 2. Implement collaborative green business projects and programs that create triple-bottom-line benefits for all involved. 3. Build municipal capacity and support for eco-economic development on the region’s employment lands. With respect to the first objective, Partners in Project Green will focus on businesses in existing major sectors, such as food processing, logistics, plastics, air transport supply chain and automotive supply chain. In the longer-term, Pearson Eco-Business Zone will evolve to become the first choice location for progressive companies with clean-tech operations and a desire to demonstrate eco-business leadership. These companies will be drawn by the existing regional assets, including Toronto Pearson International Airport (Toronto Pearson); the success of existing businesses; and the knowledge infrastructure established by Partners in Project Green to assist companies in saving money and reducing their environmental impact. With successful implementation of the eco-opportunities described in this strategy, Partners in Project Green will create the Pearson Eco-Business Zone, where the existing major sectors will become the greenest in their class globally, and the area will be home to a world-scale cluster of like-minded, integrated, and highly competitive businesses with a reputation as the place to do business in a high performance, eco-friendly way. To formalize this vision staff recommends that the Partners in Project Green Steering Committee approve the vision statement. January 15, 2009 Partners in Project Green Steering Committee PPG5 RES. #PPG3/09- PARTNERS IN PROJECT GREEN BUSINESS PLAN DEVELOPMENT Approval of the development of a business plan for Partners in Project Green. Four members of the Steering Committee volunteered to be appointed to the Business Plan Development Group. Moved by: Jane Holmes Seconded by: Ian Howcroft THAT the Partners in Project Green Steering Committee develop a business plan for Partners in Project Green; AND FURTHER THAT Ernie Springolo, Toby Lennox, Eve Adams, and John Coyne be appointed to the Business Plan Development Group…………………….CARRIED BACKGROUND The development of the Partners in Project Green Strategy included the development of a business model for the governance of the initiative and touched briefly on funding opportunities, but completing a detailed business plan was not within the scope of the process. Partners in Project Green must be financial sustainable over the short and long-term. Currently funding for Partners in Project Green comes from a number of sources – the Region of Peel, City of Toronto and a 7-year financial commitment from the Greater Toronto Airports Authority. In addition to these sources, there is also program support from the provincial and federal governments and the private sector, including Enbridge Gas and Woodbine Entertainment Group. Over time, it is envisioned funding for Partners in Project Green will increasingly come from businesses (as donations or through revenue generating programs, such as carbon trading, fee-for-services, commissions and royalties) and less from the various levels of government. This will be required for Partners in Project Green to be sustainable in the long-term, but more importantly, by generating revenues Partners in Project Green will be able to illustrate its value to the business community. BUSINESS PLAN DEVELOPMENT Staff recommends a sub-committee of the Partners in Project Green Steering Committee be established to oversee the development of the business plan. This group will oversee the development of a terms of reference, a request for proposals and the selection of a consultant to complete the business plan. The sub-committee will aim to complete the business plan by June of 2009. FUNDING Provision has been made in the Pearson Eco-Business Zone 2009 budget to undertake this project. PPG6 Partners in Project Green Steering Committee January 15, 2009 RES. #PPG4/09- PARTNERS IN PROJECT GREEN – 2009 PROJECT TEAMS WORK PLAN ENDORSEMENT Endorsement of Partners in Project Green Teams and work plans. Moved by: Carmen McClelland Seconded by: Maja Prentice THAT the Partners in Project Green Project Teams and work plans, as appended, be endorsed; THAT Partners in Project Green Steering Committee members be encouraged to chair a Project Team that aligns with their interests and/or appoint a representative from their organization; AND FURTHER THAT Project Teams make progress reports to the Partners in Project Green Steering Committee………………………………………………CARRIED BACKGROUND To implement initiatives identified by the Partners in Project Green Steering Committee and businesses in the Pearson Eco-Business Zone, the Partners in Project Green Strategy identified the development of Project Teams as an implementation tool. These Project Teams are to be comprised of public and private sector representatives with an interest in the specific project area. Depending on the initiative, a Project Team may have a short or long-term lifespan. Through the development of the Partners in Project Green Strategy, a number of Project Teams were identified based on the needs and concerns of businesses within the Pearson Eco-Business Zone. A number of Project Teams have already been established, while a number of others are in the process of being formed. PROJECT TEAM ESTABLISHMENT The attached document highlights the Partners in Project Green Project Teams that have been established, or are in the process of being established, including their mandate, team members and 2009 work plans. The Project Teams include: 1. Marketing and Networking Team 2. Eco-Efficiency Team 3. Food Waste Reutilization Team 4. Resource Reutilization Team 5. Transportation Solutions Team 6. Green Site Team 7. Green Purchasing Team 8. Green Building Retrofit Team 9. Green Job Corp Team 10. Policy Harmonization Team 11. District Energy Team January 15, 2009 Partners in Project Green Steering Committee PPG7 These Project Teams will assist Partners in Project Green in meeting the broad goals set in the Partners in Project Green Strategy. During the development of programs and projects, the various Project Teams will set targets for each of their initiatives and relate these back to the overall goals set for Partners in Project Green. Partners in Project Green Steering Committee members are encouraged to Chair a Project Team and/or suggestion potential Project Team members from either their organization or the broader community. NEXT STEPS The Project Teams listed above will continue, or begin their work, in 2009 and provide regular reports on the status of their initiatives at each Partners in Project Green Steering Committee meeting. RES. #PPG5/09- PARTNERS IN PROJECT GREEN COMMUNICATIONS PLAN Development of a communication plan for Partners in Project Green. Further, to provide regular updates between meetings and provide the members with Minutes of each meeting and a contact directory of the Steering Committee members. Moved by: Eve Adams Seconded by: Neil Lacheur THAT the attached Partners in Project Green Communication framework and strategy be endorsed; AND FURTHER THAT members of the Partners in Project Green Steering Committee assist with the cross-promotion and other strategy implementation mechanisms as appropriate……………………………………………………..CARRIED BACKGROUND The development of the Partners in Project Green Strategy included a high-level communication plan for the initiative that identified messaging requirements, audiences, objectives and collateral requirements. However, a more detailed communication plan that connects all of these elements is required. The development of the communications plan will be completed by the Marketing and Networking Team. This project team’s mandate is to enhance the profile of Partners in Project Green in the Pearson Eco-Business Zone and, in the medium-term, promote the initiative regionally, nationally and internationally. PPG8 Partners in Project Green Steering Committee January 15, 2009 COMMUNICATION PLAN DEVELOPMENT The following is an outline of the potential communication strategies that have been identified and will be reviewed by the Marketing and Networking Team as they formalize a communication strategy. Communications Objectives Primary • Create enhanced awareness of Partners in Project Green in the eco- business zone. • Create enhanced awareness of the importance of sustainable business activity from an economic, social and environmental standpoint. • Establish strong relations with all levels of government so as to allow for projects to be implemented quickly and efficiently. • Provide effective communication in support of priority projects/programs recommended by the Steering Committee. Secondary • Build credibility of PPG among key media, business and government opinion leaders outside the eco-zone Target Audiences Primary 1. Businesses whose facilities are located in the eco-zone and the: • Businesses already engaged in Partners in Project Green - Executives - Employee • Prospective business partners (there are 12,500 businesses in the eco-zone) - Executives - Employees 2. Partner municipal staff: • Leaders and key employees of the founding partners Secondary • Ontario and Federal government officials (Ministries of Energy, Environment, Natural Resources, Transportation, etc.) • Media (Local/Regional/National) • Business Media • Environment Media January 15, 2009 Partners in Project Green Steering Committee PPG9 Communication Strategies 1) Position Partners in Project Green as business-led through business leaders profiles, comments, etc. • Prepare partner executive by-lined articles for publication in newsletters, on the Project website, or in media • Profile partner executives on the web site • Schedule partner representatives for speaking engagements inside and outside the eco-business zone • Post video/audio interviews with partner executives online 2) Convey progress/movement through a variety of ongoing electronic and print communications. • Weekly updates to website • RSS feeds from website • Monthly e-newsletter • Bi-annual print newsletter to study area 3) Prioritize target businesses within the eco-zone to focus communications efforts on market segments. • Create “Partner Information Kit” for distribution to prospective partners (can also be used as media kit, general information package) • Develop “sales plan” to engage members of high priority market segments (targeting logistics, food processing, plastics, automotive supply chain and property management) • Develop sales support materials (presentations, brochures, etc) 4) Generate exposure through credible regional, national and international media. • Develop target media lists • Research editorial calendars • Time “good news stories” for pitches according to editorial calendars • Prepare media release schedule that represents anticipated news about Partners in Project Green and its partners 5) Engage communication departments of major partners to help deliver key PPG messages. • Create “plug and play” communications materials for use by partners (e.g. banners/buttons for partner websites, articles for employee newsletters/intranets, etc.) • Signage for participating businesses (e.g. Sticker for door, etc.) • Develop a document for communications departments outlining practical ways to leverage PPG to build corporate social responsibility reputation PPG10 Partners in Project Green Steering Committee January 15, 2009 6) Reach out to broader business and environmental community to demonstrate the value of business/industrial eco-business zones. • Seek and apply for appropriate green business awards • Develop outreach speaking engagement schedule for key spokesperson(s) (e.g. Boards of Trade meetings, Green Living Show, conferences, etc) • Develop a list of key green business opinion leaders in Canada and internationally, inform them about the project and invite them to receive updates 7) Demonstrate transparency to all stakeholders in terms of PPG finances, governance, strategic approaches and results. • Create and distribute annual report • Organize networking event around the release of the annual report (an unofficial annual meeting of partners and stakeholders) • Post Agendas and Minutes of Steering Committee meeting on website (send notices of postings) 8) Area Signage (creating a visible presence in the area) • Signage delineating the area • Project specific signage (e.g. Restoration project by Partners in Project Green) Measurement • Establish metrics for evaluating the success of each strategy above • Schedule a “Knowledge and Attitude survey” in 2009 to measure progress from 2008 survey • Apply measurement to develop targets in 2010 and beyond NEXT STEPS This framework will be fine-tuned by the Marketing and Networking Project Team and will include refining the deliverables, priorities, responsibilities and resources for implementation. The plan will be finalized by the end of March 2009. FUNDING A budget of $50,000 has been established for the Marketing and Networking Team for the development and implementation of the communication plan in 2009. RES. #PPG6/09- SCHEDULE OF 2009 MEETINGS A schedule of 2009 meeting dates is proposed for the Partners in Project Green Steering Committee to include a tour of the GTAA initiatives at the #2/09 April 16, 2009 meeting. Meetings will be held on the third Thursday of the month at 2:00 p.m. quarterly. The last Partners in Project Green Steering Committee of the year will be in October and act as a general meeting open to the businesses within the Pearson Eco-Business Zone. It will have a formal session, followed by a presentation on the year’s accomplishments and plans for 2010, as well as a networking reception. PRESENTATIONS (a) Green Energy Act & Opportunities for Partners in Project Green, Enersource Hydro Mississauga Dan Pastoric, Enersource Corporation, provided a brief outline of the Green Energy Act and its key priorities to foster conservation and energy culture in Ontario. Mr. Pastoric also discussed the benefits of the Act for Partners in Project Green such as being a catalyst for green business development. The Steering Committee agreed that it would be mutually beneficial for the Minister of Energy and Toby Lennox, assisted by Bob Delaney, to meet and align objectives and provide the Minister with a resource for practical issues in energy management and consultation. Toby Lennox is to keep the Steering Committee informed of the outcome. April 16, 2009 Partners in Project Green Steering Committee PPG3 RES. #PPG7/09 - BUSINESS PLAN DEVELOPMENT To update the Partners in Project Green Steering Committee on the current work of the Business Plan Development Team. THE AMENDMENT WAS .................................................................................CARRIED THE MAIN MOTION, AS AMENDED, WAS......................................................CARRIED BACKGROUND The Partners in Projects Green Strategy (2008) recommends the development of a business plan for the project to achieve long term financial sustainability of Pearson Eco-Business Zone. A Business Plan Development Team was appointed at the first meeting of the Partners in Project Green Steering Committee on January 15, 2009. PROJECT TEAM UPDATE The Business Plan Development Team at their first meeting, reviewed and discussed a variety of business development approaches for Partners in Project Green. Staff were then requested to develop detailed information on: • Short and long-term revenue and cost projections • Current (2009) budget information • Existing revenue models; Potential/anticipated revenue models • Strategic priorities and opportunities for business involvement PPG4 Partners in Project Green Steering Committee ___ April 16, 2009 It was felt that staff was already utilizing a number of revenue models that could be further refined. The team also explored ideas around how companies could contribute and be involved in Partners in Project Green. It was felt that companies should be recognized for a multitude of activities, ranging from providing financial support to the project and providing product at a reduced cost, to implementing initiatives on their sites and sharing their experiences with other businesses in the area. Staff included all of these requirements in the attached Partners in Project Green – Business Plan Development Report (DRAFT). At the team’s subsequent meeting, this report was re-visited and additional information will be added, including a budget forecast, refined analysis of the revenue models (to include benefits and drawbacks of each), further exploration of the contribution models, and the addition of targets from the strategy. Once completed and vetted by the group this document will become the foundation of the Partners in Project Green Business Plan. DISCUSSION The Steering Committee recognized that there is no urgent need for a full business plan to be brought back to the Steering Committee for approval. Instead, the Business Plan Development Team would like to continue to work with staff to build on important components as necessary. RES. #PPG9/09 - MARKETING AND NETWORKING TEAM To update the Partners in Project Green Steering Committee on the current work of the Marketing and Networking Team. April 16, 2009 Partners in Project Green Steering Committee _ PPG5 PROJECT TEAM UPDATE Following the Steering Committee meeting on January 15, 2009, the team reviewed and refined the draft communication strategy developed by TRCA and identified activities that could be completed in-house and would have to be completed by a consultant. After this process the team issued a Request for Proposals (RFP) that looked at developing the following communication deliverables: • Sector-Based Communication Strategies – targeting automotive, logistics and warehousing, plastics, food processing and general manufacturing sectors. The deliverables will include a sector based communication plan, including key messages, earned media opportunities, trade organizations, and sector based marketing kits highlighting opportunities for savings. • Business Ambassador Program – developing communication links between businesses and Partners in Project Green, including looking at membership opportunities, developing plug-and-play communication materials for businesses, employee engagement tools to help businesses report and promote their involvement with Partners in Project Green, and other business-to-business learning opportunities. • Public Relations Consultancy – if the successful respondent has public relations experience they were encouraged to provide a proposal for assisting Partners in Project Green in developing media relationships. This was an optional requirement for the RFP. The RFP was due on April 3rd, 2009 and a successful respondent will be selected by the end of April 2009. PROJECT TEAM UPDATE The Eco-Efficiency Team has brought together all of the utilities that have operations in the Pearson Eco-Business Zone, including Enersource Hydro Mississauga, Hydro One Brampton, Toronto Hydro, Enbridge, Toronto Water and Peel Water, along with Natural Resources Canada, other funding agencies, and business from the area. The team has developed a number of initiatives that have already been launched, including: • Partners in Project Green Eco-Efficiency Program – a program that offers manufacturers and logistics/warehouses a free assessment of low-hanging energy, water and waste opportunities in their facilities, a cost-shared audit, and implementation assistance. • 360 Sustainable Energy Plan Program – a program that helps companies develop and implement an energy management plan for their facility. In addition to launching these programming pieces, agreement was realized among all of the utilities to develop joint marketing materials and communication strategies in the Pearson Eco-Business Zone. This will include: • Referring to Partners in Project Green companies that are interested utilizing Partners in Partners in Project Green programming and bundling multiple incentives from various agencies. • Developing a financial assistance directory for energy and water conservation incentives that can be distributed to each utility and their customers. • Delivering a number of targeted energy efficiency workshops that will integrate real-time data with lessons on reducing consumption. • Developing a relationship with Electrician and HVAC trade organizations to promote Partners in Project Green. In addition to these deliverables, all of the utilities have agreed in principle to sharing aggregated results for companies engaged and energy/water reductions realized in the Pearson Eco-Business Zone on an annual basis. The Eco-Efficiency Team will continue to work on completing these deliverables and identifying new opportunities for mutual cooperation. PROJECT TEAM UPDATE The first Green Building Retrofit Team provided a healthy discussion among property owners and management firms about the barriers and opportunities for retrofitting industrial and office buildings in the Pearson Eco-Business Zone and throughout the GTA. Representatives from the Clinton Foundation’s Clinton Climate Initiative (CCI) were invited to speak to their work with cities globally and to identify opportunities were they could assist Partners in Project Green and local property owners and management firms. The CCI has a mandate of reducing greenhouse gas emissions and provides cost-free consulting to assist the public and private sectors reduce their emissions by providing technical assistance, facilitating project development and execution, developing financing models, purchasing assistance, and sharing best-practices, in the areas of buildings, transportation and waste. The CCI were impressed with the model of Partners in Project Green and noted that they hadn’t seen anything like it globally. They offered assistance in a number of areas: • CCI Purchasing Network – the CCI has negotiated reduced costs for energy efficiency building envelope materials (lighting, HVAC, windows, roofing, etc.) that cost anywhere between 5 to 50% lower if a company had a national account. They have indicated that Partners in Project Green companies can access this network. TRCA staff is currently working on the implementation details. • Financial Strategies – the CCI has dedicated staff that can assist in developing financing models for building retrofits and renewable energy projects. They will make these services available to Partners in Project Green. PPG8 Partners in Project Green Steering Committee ___ April 16, 2009 • CCI also has an interest in the Partners in Project Green Biogas Project and has offered to provide assistance. As an outcome of the meeting a number of the property owners and management firms agreed to pursue retrofit pilots with at least one of their facilities. TRCA staff are in the process of following up with the attendees to discuss how this might occur and what types of assistance will be required. These pilots will serve as models that can then be rolled out across the Pearson Eco-Business Zone. PROJECT TEAM UPDATE The Resource Reutilization Team has met twice since the January 2009 Steering Committee meeting and has developed two projects that they are currently moving forward – a Biogas Feasibility Study and a Regional Resource Reutilization Feasibility Study – both of which were identified as priorities in the Partners in Project Green Strategy. January 15, 2009 Partners in Project Green Steering Committee PPG9 The Biogas Feasibility Study is looking at turning pre and post-consumer organic waste found in the Pearson Eco-Business Zone into biogas that can be used to generate clean energy in the area. The study being completed in partnership with the Region of Peel and Yield Energy, and is looking at: • Identifying suitable sites for a biogas plant(s) within or near the Pearson Eco- Business Zone; • Identification and characterization of the organic wastes being generated within or near the Pearson Eco-Business Zone; • Identification of key participants to commit organic wastes to the proposed biogas plant(s); and, • Preparation of a pro-forma for the proposed biogas plant(s). The feasibility study is currently underway and will be completed in June or July of 2009. All organic waste generators within the Pearson Eco-Business Zone are encouraged to share their waste numbers and speak with TRCA staff. There is also an online poll available for companies to submit their waste online for inclusion in the analysis. The second project the Resource Reutilization Team is exploring is the development of a regional waste reutilization network. The idea is to create a forum for businesses to share waste information with potential users of that waste – a Craigslist of available resource opportunities. The team has just issued a request for proposals (RFP) that will investigate existing regional resource exchanges globally to identify the conditions for success. With those conditions identified, the successful respondent will analyze whether those conditions existing in the GTA and Pearson Eco-Business Zone, and make recommendations for moving forward with implementation. In summary it was concluded that: • The timing for developing an Eco-Industrial Best Practices Toolkit is extended from May 2009 date to the Fall of 2009. It was felt that a better result would follow a more methodological approach rather than rush to provide recommendations to meet the current Official Plan update timelines. • That there be broad based recommendations that apply to all municipalities and specific guidelines for each municipality within the Pearson Eco Business Zone. • That a review of case studies would enhance and reinforce the need to harmonize policies. • That zoning could first be adopted for the Pearson Eco-Business Zone but be approached in such a way as to assist widespread adoption across GTA. • Stress the benefits of or 'stress the green benefits that come from zoning changes in the PPG area' so that the project leads by example. • Will recommend establishing a baseline database and performance measure system to report on program success – establish indicators and targets; • Industry should assist with monitoring The Policy Team agreed upon the following final deliverables by the end of 2009: 1. An Eco-Industrial Best Practices Toolkit for Pearson Eco-Business Zone; 2. Broad-based policy recommendation based on the above; 3. This includes creek restoration and naturalization projects, as well as working with corporate partners on greening their sites. PROJECT TEAM UPDATE The Green Site Team is tasked with developing and implementing projects that protect and enhance the terrestrial and aquatic systems around Toronto Pearson. Specifically this team focuses on creek rehabilitation and restoration projects, along with assisting businesses in greening their sites (landscaped and parking areas). The team recently launched a Green Parking Lot Program that helps businesses (re)design their parking lots and landscaped areas to implement green elements, such as permeable surfaces, vegetated swales and introduce drought tolerant native species. The program is offered in partnership with the University of Toronto’s Centre for Landscape Research and utilizes graduate students from the Faculty of Architecture, Landscape and Design for the design and implementation of projects. Three sites are currently being worked on in the Pearson Eco-Business Zone in 2009. The following are those sites: • Pratt and Whitney Canada – after reviewing high-level opportunities for greening their site, ranging from a green roof to naturalizing their mowed areas, Pratt and Whitney has agreed to move ahead with developing a bio- swale (a vegetated area to collect and treat stormwater) along the southern perimeter of their parking lot, and naturalize a portion of their site with wildflowers. • Tiffany Gate Food – this facility has had an ongoing drainage issue on a City of Toronto right-of-way. Staff arranged a meeting with City of Toronto to see if there was a solution for the drainage issue and an opportunity to capture the water and use for irrigation on the site is being developed for implementation this year. • GTAA Green Parking Lot Demonstration Site – as part of the development of a recreational trail through Toronto Pearson, the Green Site Team is developing a green parking lot demonstration site that will include a permeable concrete surface and bio-swales. Monitoring on infiltration rates will be completed and the site will be used to showcase what local companies can do at their sites. The Green Parking Lot Program is available to all companies in the Pearson Eco- Business Zone and Steering Committee members who may be interested in pursuing this opportunity are encouraged to contact staff. PPG12 _ Partners in Project Green Steering Committee_ ___ April 16, 2009 RES. #PPG15/09- BIO-DIESEL MARKETING PARTNERSHIP Approval to pursue the development of a partnership to promote bio-diesel use by logistics facilities in the Pearson Eco-Business Zone. Moved by: Ernie Springolo Seconded by: Walter Kraus THAT staff develop a marketing partnership to promote the use of bio-diesel in the Pearson Eco-Business Zone...........................................................................CARRIED BACKGROUND The Pearson Eco-Business Zone features the largest concentration of logistics and warehouse operations in Canada. This makes it an ideal area to promote alternative fuels and innovation in logistics operations, both of which combined can move the broader sector towards more environmentally and economically sustainable practices. In discussions with Maple Leaf Foods it was discovered that portions of their Ontario food waste (animal fat and grease) are shipped to Montreal to be processed into bio- diesel. Over 90 per cent of this makes its way to markets in the United States. Maple Leaf Foods currently has a market for all of its production (35 to 40 million litres annually); however, it has an interest in closing the loop and utilizing this bio-diesel closer to home where the feedstock originates. Most trucking firms can utilize a 2 to 5 per cent bio-diesel blend with their existing diesel fuel without having their fleet’s warranties threatened. However, getting this blend is completed one of the following three ways – it is mixed onsite at a company’s own fuelling station; it is mixed on the delivery truck prior to delivery to fuelling stations; or it is blended at Sunoco’s distribution facility in Toronto, which is the only facility in the province that blends bio-diesel in their storage tanks. This limited distribution network means the uptake of bio-diesel in the province is limited, meaning that waste generated in the province and converted into bio-diesel has to find a market in the United States. The objective of this marketing partnership would be to work with local logistics facilities to promote the utilization of bio-diesel created from local food waste, with an overall goal of enhancing the entire bio-diesel distribution network in Ontario. PARTNERSHIP OUTLINE Given the limited distribution network, the marketing partnership will target logistics facilities that currently have onsite fuelling stations for their fleets. This means that logistics companies can still purchase regular diesel from their current supplier and then purchase bio-diesel to realize a 2 to 5 per cent mixture. It also means companies looking for a larger bio-diesel ratio, such as 20 to 100 per cent, can easily do so. April 16, 2009 Partners in Project Green Steering Committee _ ___ PPG13 This is the process Maple Leaf currently utilizes for their bio-diesel fuelling at their Dundas, Ontario facility. They make use of bio-diesel they produce and operate at a ratio of 2 to 5 per cent bio-diesel to their regular diesel fuel depending on the time of year. The bio-diesel is delivered to their Dundas site from their production facility and mixed with their existing diesel fuel to the targeted ratio. By utilizing marketing directed at logistics facilities with onsite fuelling stations, along with other operations, such as the Greater Toronto Airports Authority, this is the bio- diesel fuelling process that will be promoted by the partnership. There are two producers of bio-diesel from waste in Ontario – Maple Leaf Foods and Biox. Preliminary research has been completed with Maple Leaf and a discussion with Biox is in the process. Maple Leaf has indicated their interest in moving forward with a marketing partnership utilizing the process described above. After discussions with Biox, staff would like to formalize a relationship with one or both companies and begin implementation. RATIONALE Developing a bio-diesel marketing network was identified in the Partners in Project Green Strategy. This partnership will assist Partners in Project Green in realizing the following targets: • 10 per cent of all energy generating capacity to come from renewable energy by 2015. • Reduce GHG emissions by 6% below 1990 levels by 2014 and 15% below 1990 levels by 2020. In addition to these goals, the project will also help realize a number of broader objectives that will not only assist the Pearson Eco-Business Zone, but the broader logistics sector, including: • Increasing the use of alternative fuels in the logistics sector • Utilizing waste generated in Ontario to fuel Ontario logistics fleets • Increasing the market for bio-diesel from waste so distribution networks will respond to increase the availability of alternative fuels PRESENTATION (b) Biodiesel Marketing Partnership, Rothsay Biodiesel Group Alan Rickard, Sales Manager Alternative Fuels, Rothsay Biodiesel Group, an operating division of Maple Leaf Foods, provided a brief outline of the technical aspects of biodiesel as well as the viability of a biodiesel program within the Pearson Eco-Business Zone. Mr. Rickard described biodiesel as a non-toxic, high-cetane, diesel replacement made from renewable sources (triglycerides) which reduces carbon dioxide through its lifecycle and has an energy balance of PPG14_ Partners in Project Green Steering Committee_ ___ April 16, 2009 3.5 to 1 and greater. Mr. Rickard also outlined Rothsay's in yard fuelling program and GTAA biodiesel fuelling considerations such as niche fuel marketers, limited suppliers who have blending capabilities and alternative supply chains. The Steering Committee discussed next steps which include identifying marketing pieces and distribution channels. RATIONALE A partnership with a renewable energy re-seller will not only assist in helping reach Partners in Project Green’s renewable energy goals, but will also: • Push the general market for green electricity; • Provide a lower cost option for businesses looking to purchase renewable energy; and, • Develop a potential revenue source for Partners in Project Green. PARTNERSHIP OPPORTUNITY Bullfrog has approached TRCA and Partners in Project Green about partnering to provide renewable energy to businesses in the Pearson Eco-Business Zone. Discussions have been informal at this point, but have centered on providing a reduced cost for businesses who choose to buy renewable energy from companies such as Bullfrog Power, as well as a commission that could be used to fund Partners in Project Green projects. Bullfrog Power ensures 100 per cent low-impact renewable energy is available to residents and businesses in Ontario. They buy their electricity from wind and hydro facilities that have been EcoLogo Certified and use a portion of their profits to develop new renewable energy projects. April 16, 2009 Partners in Project Green Steering Committee _ ___ PPG15 PARTNERSHIP DEVELOPMENT TRCA’s purchasing policy requires a competitive process for the purchase of materials and services. Staff believe it is important that in order to maintain the integrity of Partners in Project Green, an open process should be pursued in the development of a renewable energy marketing partnership with a re-seller. BACKGROUND The Business Plan Development Team has met twice since the April 2009 Steering Committee meeting. The development of the business plan is an evolving process as the team tries to identify potential revenue sources to ensure the long-term financial sustainability of the project. At the May 2009 meeting the team reviewed the budget forecasts moving forward and felt that there was a need to set a target for self-generated revenues for Partners in Project Green. At the moment the budget ration of self-generating revenues versus government contributions for PPG3 Partners in Project Green was 20/80. The team felt that a goal of reversing this to 80/20 self- generating versus government revenues should be the financial sustainability goal for Partners in Project Green by 2015. The ways to reach this goal are still to be determined, but future programs and projects should look to result in both improved environmental impact and revenues for Partners in Project Green if the initiative is to become financially sustainable over the long-term. . One of the ways the group wanted to reach this goal was through the development of a subscription fee for accessing Partners in Project Green resources. There was a feeling among the team that the programs available to businesses would result in improved productivity and that Partners in Project Green should be able to capture some of that value through a subscription fee. The team asked TRCA staff to investigate other economic development and industry associations to determine how revenues could be raised through such a fee. SPONSORSHIP MODEL REVIEW A number of sponsorship models were reviewed as part of the work by Eco-Industrial Solutions Inc. They estimated that Partners in Project Green was likely to attract individual sponsorships in the range of$1,000 to $10,000 for events such as conferences, awards ceremonies, or large networking events, while individual sponsorships in the range of$300 to $2,000 for events such as luncheons, breakfasts, and workshops. The team felt that sponsorships could be utilized to fund and augment funding for Partners in Project Green events, as has been the case thus far; however, the team felt that sponsorships shouldn't be driving force behind whether an event is delivered. In order to assist and give direction on the type of sponsorships available and the value proposition, TRCA staff will develop a sponsorship criteria document. In addition to sponsoring events, Partners in Project Green also pursues sponsorships for programming and projects. An example of this is Woodbine Entertainment's grant/sponsorship of the Green Jobs programming being developed in Rexdale. These sponsorships offer the opportunity to leverage corporate social responsibility objectives of companies in the area and beyond in order to deliver programming that promotes the goals of Partners in Project Green. The team felt that these types of sponsorships should continue, but that a criteria and value proposition document be developed by TRCA staff. NEXT STEPS The outcomes resulting from the Steering Committee decisions regarding the subscription and sponsorship models will be factored in the Partners in Project Green Business Plan's revenue forecasts and brought back to the team for review and implementation. BACKGROUND At the April 2009 Steering Committee meeting the Marketing and Networking Team was directed to develop and deliver a sector-specific marketing program and Ambassador Program. The Ambassador Program is seen as an opportunity to turn businesses in the Pearson Eco- Business Zone as spokespeople and promoters of Partners in Project Green. By utilizing Ambassador companies and their external and internal communications, there becomes an opportunity to spread the word about Partners in Project Green and get more businesses involved with the initiative. The team issued a request for proposals for the development of the program and the successful respondent was the Innovolve Group. TRCA staff have been working with PPG5 Innovolve, the Marketing and Networking Team, and businesses from the area, to develop both the sector-based marketing strategy and the Ambassador Program. An initial invite for the first Ambassadors were sent out in September and they will be recognized as part of the October 15th, 2009 Partners in Project Green networking event. These initial invites went to Steering Committee members and some specific companies who have been working with Partners in Project Green. The program will become open to others later in 2009 once the final approach has been approved by the Steering Committee. AMBASSADOR PROGRAM OVERVIEW The concept of the Ambassador Program was developed in consultation with the business community through May and June of 2009, with the concepts being further refined in consultation with the Marketing and Networking Team through the summer. In consultation with the business community it was felt that the Ambassador Program should provide the following benefits: • Dedicated Business Advisory Services- in addition to having access to the Partners in Project Green program catalogue, Ambassadors would receive additional project specific support for their sustainability initiatives. This might include coordinating regulatory/stakeholder meetings, advance company specific eco-business opportunities, draft proposals/RFPs and complete sustainability related awards applications. • Employee Engagement Tools-enhanced range of education and communication materials for staff training and internal environmental engagement campaigns. • Enhanced Profile and Recognition - media exposure opportunities that would be exclusive to Ambassadors (interviews with media outlets), promotion of achievements to media outlets and Ambassador network. • Marketing Materials-ability to utilize Partners in Project Green brand and messaging for external and internal communications. • Access to Community of Excellence-access to other thought leaders and businesses within the Pearson Eco-Business Zone who are pursuing sustainability initiatives. An example might be if a company is looking to learn about a specific green energy, they could be connected to another Ambassador who is pursuing that type of technology in order to learn from their experience. Those businesses consulted thought it would be best to not have a fee associated with becoming an Ambassador and, that while it should promote sustainability, the Ambassador Program should be easy for a company to join and not feature anything too onerous for the company to complete (i.e. greenhouse gas reduction targets, an environmental management system, ongoing reporting to Partners in Project Green, etc.). Given this input, it was felt that in order to become an Ambassador there still had to be a level of commitment and a corporate vision surrounding sustainability. Thus in order to ensure the company has some level of knowledge of sustainability and includes it in its corporate vision, businesses interested in becoming Ambassadors and receiving the benefits associated with PPG6 the program would have to develop a sustainability statement that refers to the Pearson Eco- Business Zone. AMBASSADOR PROGRAM AND SPONSORSHIPS It is also prudent to understand how sponsorship would integrate with the Ambassador Program. As a sponsor of Partners in Project Green, a company would not be considered an Ambassador if they had not developed a sustainability statement related to the Pearson Eco- Business Zone. The Ambassador Program has to be seen as something that is based on corporate commitments around sustainability, as opposed to something that a company can purchase. A business can be an Ambassador and a sponsor, but only if they fulfill the requirements of both obligations. CONCLUSION It is important to see the Ambassador Program as a way to promote sustainability and Partners in Project Green to a broader audience by leveraging the communication of business Ambassadors. The process it provides to become an Ambassador and the additional benefits it offers are really a means to ensure that the Partners in Project Green brand is only associated with those companies that are embracing sustainability. PRESENTATION (b) Ambassador Program, The Innovolve Group Garrick Ng, Vice President of Sustainability, provided an outline•of the Ambassador Program which aims to create a vehicle to allow relationships between like companies to materialize. Becoming an ambassador means: a) community of excellence, b) enhanced, personalized support and c) faster payback, less risk. One way of • promoting the ambassador program to businesses would be to use a media kit which would highlight the following categories: • Why join; • What is eco-business; • Sector Zone; • Benefits; • Getting Sarted. RES.#PPG22/09- AIRPORT VICINITY DISTRICT ENERGY REQUEST FOR PROPOSALS Request For Proposals (RFP) for an Airport Vicinity District Energy Feasibility Study. CARRIED BACKGROUND The area surrounding Toronto Pearson features four generating stations that all have the potential to be tapped for their excess steam to provide district heating and cooling. The Airport Vicinity District Energy System project will focus on two of the stations-GTAA's Co-Generation Plant and Trans Alta Generation Station -to identify how their excess steam can be utilized for a district energy system in the Pearson Eco-Business Zone. FEASIBILITY STUDY In order to establish a financial and environmental case for the Airport Vicinity District Energy System, a feasibility study needs to be completed. The study will include: 1. Feasibility of the proposed solution, including: • Heating and cooling • Steam-based versus water-based • Evaluation of processes, technologies and equipment 2. Characterization of potential customers, including: • Area building typologies • Load profiles • Types of activities • Distance from plant 3. Estimated costs, including: • Capital costs, expressed overall and as dollar ($) per thermal unit or other appropriate normalized factor • Operating costs, expressed overall and as dollar ($) per thermal unit or other appropriate normalized factor • Pricing models • Pro-forma for project 4. Land-use requirements, including: • Property easements • Zoning and Official Plan requirements • Other Regulatory Requirements 5. Environmental implications, including: • Greenhouse gas reduction potential • Carbon credit opportunities 6. Potential ownership models, including: • Private ownership • Public/private partnership If the results of the feasibility study are positive, Partners in Project Green will then issue an expression of interest to identify potential candidates for partnership in developing the Airport Vicinity District Energy System. PPG8 FINANCIAL ISSUES Funds for this project have been allocated in the 2009 Partners in Project Green budget. An additional funding request will be made through the Federation of Canadian Municipalities. TIMING The RFP will be issued in November 2009 and the feasibility study will be completed by the spring of 2010. PPG9 BACKGROUND On September 22"d, 2009 the Green Purchasing Team met and endorsed the proposed Green Cleaning Program partnership with Unisource and Johnson-Diversey. The team further recommended the Steering Committee move forward with the proposed partnership. One of the goals of Partners in Project Green is to assist companies in the Pearson Eco- Business Zone to realize reduced costs on green technologies. In addition to this goal, Partners in Project Green also aims to reduce the release of toxic emissions and improve the working environments of employees within the Pearson Eco-Business Zone. To assist in meeting these aims, Partners in Project Green proposed to develop a Green Cleaning Program partnership to help reduce the cost of green cleaning supplies, while providing the tools and support to improve working environments in the Pearson Eco-Business Zone. PARTNERSHIP OPPORTUNITY Two companies have approached Partners in Project Green about developing a green cleaning marketing partnership in the Pearson Eco-Business Zone. Those businesses are Unisource and Johnson-Diversey. Johnson-Diversey is a green cleaning product manufacturer with a patented process to deliver and provide green cleaning and office audits, advice, products and promotion, through its Healthy High Performance Cleaning (HHPC) Program. It operates throughout North America and works with the public and private sector to deliver green cleaning options through its distribution network. Johnson-Diversey is a division of S.C. Johnson, who has been in business for over 120 years. With sales in 170 countries, Johnson-Diversey has clients including food service providers, food and beverage processing plants, building service contractors. Unisource is a national distributor of office supplies, including green cleaning and office products, and operate a distribution facility within the Pearson Eco-Business Zone. They are also a distributer of Johnson-Diversey green cleaning products. Johnson-Diversey and Unisource have offered to provide reduced pricing for companies in the Pearson Eco-Business Zone on green cleaning supplies (up to 45 per cent), as well as a commission to Partners in Project Green for program referrals (ranging from two per cent for all sales totaling between $300,000 and $500,000 and three per cent on all sales after $500,000). PROGRAM OUTLINE The Green Cleaning Program will be designed to assist companies in the Pearson Eco- Business Zone to reduce their consumption of toxic cleaning and office supplies, with the intent of improving indoor air quality, increasing worker productivity and decreasing toxic releases to the region's sanitary sewer system. The program will assist companies in identifying their current cleaning processes, highlighting opportunities for the introduction of green cleaning supplies, setting standard operating procedures, implementing their program, and promoting their green cleaning program, all with the overall of goal of improving the local working environment and creating a healthy workplace for employees. PPG10 The program will be administered by Partners in Project Green and delivered via contract by Johnson-Diversey and Unisource. After a business has made contact with Partners in Project Green and the Green Cleaning Program has been identified to meet their needs, Johnson- Diversey and Unisource will contact the business to begin the following. This process would be provided at no-cost to Partners in Project Green. RATIONALE The rationale for working with both of these partners is that Johson-Diversey offers not only green cleaning products, but more importantly a process that ensures all aspects of a green cleaning program are implemented within an organization, including products, processes, education and marketing. Unisource is a distributor of Johnson-Diversey products, but also other green cleaning and office supplies, this makes them an ideal outlet for connecting companies to a provider of the required green office supplies. There are a number of green cleaning providers; however, where Johnson-Diversey adds value is through its HHPC Program that provides not only an assessment of green cleaning options, but also provides assistance in developing standard operating procedures and ongoing marketing and education materials for the client. The HHPC program is built upon a foundation of LEED certification and will give a company the points they require if they decided to pursue certification. It should also be emphasized that companies utilizing the Green Cleaning Program are not required to purchase green cleaning products manufactured by Johnson-Diversey or distributed by Unisource as a participant in the program. PROCUREMENT PROCESS A non-competitive procurement process was utilized to develop this program. Under TRCA's Purchasing Policy, Section 1.14, Subsection 5, reads: "The required goods and services are to be supplied by a particular vendor or supplier having special knowledge, skills, expertise or experience that cannot be provided by any other supplier." Johnson-Diversey meets this criteria as it is the only vendor which provides the level of support provided by the HHPC program, including developing standard operating procedures and communications materials to support the clients' shift to green cleaning. Furthermore, Johnson-Diversey is the only vendor that has their products GreenGuard certified in addition to Eco-logo and Green Seal certifications. GreenGuard is an industry-independent, third-party testing program for low-emitting products and materials, which ensures high IAQ standards. FINANCIAL DETAILS There will be a limited financial outlay for the development of marketing materials for the promotion of the Green Cleaning Program. The program aims to be a revenue generator to assist in funding other Partners in Project Green programming. PPG11 RES.#PPG25/09- GREEN ENERGY MARKETING PARTNERSHIP To select a vendor with whom Partners in Project Green will develop a green energy marketing partnership to promote renewable energy use in the Pearson Eco-Business Zone. BACKGROUND One of the goals of Partners in Project Green is to realize 10 per cent of all energy consumed in the Pearson Eco-Business Zone from renewable energy sources by 2015. A partnership with a renewable energy re-seller will not only assist in helping reach Partners in Project Green's renewable energy goals, but will also: • Push the general market for green electricity; • Provide a lower cost option for businesses looking to purchase renewable energy; and, PPG12 • Develop a potential revenue source for Partners in Project Green. To assist in reaching this target, TRCA developed an expression of interest (EOI) that was sent out to licensed energy retailers that provided a green energy options. Invitations were sent to Bullfrog Power, Direct Energy, Ontario Power Generation, and Just Energy. Proposals were received from Bullfrog Power and Direct Energy. PARTNERSHIP REQUIREMENTS The EOI required the green energy retailer to meet the following criteria: 1. Eco-Logo Certified -the green energy must come from Ecology certified sources to ensure it meets or exceeds the highest environmental standards in the country as defined by Environment Canada. 2. Locally Sourced Power-the green energy that will service the Pearson Eco-Business Zone must be sourced from local generators in Ontario in order to compliment provincial renewable energy targets and address the area's acute smog problems. 3. Energy Generation - the Respondents should have a record of bringing renewable energy online and the Green Energy Marketing Partnership should assist in new renewable energy generation being created in Ontario. 4. Communications-the Respondents must possess high level marketing credentials to assist in communicating and educating businesses on the green energy program and include an outline of the proposed marketing partnership for the Partners in Project Green initiative. 5. Trustworthy Reporting -the Respondents must be committed to transparent, reliable reporting that provides customers with trustworthy and defensive information on the environmental benefits on their green power purchase. 6. Endorsements-the Respondents should highlight any support they have earned from the environmental community for its dedication and contribution to environmental sustainability. 7. Financial Commitment- as a component of evaluation criteria of this program, Respondents are asked to provide costs of service, as well as a commission and reduced cost structure for members of Partners in Project Green. TRCA Discussion In addition to discussing this issue with the Green Purchasing Team, staff reviewed the proposals with TRCA management to get their input. The comments from TRCA management included: • TRCA should be associating itself with Type 3 Eco-Logo Certified Power as opposed to older (Type 1 and 2) renewable energy. The rational for this is that TRCA wants to promote the creation of new renewable energy generation in order to increase the mix of renewable energy in Ontario's electricity supply. • Given Bullfrog Power's leadership in the market, that they are an Ontario company and that they are increasing the supply of renewable energy locally, TRCA should support their proposal at this time; however, this partnership will have to be reviewed annually and, that in the future, as the green energy retailer market matures, TRCA must look to align itself with the type of power being supplied, as opposed to a specific company. PPG13 CONCLUSION Upon review of the information contained in this report, the Steering Committee is requested to select a vendor for the green energy marketing partnership. RES.#PPG27/09- PEARSON ECO-BUSINESS ZONE LOW-IMPACT DEVELOPMENT DESIGN GRANT Launch of a low-impact development grant for post-secondary education institutions to deliver the Pearson Eco-Business Zone Green Parking Lot Program. Moved By: Suzan Hall Seconded by: Brad Chittick THAT the Pearson Eco-Business Zone Low-Impact Development Design Grant be approved. CARRIED BACKGROUND The Partners in Project Green Strategy provides targets relating to improved ecological conditions with the Pearson Eco-Business Zone, including: • Twenty per cent of impervious parking area to be converted to feature onsite stormwater controls by 2015. • No net loss of natural heritage areas/features. • Increase riparian vegetation to a minimum of 75 per cent through the Pearson Eco- Business Zone by 2015. The goal of these targets is to reduce the amount of surface water runoff carrying pollutants and causing erosion in the Etobicoke and Mimico Creeks, while encouraging more onsite infiltration and improved aquatic conditions. To assist in reaching these goals, Partners in Project Green delivers a Green Parking Lot Program in the Pearson Eco-Business Zone. The program aims to assist companies surrounding the Toronto Pearson in developing plans to improve their parking and landscaped areas to increase onsite stormwater retention and increase biodiversity. This program has been delivered in partnership with the University of Toronto's Centre for Landscape Research and students from the faculty of Architecture, Landscape and Design have completed the projects for TRCA. This relationship has worked for the past year; however, recently TRCA's lead contact at the University of Toronto, Professor Pierre Belanger, has taken a new position at another university in the United States. In discussions with Mr. Belanger prior to him leaving the University of Toronto it was decided that in order to continue the program it would be best to develop a competitive process where other post-secondary education institutions could apply to deliver the Pearson Eco-Business Zone Green Parking Lot Program and in return would receive a grant to cover their expenses. PPG14 This approach would ensure landscape architects in training could continue to get work experience implementing innovative low-impact development projects, but also provide an opportunity for TRCA to expand its partnership with other education organizations. PROGRAM OUTLINE The Pearson Eco-Business Zone Green Parking Lot Program works with companies looking to re-surface or construct new parking lots and/or improve site landscaping to encourage green practices. In general the program aims to: • Introduce-paving surfaces that allow water to infiltrate the ground (i.e. pervious paving and porous concrete); • Improve landscaping with drought tolerant native plants; • Utilize various techniques for capturing and utilizing stormwater for irrigation; and • Implement other innovative solutions to improve the environmental performance of industrial sites. The program provides to participating businesses plans that can assist them in implementing green parking lot designs, including: • Landscape Planning & Site Engineering • Site Design & Engineering (Topography & Drainage) • Site Design & Engineering (Surfaces & Bio-Mass) • Treatment Strategies Design & Details • Identified Zones (Plans, Sections & Details) • Rendered Views • Site Layout • Ground Level • Aerial • Cost Estimation • Quantity Surveying • Cost Research & Implementation Logistics The purpose of the Green Parking Lot Design is to provide a plan for the implementation of a green parking lot on the business/property owner's site. This plan may be implemented over time as the business owner has to replace portions of their parking lot, or it might be completed all at once. In some cases, TRCA will work with business/property owners to speed up implementation by identifying funding assistance to help with their projects. GRANT OVERVIEW The purpose of the Pearson Eco-Business Zone Low-Impact Development Design Grant is to secure a post-secondary institution partner to deliver the Pearson Eco-Business Green Parking Lot Program. The grant will be utilized by the successful post-secondary institution's team to design green parking lot projects and provide real-world experience for students in designing and implementing innovative solutions for stormwater management and site design. TRCA will release a Request For Proposals (RFP) in to post-secondary institutions in Ontario with landscape architecture and/or design programs in November of 2009 with a deadline of PPG15 the end of December 2009. The successful respondent will be selected for a one-year partnership from running through 2010. The grant will provide $30,000 for the duration of the term, with funding from MITACS and GTAA. The successful post-secondary team will work with TRCA and Partners in Project Green in delivering the Pearson Eco-Business Zone Green Parking Lot Program. This will include: • Site meetings and consultation with business clients; • Developing green parking lot proposals for business clients; • Developing and delivering green parking lot plans to business clients; • Presenting green parking lot plans to business clients; and, • Assisting, when required, with the implementation of green parking lot plans (i.e. project management, tender development, etc.) In addition to these services, the successful post-secondary team may also work with TRCA and Partners in Project Green on other low-impact design projects around Toronto Pearson. BACKGROUND The TRCA receives many marketing partnership offers for Partners in Project Green to work with vendors of products and services. These are partnerships where companies are willing to give a discount to businesses in the Pearson Eco-Business Zone and/or are willing to provide a commission to TRCA for referrals to potential clients. In order to better review these opportunities in the context of Partners in Project Green, staff believe a Vendor Evaluation Criteria should be approved to help assist in determining whether a marketing partnership is advantageous to the initiative. This Vendor Evaluation Criteria will work in conjunction with TRCA's existing Purchasing Policy, but will be utilized as an additional screen to ensure the brand and reputation of TRCA and Partners in Project Green is maintained. On October 15th 2009, the Partners in Project Green Steering Committee endorsed the Vendor Evaluation Criteria and recommended that the criteria be forwarded to the TRCA Board for their approval. EVALUATION CRITERIA OUTLINE The following criteria for marketing partnerships are proposed: • Operations located within the Pearson Eco-Business Zone -this supports and promotes businesses within the Pearson Eco-Business Zone and stimulates relationships among Partners in Project Green members. • A Partners in Project Green Partner or Ambassador-this rewards members for participation and ensures familiarity with the goals of Partners in Project Green. • Publish a Corporate Sustainability Report -this ensures the environmental sustainability of all vendors and provides transparency and accountability. • Contributes to promote the goals of Partners in Project Green - It is important to include vendors who understand and promote Partners in Project Green goals in order to ensure the overall success of projects. • A recognized environmental leader in its field -this recognises and rewards environmental leaders for their work, and also ensures the high environmental standards are adhered to. This will be measured by media reports, third party verifications, and overall reputation. • Established relationship with Pearson Eco-Business Zone companies - vendors with pre-existing relationships will have specialized knowledge of the needs of businesses in the Pearson Eco-Business Zone and provide an opportunity to develop new business connections for Partners in Project Green. • Willing to develop a funding partnership and/or provide a reduced cost for Partners in Project Green partners - ensures financial benefits are delivered to companies in the Pearson Eco-Business Zone and develops revenue opportunities for the delivery of programming to companies in the area. PPG17 • Environmental Product certifications—the company has its products and/or services certified by third-party or government environmental certifications in order to ensure companies in the Pearson Eco-Business Zone .this guarantees the highest level of environmental standards in products and services to our members. It is further recommended that vendors meet at least five (5) of the eight (8) criteria in order to be considered for a green marketing partnership. FURTHER INPUT Green Purchasing Team Comments • Criteria, and number of criteria to be met, should be flexible enough to allow new companies to enter into the Pearson Eco-Business Zone market and stimulate innovation. • It was suggested that there is overlap between the `environmental leader' and `environmental certifications' criteria. It was proposed that the `environmental certifications' criteria be changed to `product certifications' and that `environmental leader' be more specific. Business Development Team Comments • It is important to ensure the criteria and potential partnerships are made public. • RFPs and EOls for marketing partnerships should be publicized as much as possible. • The criteria should complement TRCA's Purchasing Policy. TRCA Director's Committee Comments • There will be a need to review any marketing partnerships to ensure TRCA is associating with the leader in the field. • Risk will have to be measured on project by project basis and based on the return to TRCA. CONCLUSION The Steering Committee is requested to adopt the Partners in Project Green Vendor Evaluation Criteria. The Vendor Evaluation Criteria will then be presented to the TRCA's Authority for input and approval.
