THE AMENDMENT WAS.............................................................................................CARRIED THE MAIN MOTION, AS AMENDED, WAS...................................................................CARRIED February 12, 2009 ETOBICOKE-MIMICO WATESHEDS COALITION #1/09 H3 PRESENTATIONS (a) Video Presentation on Partners in Project Green: A Pearson Eco-Business Zone (b) Etobicoke-Mimico Watershed Plan Technical Studies Update – Aquatic Barriers Study Christine Tu, Supervisor, Aquatic Management, Ecology, TRCA, provided an update of the Etobicoke Creek Watershed Aquatic Barriers Study and introduced Cristal Hart, Stream Assessment Technician, TRCA, who was also responsible for contributing to the study. The objective of the study is to determine instream structures that are barriers to fish passage and provide direction for mitigation of key instream barriers to connect the lake to headwaters with unimpeded passages for target fish species identified in the Fisheries Management Plan. Christine Tu identified management priorities stewardship projects which will be folded into the overall Etobicoke-Mimico Watershed Plan Technical Studies Update. RES. #H3/09 - PARTNERS IN PROJECT GREEN: A PEARSON ECO-BUSINESS ZONE PROJECT TEAMS Information and update on Partners in Project Green Teams and work plans. Moved by: Chris McGlynn Seconded by: Larry Giles THAT the Partners in Project Green Project Teams and work plans, as appended and endorsed by the Partners in Project Green Steering Committee, be received for information; AND FURTHER THAT Etobicoke-Mimico Watersheds Coalition members be encouraged to join a Project Team that aligns with their interests.....................................................CARRIED BACKGROUND To implement initiatives identified by the Partners in Project Green Steering Committee and businesses in the Pearson Eco-Business Zone, the Partners in Project Green Strategy identified the development of Project Teams as an implementation tool. These Project Teams are to be comprised of public and private sector representatives with an interest in the specific project area. Depending on the initiative, a Project Team may have a short or long-term lifespan. Through the development of the Partners in Project Green Strategy, a number of Project Teams were identified based on the needs and concerns of businesses within the Pearson Eco- Business Zone. A number of Project Teams have already been established, while a number of others are in the process of being formed. February 12, 2009 ETOBICOKE-MIMICO WATESHEDS COALITION #1/09 H4 PROJECT TEAM ESTABLISHMENT As endorsed by the Partners in Project Green Steering Committee at their meeting #1/09, January 15, 2009, the Project Teams include: 1. Marketing and Networking Team 2. Eco-Efficiency Team 3. Food Waste Reutilization Team 4. Resource Reutilization Team 5. Transportation Solutions Team 6. Green Site Team 7. Green Purchasing Team 8. Green Building Retrofit Team 9. Green Job Corp Team 10. Policy Harmonization Team 11. District Energy Team These Project Teams will assist Partners in Project Green in meeting the broad goals set in the Partners in Project Green Strategy. During the development of programs and projects, the various Project Teams will set targets for each of their initiatives and relate these back to the overall goals set for Partners in Project Green. Etobicoke-Mimico Watersheds Coalition members are encouraged to join a Project Team. NEXT STEPS The Project Teams listed above will continue, or begin their work, in 2009 and provide regular updates to the Coalition as required. Doug McRonney volunteered to participate in the Partners in Project Green: Eco-Efficiency Team and Cleve Battick Volunteered to participate in the Partners in Project Green: Food Waste Reutilization Team. RES. #H4/09 – ETOBICOKE AND MIMICO 2009 PROJECTS To update the Coalition on 2009 projects within the Etobicoke and Mimico Creek Watersheds. Moved by: Doug McRonney Seconded by: Bruce Haines THAT the information on 2009 Etobicoke-Mimico Creek Watersheds projects be received; THAT the Coalition subcommittees seek out new partnerships and funding opportunities and assist with the implementation of projects within their action area; AND FURTHER THAT updates on individual projects be made to the Coalition, as appropriate...................................................................................................................CARRIED February 12, 2009 ETOBICOKE-MIMICO WATESHEDS COALITION #1/09 H5 BACKGROUND Project planning and budget preparation for the Etobicoke and Mimico watersheds is an ongoing process that is reviewed annually to ensure long range forecasting remains accurate. In preparing the budget, staff reviewed commitments to on-going and new projects within the Etobicoke and Mimico Creek Watersheds. Funding for 2009 has been approved from both the Region of Peel and the City of Toronto. Funding has also been made available through other partners including the Greater Toronto Airport Authority (GTAA), TD Friends of the Environment, corporate donations and community in-kind support. Matching funds and in-kind contribution is also approved and /or anticipated from City of Mississauga, City of Brampton and Town of Caledon. DETAILS OF WORK TO BE DONE •Continue to develop individual projects, designs, partnerships, and funding for each project. •Forward a copy to each subcommittee and stewardship group for their work plan development • Report back to the Coalition on the status of individual projects throughout 2009. RES. #H5/09 – ETOBICOKE CREEK TRAIL EXTENSION AND ENHANCEMENT To update the Coalition on the status of trail extension projects within the Etobicoke Creek Watersheds. Moved by: Cleve Battick Seconded by: Bob Cooke THAT staff report on Etobicoke Creek trail extension and enhancement projects be received for Coalition input and endorsement; THAT a copy of this report be forwarded to respective Community Action Areas for their assistance and support in implementing various aspects of project implementation; THAT the cities of Toronto, Mississauga, Brampton and Region of Peel be thanked for their contribution towards Etobicoke Creek Trail development and associated valley land restoration; THAT the Greater Toronto Airports Authority (GTAA) be congratulated for their support and for allowing the extension of trail on their land; AND FURTHER THAT a progress report be brought back to the Coalition...............CARRIED BACKGROUND A network of well connected trails has been identified as an important public open space requirement in “Turning Over a New Leaf: The Etobicoke and Mimico Creeks Watershed Report Card 2006". Significant progress has been made so far in developing a network of trails in the Etobicoke and Mimico Creeks Watersheds. Approximately 10 km. of trail construction is February 12, 2009 ETOBICOKE-MIMICO WATESHEDS COALITION #1/09 H6 to be completed over the next several years as funding becomes available. These are: a) Etobicoke Creek, City of Toronto, 0.7 km (approx.) b) Etobicoke Creek Trail, through GTAA, City of Mississauga, 5.2 km (approx.) c) Etobicoke Creek Trail, City of Brampton, 2 km ( approx.) d) Etobicoke Creek Trail, Town of Caledon, 1.5 km (approx.) Thus far, a total (approved) funding commitment of approx. $ 2,385,000 has been made by TRCA partners municipalities towards the development of Toronto, Mississauga, and Brampton sections of the Etobicoke Creek Trail. In addition to these Etobicoke Creek Trail projects, there are trail enhancement projects scheduled for 2009 at Heart Lake Conservation Area. Status The four major trail connection projects are currently being developed in partnership with respective municipalities. Where funding has been approved, staff are proceeding with design and approvals. Appropriate third-party agreements for trail easements will be negotiated through municipalities, as required. TRCA staff will manage the planning and construction of these projects for the City of Toronto and City of Brampton. City of Mississauga is undertaking trail construction within the City of Mississauga. Mississauga trail through Edward Scarlet Park will be constructed by TRCA.. Greater Toronto Airports Authority (GTAA) has approved the proposed trail through federal lands and is partnering with TRCA and the City to develop a permeable parking lot and staging area as a pilot project within the Pearson Eco-Business Zone. Town of Caledon and TRCA are currently in the process of negotiating up-front funding for trail development with the developer in Mayfield West. Rationale Greening Our Watersheds, Revitalization Strategy for Etobicoke and Mimico Creek Watersheds describes the issues and current conditions in the watersheds and provides direction for integration of the existing municipal trails plans of Toronto, Mississauga, Brampton, and Caledon as an important step in developing an interconnected-trail system from Lake Ontario to Etobicoke Creek Headwaters in the Town of Caledon and eventually linking the trail to the Trans Canada Trail System. The following aspects have been recommended for trail enhancement and new trail development in the watershed: • Take into account existing and proposed municipal alignments • Recognize immovable barriers (e.g. Highway #401) • Address private land ownership issues • Identify needs for biological inventories • Identify access, trail hierarchy and alignment • Identify need to naturalize or close trails for environmental or safety reasons • Prescribe guidelines for trail design, construction and use • Identify interpretive opportunities • Ensure trails are environmentally appropriate and interconnected with local, natural and human heritage highlights • Recommend trail sections where upgrades are necessary • Recommend areas where linkages are necessary • Provide for adequate trail access, public transit connections and parking areas February 12, 2009 ETOBICOKE-MIMICO WATESHEDS COALITION #1/09 H7 RES. #H6/09 – ETOBICOKE AND MIMICO WATERSHEDS 2009 EVENT SCHEDULE Winter and Spring 2009 watershed events scheduled within the Etobicoke and Mimico Creek watersheds hosted by TRCA and partner stewardship groups. Since 1999, TRCA has been publishing the Creek Time Newsletter on a regular basis. The 2006 Watershed Report Card, “Turning Over a New Leaf” reported a 49 per cent increase in CreekTime circulation: from 882 in 2002 (including 131schools and 12 libraries) to 1,311 in 2005 (including 141 schools and libraries) in 2005. The Watershed Report Card (2006) established the following targets for CreekTime Newsletter: By 2025, achieve a 50 per cent increase in circulation of information to residents over 2006 levels. Pierre provided an update on recently completed projects and future opportunities for greening OFT’s vast infrastructure: Over 1.5 km of windbreak planting was established along the periphery of OTF property with City of Toronto’s "Clean and Beautiful City" funding support; a biodswale demonstration project was implemented within the parking lot which will be expanded in future; opportunities to install cool roof with integrated solar panels are currently being explored; a feasibility study is underway to investigate organic and regional food opportunities; and potential for a public (farmers) market is also being investigated. Pierre Belanger was asked to provide a presentation on the OFT at a future Coalition meeting. Chandra Sharma, Watershed Specialist, TRCA, and H13 ETOBICOKE-MIMICO WATESHEDS COALITION#2/09 May 21,2009 Chair, Gerri Lynn O'Connor presented the awards to the following people for their years of service recognition: Bob Cooke, Doug McRonney, Cleve Battick, Chris McGlynn, Bob Noble, Marilyn Hagerman, Randy McGill and Janice Etter, the Silver Pin for three years of services. Chandra Sharma next introduced and awarded Suzanne Barrett, current Chair of the Coalition, with a Gold Pin for her six years service recognition and Irene Jones was awarded with a special recognition for her Life Time Service to the TRCA. (b) Coalition Accomplishments: Term in Review Slide Show (c) Waterfront Stormwater Management Facilities Study Man-Kit Koo, City of Toronto, provided an overview of the Etobicoke Waterfront Stormwater Management Facilities Study. Mr. Koo discussed the problems with stormwater in urban areas such as lake contamination and degraded water quality and further outlined the Wet Weather Flow Master Plan, a 25-year implementation schedule of projects which includes the Etobicoke Watershed Stormwater Management Facility Study. The study's objectives are to control discharge, consolidate 30 outfalls and attain healthy beaches. Mr. Koo also outlined methods for managing stormwater which include source control, conveyance control and end-of-pipe control; sediment management and various studies approaches to evaluate and identify alternatives for stormwater management. RES. #H12/09— UPDATE: SOUTH MIMICO COMMUNITY ACTION AREA To update the Etobicoke-Mimico Watersheds Coalition on the work accomplished in the South Mimico Community Action Area during the second term of the Coalition (2007-2009). Moved by: Marilyn Hagerman Seconded by: Jim Laird THAT the staff report on the South Mimico Community Action Area be received for information; AND FURTHER THAT the South Mimico Community Action Area Group continues to implement their workplan priorities for 2009—2010 CARRIED BACKGROUND The South Mimico Community Action Area is located in the City of Toronto, along the lower branch of Mimico Creek. This group consists of local residents, representative of interest groups in the area and government representatives. Some of the current projects of this group include West Deanne Park Naturalization and community stewardship, South Mimico trail, Healthy Yards workshops and garden tours, restoration plantings, Bonar Creek Stormwater Facility, South Mimico fish barrier, and Ontario Food Terminal naturalization. ACCOMPLISHMENTS TO DATE In partnership with the Valleywood Resident's Association and the Town of Caledon, a riparian and upland restoration strategy for this headwater reach of the Etobicoke Creek was developed and is currently being implemented. While the Etobicoke Headwaters Community Action Area Group has not met since its inaugural meeting in March 2008, the community of Valleywood has a dedicated core group of residents who are deeply engaged in local projects and activities. The protection of natural cover within the Etobicoke Headwaters area is extremely important for the ecological health of the Etobicoke watershed. Most of the natural cover in the mid and lower reaches of Etobicoke watershed has been destroyed directly or indirectly by development. Therefore, a higher priority should be given to protect and expand on what natural cover currently exists in order to maintain some level of natural system function. The majority of lands within the headwaters are privately owned, so where possible, restoration prescriptions for these areas will be implemented. Private landowners will be contacted in an attempt to engage them in educational workshops and stewardship activities on their lands. The group will also assist with the planning and implementation of the Etobicoke Creek trail and provide input into the Mayfield West Community Development plan as required. Furthermore, the Etobicoke Headwaters Community Action Area Group will be re-established and resume a regular meeting schedule. Focus area is primarily limited to the Malton community within the mid-reaches of Mimico Creek. Projects include: restoration, trails, signage, and community workshops on conservation issues and Healthy Yards workshops. Initiated in 2004, the Malton Environmental Stewardship Project (MESP) is a community-based project devoted to habitat restoration and environmental education in the Mimico Creek watershed in Malton. The project's mandate is to improve the health, public awareness, and sustainable use of this watershed. The Malton Environmental Stewardship Project provides environmental education and stewardship opportunities to local schools, faith groups, businesses, community organizations, and families. Examples of the program include school presentations, annual native tree and shrub community plantings, nature walks, and free training for volunteers. This project partnership was initiated by Toronto and Region Conservation (TRCA), City of Mississauga, Mississauga-Airport Rotary Club and the Malton Residents Association.The core funding for the program was provided by the Ontario Trillium Foundation and the Region of Peel. Notes from the Chair's Committee meeting re options for the Etobicoke-Mimico Watersheds Coalition is attached. Key Accomplishments during Term 2 (2007-2009) • Restoration and Outreach: over 18,000 volunteers and community residents participated in approx. 100 events and projects across the Etobicoke and Mimico watersheds. Approx. 28,000 trees and shrubs were planted to restore approx. 100,000 square metres of watershed. • Community Action Areas: Two new Community Action Area (CAA) groups were formed and initiated local action in the South Etobicoke Creek CM and Etobicoke Headwaters CM in Caledon. Existing CM groups in Heart Lake, Melton, and South Mimico continued to implement a variety of projects such as creek restoration, community awareness events, golf course stewardship, and Healthy Yards workshops. • Partners in Project Green: A Pearson Eco-Business Zone: North America's largest eco- business zone, encompassing 12,000 hectares of industrial and commercial land surrounding Toronto Pearson International Airport, was launched with over 120 businesses in attendance. With estimated total annual electricity use of close to 5.8 million MWh, natural gas consumption of 46 million GJ, and water use of 109 million m3,the area surrounding the airport represents enormous potential for conservation. A business-led steering committee initiated implementation of the Partners in Project Green Strategy, with eleven project teams leading a range of projects including eco-efficiency, resource utilization, green building retrofit, district energy, and green jobs. • The Greater Toronto Airports Authority (GTAA), a long term Coalition member, committed over 2 million in financial support to Partners in Project Green. GTAA also received TRCA's Honour Roll Award in 2008 for their significant role in improving the health of Etobicoke and Mimico Creeks. • A Coalition partnership with Ontario Food Terminal, University of Toronto, and the City of Toronto resulted in buffer planting and construction of 120 metres of bio-swale for improved Styr I IVVatai I!ICU lay.Gl I Iel II. • Cities of Toronto, Mississauga and Brampton, together with GTAA and TRCA, confirmed a commitment to construct over 10 km of trail linkages in Etobicoke Creek Watershed, representing over$2 million of investment. • Over 450 metres of shoreline work completed to improve aquatic habitat and water quality and to complement the solar powered "lake lung" that was installed in Heart Lake to monitor and manage algae blooms and help sustain the warm-water fish community. H23 ETOBICOKE-MIMICO WATESHEDS COALITION#2/09 May 21,2009 • Coalition members reached out to over 10,000 members of the community and students at the Peel Children's Water Festival. This annual event is hosted by the Region of Peel at Heart Lake Conservation Area. • Markland Wood Golf Club significantly invested in improving the water quantity and quality conditions through the Renforth Creek revitalization project. Markland is the first (privately- owned) golf club in the watershed to achieve Audubon Certification in Environmental Planning and Water Conservation. Key Future Priorities for Term 3 of the Coalition The high level priorities listed below for Term 3 of the Coalition are based on 2006 Watershed Report Card priority actions and the charette held at the Coalition Meeting #2/09 on May 22, 2008. • Implementation of watershed priorities identified in the workplans of the Community Action Area Groups (South Mimico, South Etobicoke Creek, Malton, Heart Lake, and Etobicoke Headwaters Area) • Implementation of Partners in Project Green priorities • Watershed plan update, including completion of technical studies • Watershed trails:10km • Watercourse signage • Large scale flagship restoration projects i.e., South Etobicoke Creek trail and restoration in Toronto, West Etobicoke Creek trail and restoration in Mississauga and Kennedy Valley Park rehabilitation and trail development in Brampton. • Sustainable community retrofit pilot project in Brampton. • Bonar Creek Stormwater Management Pond and other City of Toronto Wet Weather Flow Master Plan implementation projects • Riparian restoration in Etobicoke Headwaters in Caledon • Toronto Remedial Action Plan priorities implementation • Living City Zerofootprint Calculator—reducing Coalition and CM carbon footprint through participation and outreach • Public outreach, including a community engagement strategy to increase the size of the network, and targeted initiatives for youth and politicians • Coalition branding to increase awareness of the Coalition and establish it as the "community voice" for Etobicoke and Mimico Creeks Recommendations for the Future Structure of the Etobicoke Mimico Watersheds Coalition On February 3, 2009, the Chair's Committee held a discussion about the strengths and weaknesses of the existing Coalition, and made suggestions for the future Coalition structure and priorities (see attached notes from the Chair's Committee meeting). Further discussion with TRCA staff resulted in the following draft recommendations for an improved model for future Coalition. The draft recommendations below combine elements of Options A and B proposed by the Chair's Committee. They are intended to build on the Coalition's strengths, with an May 21,2009 ETOBICOKE-MIMICO WATESHEDS COALITION#2/09 H24 emphasis on hands-on projects delivered by the Community Action Area (CM) Groups, and increased coordination provided by the Chair's Committee. • Coalition membership to include chairs and vice chairs of CM groups, other selected community representatives, and politicians • Coalition to have two scheduled meetings per year. First meeting could be hosted in February to discuss and endorse workplan priorities and future actions. The second.meeting in November to report on progress and actions and set direction for coming year • Coalition to have one networking/training/learning event per year, such as a retreat, workshop, seminar, field trip or joint event with CAAs or other watershed groups • Additional meetings of Coalition to be held on an as-needed basis to address specific topics (eg. watershed plan update) • Coalition meetings to include more opportunities for interaction and time for discussion • Clear roles and responsibilities to be provided to Coalition and Chair's Committee members • Chair's Committee to include chair and vice chair of the Coalition and the CAA groups • Chair's Committee to hold meetings/conference calls as needed (minimum 4/year) to exchange information among CAA groups, coordinate Coalition activities, discuss policy issues, prepare/review correspondence, coordinate outreach to political representatives, implement greater presence at municipal councils etc. • Chair's Committee to meet with representatives of other watershed groups as required, for example to discuss topics/projects with watershed-wide implications, review policy issues, and prepare joint communications. • A web-based forum to be established for exchange of information, networking and discussion (for Etobicoke and Mimico watersheds, linked to a broader forum to be developed for all GTA watersheds) RES. #H19/09- THE LIVING CITY ZEROFOOTPRINT- PEEL CARBON CALCULATOR Engage communities and create awareness around the impact of human activities and climate change by utilizing tools that assist in measuring and potential options to offset their carbon footprints. Moved by: Bob Noble Seconded by: Jaipaul Massey-Singh THAT the information on the Living City Zerofootprint- Peel Carbon Calculator be received for information; THAT members of the Coalition participate in the Peel Carbon Calculator launch at the Peel Children's Water Festival on May 23, 2009; H25 ETOBICOKE-MIMICO WATESHEDS COALITION#2/09 May 21.2009 AND FURTHER THAT members of the Coalition living within the Region of Peel enter their profile as a pilot watershed group and assist TRCA and the Region of Peel with community outreach to promote and encourage community participation CARRIED BACKGROUND In keeping with our commitment to address Climate Change through community transformation, the Toronto and Region Conservation Authority (TRCA) and the Region of Peel retained Zerofootprint in 2008 to develop two carbon calculators: The Living City Zerofootprint—Peel Carbon Calculator and The Living City Zerofootprint Watersheds Calculator. The overall vision of the calculators is for an informed and motivated public that is aware of its carbon impact on the environment. The calculators will be used to inform individuals of their carbon footprint and suggest specific ways that they can ultimately reduce their carbon footprint. For both calculators, relevant output data will be shared between the Region of Peel and TRCA. This tool is seen as an educational and awareness piece, one that Peel Region has chosen to adopt and integrate into their overall climate change awareness promotion. For this project,the calculator will be demonstrated at the Peel Region Water Festival, May 23, 2009 and will include outreach and seminars in the Fall of 2009 to high schools and environmental groups. Zerofootprint Carbon Calculator The Zerofootprint Carbon calculator allows a user to list their activities and intensity of usage (i.e. car use and length of trip) to determine their carbon footprint. Although not an exact science, the calculator give an impression compared to others in the same region or group for comparison. The calculator requires a brief registration and allows for the recording of information and the signing with different groups such as your neighbourhood or organization. The advantage in doing a calculation is the educational benefit of knowing and measuring one's impact. Further, the calculator offers popular ways of reducing one's carbon footprint by letting the user select options or pledges for reduction, such as committing to taking transit. PRESENTATION Jason Lee, ZeroFootprint, provided a brief overview and on-line demonstration of the ZeroFootprint Carbon Calculator.The calculator's principal aim is to engage communities and create awareness by utilizing this calculator as a measurable tool to assist in measuring and provide options to offeset their carbon footprints. Mr. Lee demonstrated the calculator by navigating the website peel.zerofootprint.net. Mr. Lee highlighted the calculator's social networking availability, ability to identify target markets and assign the public to their specific watersheds for the accumulation of aggregate information. A display of the ZeroFootprint Calculator is scheduled for this year's Peel Children's Water Festival, May 2009.
