CARRIED PRESENTATIONS 1. Pearson Area Smart Commute Glen Gumulka, Executive Director, Smart Commute Mississauga and Pearson Airport Area, gave an overview of Smart Commute and illustrated the current successes of Smart Commute Mississauga. He discussed the launch of the Pearson Airport Area Smart Commute, which was created to bridge the gap between the Mississauga, Brampton and Toronto Smart Commutes to ultimately help increase employee commuting options in the Pearson Eco-Business Zone, while decreasing congestion and improving local air quality. February 17,2011 Etobicoke-Mimico Watersheds Coalition #1/11 H3 2. Heart Lake Sweat Lodge Anthony Templer, Local Aboriginal Elder, provided an update of the Heart Lake Sweat Lodge and Medicine Wheel Garden at Heart Lake Conservation Area. RES.#H2/11 Etobicoke and Mimico Creeks Watersheds Technical Update Final Report Endorsement of the Etobicoke and Mimico Creeks Watersheds Technical Update Report. Moved by: Eddie Colacchio Seconded by: Irene Jones THAT the Etobicoke-Mimico Watersheds Coalition endorse the Etobicoke and Mimico Creeks Watershed Technical Update Report; THAT the TRCA be requested to approve the Etobicoke and Mimico Creeks Watershed Technical Update Report; THAT the Chair and Vice Chair of the Etobicoke - Mimico Watersheds Coalition be asked to prepare a written Forward, on behalf of the Coalition, for inclusion in the published Report and Executive Summary booklet; AND FURTHER THAT the TRCA, Municipal partners, Provincial and Federal governments and relevant interest groups be requested to use the information contained in this report to inform their ongoing programs. CARRIED BACKGROUND The purpose of the Etobicoke and Mimico Creeks Watersheds Technical Update study was to fill data gaps and analyse the technical information that has become available since publication of the watershed strategy "Greening Our Watersheds" (TRCA, 2002) and report card "Turning Over a New Leaf' (TRCA, 2006). The updated technical information is meant to support the watershed strategy and inform the ongoing implementation of policies and programs by the TRCA and its partners. TRCA staff presented the key findings and recommendations of the Technical Update study at a Coalition meeting held in March 2010, and received comments on the Draft Report via the Planning & Policy Team during May to June 2010. The Implementation Priorities section of the Final Draft Report was presented to the Coalition at its November 2010 meeting, along with an overview of the proposed municipal and agency consultation process for the Final Draft Report. At Coalition meeting #2/10, held on November 18, 2010, resolution #H17/10 was carried: THAT the final approved implementation priorities be integrated into future Work Plans of the Etobicoke-Mimico Watersheds Coalition; February 17,2011 Etobicoke-Mimico Watersheds Coalition #1/11 H4 THAT Coalition members use the new information in the Technical Update to inform and guide ongoing implementation activities, where opportunities arise; AND FURTHER THAT Coalition members assist TRCA in communicating and disseminating the findings and recommendations from the Technical Update. During the period November 2010 to January 2011, TRCA staff met with most watershed municipalities and key Provincial and Federal agencies to discuss the Report's findings and recommendations. The feedback received has been positive, indicating that the updated science will provide valuable information in support of many ongoing programs and initiatives. Partners also have commented on the useful subwatershed regeneration plans, which compile regeneration recommendations into a convenient set of reference maps. There is already a strong indication of staff support for action on priority implementation initiatives, including the Region of Peel and City of Brampton's interest in collaborating on further investigation of the rebounding groundwater levels and the City of Mississauga's interest in pursuing the development of a Sustainable Neighbourhood Retrofit Action Plan (SNAP) project. Minor edits for clarification have been made to the Final Draft Report in response to comments, and TRCA staff now recommend the Final Report be approved. DETAILS OF WORK TO BE DONE • Seek TRCA approval of the Final Report at Authority Meeting #2/11 scheduled for February 25, 2011. • Publish an illustrated Executive Summary booklet to assist in disseminating key findings and recommendations. The Chair and Vice Chair of the Coalition will be invited to prepare a written "Forward" to be included in this document. • Circulate copies of the Executive Summary and full report to watershed partners and post on the TRCA web site. • Promote implementation of the Report's recommendations in collaboration with the Coalition and other watershed partners. RES.#H3/11 Etobicoke-Mimico Projects: 2010 Progress Report &2011 Priorities To update the Etobicoke-Mimico Watersheds Coalition (Coalition) on the 2010 accomplishments and the 2011 priorities for projects in the Etobicoke and Mimico Creeks Watersheds. RES. #H5/11 Green Site Team Appointments A joint Green Site Team of Partners in Project Green and Etobicoke- Mimico Watersheds Coalition is being assembled to advise on a variety of corporate restoration opportunities. Moved by: Marilyn Campbell Seconded by: Natalie Salkauskis THAT Eddie Colacchio and Mark Taylor be appointed as the Etobicoke-Mimico Watersheds Coalition representatives on the Green Site Team; THAT Coalition representatives on the Green Site Team investigate opportunities to promote Pearson Eco-Business Zone Corporate Greening Programs within other employment areas of the Etobicoke and Mimico Creeks Watersheds; AND FURTHER THAT regular updates on the Green Site Team be brought back to the Coalition. CARRIED BACKGROUND Partners in Projects Green: A Pearson Eco-Business Zone Strategy (2008), Greening Our Watersheds: Revitalization Strategies for Etobicoke and Mimico Creeks (2002), Turning Over a New Leaf: Etobicoke and Mimico Creeks Watershed Report Card (2006), and the recent Watershed Technical Update recommend business engagement in watershed restoration and on-site storm water management opportunities to achieve natural heritage and stormwater management goals in the Etobicoke and Mimico Creeks watersheds. To achieve these objectives, a joint Green Site Team of Partners in Project Green and Etobicoke-Mimico Watersheds Coalition is being assembled to advise staff and help implement a variety of corporate restoration opportunities. GREEN SITE TEAM RESPONSIBILITIES The purpose of the Green Site Team is to coordinate with local agencies and businesses to promote and deliver a variety of Green Corporate initiatives, including: • providing input on corporate restoration opportunities and activities in the Pearson Eco- Business Zone and across Etobicoke and Mimico Watersheds; • engaging businesses and their employees in Partners in Project Green's Corporate Tree Planting Program to help restore natural areas within the employment lands of Etobicoke and Mimico Creeks watersheds and specifically in the Pearson Eco-Business Zone; February 17,2011 Etobicoke-Mimico Watersheds Coalition #1/11 H7 • implementing Greening Corporate Grounds program which is designed to help companies green their landscaped areas and outdoor infrastructure. The program works with interested corporations, institutions and places of worship to implement ecological landscaping projects on their sites, providing design assistance, planting assistance, advice and educational resources; and • engaging businesses in the Green Parking Lot Program which partners students from an Ontario post-secondary institution with companies in the Pearson Eco-Business Zone to assist them in redesigning their parking and landscaped areas to improve onsite stormwater retention, naturalization and site maintenance. The post-secondary partner then works with the participating businesses to develop plans that can assist them in implementing LID site designs. The Green Site Team will include representation from the following organizations: • City of Toronto • City of Mississauga • City of Brampton • Toronto and Region Conservation Authority • Credit Valley Conservation Authority • Etobicoke-Mimico Watersheds Coalition • University of Toronto Coalition representatives on the Green Site Team will also assist with the uptake of Pearson Eco-Business Zone Corporate Greening Programs within other employment areas of the Etobicoke and Mimico Creeks Watersheds. It is proposed that the Green Site Team meet twice a year-once in January and once in July- to review, discuss and plan partnership opportunities in the Pearson Eco-Business Zone. RES.#6/11 Living City Carbon Footprint Calculator To inform the Etobicoke-Mimico Watersheds Coalition members of the Living City Carbon Footprint Calculator (Carbon Calculator). Moved by: Debora Bielecki Seconded by: Jon Gee THAT the staff report on the Carbon Calculator be received for information; THAT the Etobicoke-Mimico Watersheds Coalition members use the Carbon Calculator to measure their personal footprint and follow actions to reduce their carbon emissions; THAT the Etobicoke-Mimico Watersheds Coalition members promote the Carbon Calculator within their networks; February 17,2011 Etobicoke-Mimico Watersheds Coalition #1/11 H8 AND FURTHER THAT a progress report be brought back to the Etobicoke-Mimico Watersheds Coalition on member participation and actions. CARRIED BACKGROUND In an effort to supplement Toronto and Region Conservation's (TRCA's) climate change initiative, TRCA and the Region of Peel retained the services of Zerofootprint Software Inc., to develop an online application called the "Carbon Footprint Calculator" for each agency. Zerofootprint Software Inc., is a company that develops educational applications to measure and manage carbon emissions for the purpose of reducing greenhouse gas emissions. The Region of Peel's Living City Calculator is aimed at municipal staff and residents of Mississauga, Brampton and Caledon and TRCA's Living City Calculator is aimed at TRCA staff and the public residing within their jurisdiction. Both Peel and TRCA Calculators are inter- related and complement each other and are currently being promoted through a media campaign called, "Life is Better in Peel". Objective The objectives of the Carbon Calculator are to calculate an individual's carbon footprint and help increase public understanding and awareness of climate change and carbon emissions. By utilizing the calculator, users will see how different choices made in eating, living and travelling can influence their personal carbon dioxide contribution to the environment. Users also learn about tips and actions to reduce their carbon emissions from activities of daily living. TRCA Living City Carbon Calculator TRCA's Carbon Calculator will use the details from the user's lifestyle to calculate their carbon footprint (the impact that individuals make on the environment because of the way they live). Once the calculation is complete, the program will provide suggestions on how to reduce one's footprint through tips that are customized to initiatives and programs within TRCA's jurisdiction. Upon completion, users will be able to run "what-if" scenarios based on the tips. These simulations will illustrate the reduction in the users' footprint if they decide to follow a particular course of action. Users can then decide if they would like to take particular actions and set goals. In addition, the calculator allows for the user to compare their achievements with other individuals and track their accomplishments over time. Most importantly, TRCA's Carbon Calculator will enable users to visualize how small changes can have a large impact on reducing overall carbon emissions and thus help reverse accelerated climate change. TRCA's Carbon Calculator can be accessed at: trca.zerofootprint.net. Upon entering, a short registration process requiring email address (username), password, and postal code is required to gain access. This information is required in order to set-up an account for the user, to identify the user's neighbourhood for statistical purposes, and to store the users' responses for future use. February 17,2011 Etobicoke-Mimico Watersheds Coalition #1/11 H9 Next, the user will need to answer some questions about their lifestyle around travel, food and home. For example, the calculator will ask how much energy and water is consumed at home, how many kilometers are travelled by car and how many flights one has taken in the last 12 months. (It will be handy to have electricity and water bills, as well as frequent flyer statements to ensure a more accurate calculation). Users also have the option of selecting the "estimate" function to use an average value for a quicker calculation. In approximately 15 minutes, after answering all questions, a fairly good estimate of the user's carbon footprint will be produced, including some suggestions on how they can reduce their carbon footprint. It will also allow them to compare their footprint to averages of other groups, cities or countries. Specific data from the calculator such as average footprint per user, initial footprint per user, total reductions, aggregated by postal code or watersheds will be available to TRCA for specific reporting and analysis. A community group for the Etobicoke-Mimico Watersheds Coalition has been created in TRCA's Living City Carbon Calculator. Upon completing the calculation and joining this group, the Etobicoke-Mimico Watersheds Coalition members will be able to see each other's carbon footprint, their goals to reduce it as well as the average carbon footprint of the group. Also, a forum function is available within the group to allow for communication among members. A similar carbon calculator has been developed by the Region of Peel (peel.zerofootpri nt.net) and the City of Toronto (toronto.zerofootprint.net). DETAILS OF WORK TO BE DONE • Coalition members to register as part of the Etobicoke-Mimico Watersheds Coalition community group. • Staff and Coalition members promote and encourage watershed residents and the general public to utilize the carbon calculator. TRCA's Living City Calculator will be promoted through a series of TRCA's environmental events throughout the year and the TRCA website. RES.#7/11 The Living City Report Card To update the Etobicoke-Mimico Watersheds Coalition members on The Living City Report Card. CARRIED BACKGROUND A staff report on the progress of the Living Report Card was presented to the Authority on November 26, 2010. The data and information contained in the Report Card were compiled and analyzed by scientists and other experts at municipal, provincial and federal government offices, and several organizations including TRCA, CivicAction's Greening Greater Toronto, Planscape, Sustainable Prosperity, The Martin Prosperity Institute, and University of Toronto, and by in-kind contributors at The Boston Consulting Group. Debora Bielecki and Irene Jones participated on the TRCA Watershed Report Card Committee on behalf of the Coalition. The Living City Report Card was launched by the TRCA and CivicAction's Greening Greater Toronto on January 31, 2011. Provided below is a brief summary of on the Report Card. The Report Card assesses the current condition and recent progress of 19 indicators, assigns five-year and long-term targets that will get us to a healthy state (based on local or national targets where they exist or on expert opinion and global benchmarks), and assigns a letter grade to show how far we need to go to reach our long-term target. It highlights examples of leadership and opportunities for action by private, public and not-for-profit sectors and residents across the Toronto region. Opportunities include: • Energy - Better manage demand and increase use of cleaner energy alternatives. • Transportation - Increase use of alternative fuels and electric vehicles, and invest more rapidly and extensively in public transportation. • Water - Implement stormwater management programs. • Non-residential Waste - Collect comprehensive data on commercial waste, and expand reduction and diversion programs. • Land Use - Create and support development standards that promote intensification. • Natural Vegetation Cover - Secure and improve natural, undeveloped areas and restore urban forests. According to the Report Card, we are breathing cleaner air, using less water, and recycling more of the waste from our homes since Greening Greater Toronto's 2008 report and TRCA's most recent watershed report cards. But we are struggling to manage stormwater and commercial waste, control sprawl and traffic congestion, and to protect our forests and wetlands. Conditions are also worsening for the number of plants and animal species and their distribution across the region. The Report Card is the most in-depth analysis of the environment and the activities that drive environmental health of any Canadian city region. It is an independent assessment of carbon emissions, air and water, waste management, land use, and biodiversity, and reflects collaboration and insights from leaders across the GTA (the City of Toronto and the Regional Municipalities of Durham, Halton, Peel and York). It is the next in a series of periodic February 17, 2011 Etobicoke-Mimico Watersheds Coalition #1/11 H11 assessments of the GTA's environmental performance, provides a yardstick to check against and delivers an ongoing call for action to ensure that our region flourishes. Successes Since 2005, air quality has improved and carbon emissions have declined, with a 44% decrease in sulphur dioxide emissions and 46% decrease in carbon emissions from electricity. Further reductions are expected as Ontario continues to phase out coal-powered electricity from the provincial grid by 2014. The region enjoys public greenspace on par with the national average of 8 hectares per 1,000 people. GTA residents diverted 50% of their waste in 2009, up from 39% in 2006. Electricity consumption is down 5%from 2005 levels -thanks to conservation efforts by residents, business and government but also partly due to their having been less activity during the recession. Water departments have implemented programs that have resulted in a 9% decline in per capita water consumption from 2006 to 2009. Challenges Much of the GTA's growth has occurred in low-density suburban areas. Planning and investment in public transit have not kept pace. Chronic gridlock has become a fact of life, and the human and economic toll is significant. Our natural ecosystem provides economic, social and human health benefits that are under significant threat, with continued flood risks to people and property, loss of forests and 63% of plant and animal species are vulnerable due to their small numbers and poor distribution across the region. Stormwater controls exist in only 23% of the urban areas within the TRCA's jurisdiction (which covers the City of Toronto and parts of Durham, Peel and York). Stormwater run-off is the single greatest factor affecting water quality and the health of our rivers. Over 60% of the GTA's waste comes from commercial sources, yet very little data exists on how much is diverted from landfill. We lack the capacity to process all of the waste we do divert. Plant some trees, learn about the proposed restoration plan for the park and about the water quality of Mimico Creek. Partners in Project Green Community Earth Day Tree Planting Saturday, April 16, 2011 10 a.m. - 1 p.m. @ Woodbine Racetrack Join local businesses, their employees and families along the Etobicoke Creek for Partners in Project Green's Annual Earth Day Tree Planting. This fun filled event will give you the chance to lend a hand in restoring the Etobicoke Creek, while learning about the importance of watershed restoration in the company of other like-minded employees from the Pearson Eco-Business Zone. Stream Erosion and Infrastructure Database Moranne McDonnell, Senior Manager, Environmental Engineering, TRCA provided an overview of TRCA's Stream Erosion and Infrastructure Database. TRCA owns more than 500 flood and erosion control structures that protect public safety, infrastructure and private property. There has been a well established valley and shoreline monitoring program for more than 30 years. Recently, a custom database for inventory, inspection and maintenance of stream infrastructure and erosion hazards has been developed. Essentially this database is a tool for looking at a strategic approach to stream work that promotes the partnerships and cooperation needed to achieve large-scale channel rehabilitation. RES.#H12/11 Working Session on Watershed Regeneration Priorities Review of watershed regeneration priorities in response to the Etobicoke and Mimico Creeks Watersheds Technical update. Moved by: Chris McGlynn Seconded by: Doug McRonney May 26, 2011 Etobicoke-Mimico Watersheds Coalition #2/11 H17 THAT the Etobicoke-Mimico Watersheds Coalition participate in a working session at meeting #2/11 to review on-going (2010-2012) work plans and priorities and assess the regeneration recommendations resulting from the Etobicoke and Mimico Creeks Watershed Technical Update 2010; THAT the outcome of the working session be forwarded to Project Teams for further input and endorsement; AND FURTHER THAT a draft report on future regeneration priorities be brought back to the Coalition for approval. CARRIED BACKGROUND The objective of the working session on watershed regeneration priorities is to: • revisit ongoing (2010-2012) work plan priorities (enclosed) in context of the watershed plan technical update and identify regeneration projects that will carry forward through the next term of the Coalition; • identify new regeneration actions that should be considered by the Coalition beyond 2012; and • review exiting composition of the Etobicoke-Mimico Watersheds Coalition and make recommendations to align member representation with future watershed implementation priorities. The Etobicoke and Mimico Creeks Watersheds Technical Update (Study) was endorsed at Coalition meeting #1/11, held on February 17, 2011 (Res.#H2/11). Prior to the final endorsement at the February 2011 meeting, the Implementation Priorities section of the Final Draft Report was presented to the Coalition at meeting #2/10, held on November 18, 2010. The following resolution #H17/10 was carried: THAT the final approved implementation priorities be integrated into future Work Plans of the Etobicoke-Mimico Watersheds Coalition; THAT Coalition members use the new information in the Technical Update to inform and guide ongoing implementation activities, where opportunities arise; AND FURTHER THAT Coalition members assist TRCA in communicating and disseminating the findings and recommendations from the Technical Update. The Study has provided valuable information in support of many ongoing programs and direction on future planning and policy initiatives by the TRCA and its partners. A brief description of regeneration priorities recommended by the Study is provided below and a copy of "Section 11 Implementation Priorities" is enclosed with the Agenda for further information. May 26, 2011 Etobicoke-Mimico Watersheds Coalition #2/11 H18 IMPLEMENTATION PRIORITIES The Study provides implementation priorities in four key areas: a) policy; b) monitoring; c) further investigation; and d) regeneration. Recommendations related to policy, monitoring and further investigation will inform the ongoing implementation of policies and programs by the TRCA and its partners with input from the Policy Team of the Coalition. Regeneration priorities (provided below) will be assessed at the proposed working session on May 26th 2011. Regeneration: Regeneration comprises "in the ground" work, on either publicly owned or privately owned land, which address the following objectives: • water quality and quantity management (e.g., stormwater retrofit projects); • aquatic and terrestrial habitat enhancement (e.g., tree planting, wetland creation, fish barrier mitigation); and • flood and erosion risk remediation (e.g., culvert enlargements, infrastructure protection). The following priority areas have been identified for integrated regeneration actions based on the multiplicity of benefits that would result from their implementation. The criteria used for this assessment included: urgency, scale and effectiveness of the anticipated outcomes, alignment with strategic watershed management directions (particularly with respect to improvements in Storm Water Management [SWM] and Terrestrial Natural Heritage Strategy), and potential to collaborate with a number of watershed partners on ongoing initiatives. 1. Little Etobicoke Creek subwatershed - Neighbourhood scale sustainability retrofits (Low Impact Development [LID] SWM, urban forest, greenhouse gas reductions etc.), coordinated with municipal infrastructure projects (e.g. road work, channel work, SW pond retrofits) and linked to downstream flood and erosion hazard mitigation (likely to be aggravated by effects of climate change). 2. Spring Creek subwatershed - Headwaters habitat enhancements. Neighbourhood scale sustainability retrofits (LID SWM, urban forest, greenhouse gas reductions, etc.) and mid reach stream channel improvements, planned with further insights into the rebounding groundwater levels and coordinated with City of Brampton infrastructure projects (e.g. road work, SW outfall retrofits). Links to downstream flood and erosion hazard mitigation, likely to be aggravated by effects of climate change. 3. Upper Mimico Creek East Branch subwatershed - Headwaters regeneration emphasizing industrial neighbourhood scale SWM retrofits and aquatic habitat restoration. May 26, 2011 Etobicoke-Mimico Watersheds Coalition #2/11 H19 4. Pearson Eco-Business Zone - Integration of LID SWM and local habitat regeneration project priorities with ongoing Partners in Project Green: A Pearson Eco-Business Zone greening initiatives. Two additional areas have been identified as a focus for priority habitat enhancement. Although these areas did not meet the screening criteria for integrated priorities highlighted above, they represent areas of significant priority with respect to habitat biodiversity and can also contribute to other strategic objectives for improved watershed function: 5. Etobicoke Creek Headwaters-Terrestrial Natural Heritage Regeneration. 6. Lower Etobicoke Creek-Aquatic barrier mitigation and Terrestrial Natural Heritage Regeneration. Three other areas were identified for habitat improvement, but have not been included as strategic priorities for the pursuit of integrated regeneration projects at this time: 7. Lower Mimico Creek-This area has numerous aquatic barriers, 3 Flood Vulnerable Area (FVA) clusters and local sandy soils conducive to effective SW retrofit outcomes. Although these initiatives should be pursued as opportunities arise, upstream stormwater retrofit projects and headwaters aquatic and terrestrial habitat improvements in the Upper Mimico Creek and in the Pearson Eco-Business Zone will be of greater benefit to the stream as a whole and should be implemented first. 8. Etobicoke Creek West Branch -Valleybrook Corridor (vicinity of Bovaird Drive) - This area has several municipal stormwater outfall retrofit priorities, a Category A instream barrier mitigation need, a high priority erosion hazard and a multi-year Valleybrook Green Stewardship Project. Although the projects should be pursued as opportunities arise, there is less direct inter-relationship among these retrofit initiatives, than in other areas, and therefore potentially less benefit from pursuing them as an integrated project. This should be reviewed at such time as the City of Brampton proceeds with detailed planning of the stormwater retrofit projects. 9. Downtown Brampton (Etobicoke Creek West Branch, vicinity of Queen Street) - There is a FVA cluster in this area (including a designated Special Policy Area), as well as a Category A aquatic barrier mitigation need and several stormwater retrofit priorities. These regeneration needs should be addressed as part of the planning and redevelopment initiatives for the Brampton Urban Growth area. WORK TO BE DONE • Coalition members to participate in a working session at meeting #2/11 to review ongoing and future work plan priorities and future member recruitment needs. • Recommendation from the working session to be forward to Project Teams for their input. • A draft report on future priorities (2012 and beyond) and recommendations on member recruitment to be prepared for the consideration of Coalition at a future meeting. May 26, 2011 Etobicoke-Mimico Watersheds Coalition #2/11 H2O RES.#H13/11 CreekTime E-Newsletter To request article submissions for the CreekTime monthly e-newsletter from members of the Etobicoke-Mimico Watersheds Coalition and project teams. CARRIED BACKGROUND In February 2011, the first edition of the CreekTime E-newsletter was published. The monthly newsletter provides articles based on a theme as well as updates on activities in the watershed. Each newsletter contains six feature articles which brings nature up close and personal with the reader, a spotlight on both community and business accomplishments, a piece about some of the exciting actions of youth, conservation tips, and a listing of upcoming events. The e- newsletter has already featured an article on bird migration written by a member of the West Deane Project Team, and local business owner in the May edition. May 26, 2011 Etobicoke-Mimico Watersheds Coalition #2/11 H21 RES. #H14/11 Sustainable Neighbourhood Action Plan To update the Etobicoke-Mimico Watersheds Coalition on the County Court Sustainable Neighbourhood Retrofit Action Plan(SNAP) Project. CARRIED BACKGROUND The Sustainable Neighbourhood Retrofit Action Plan (SNAP) pilot is a collaborative effort to transform the existing neighbourhood of County Court in Brampton towards urban sustainability and increases resilience to climate change. The Plan focuses on actions to improve to natural and built infrastructure, but also seeks to find co-benefits and increases in overall quality of life. The SNAP is being developed by a Project Management (PM) Team made up of TRCA, City of Brampton and Region of Peel staff. The PM team hired a consulting team to conduct technical work community engagement and community-based social marketing for the SNAP project. Phase 1 of the process included establishing a baseline of existing neighbourhood conditions (to track change in future), and developing a set of working targets to improve natural heritage, integrate innovative stormwater management into the neighbourhood and local aging infrastructure, and reduce water and energy conservation. Phase 2 includes analysis of three future scenarios to identify actions that have the greatest local benefit, and also further identify ways of improving local quality of life through improved gathering and leisure spaces, pedestrian friendly environment and building connections between neighbours. Outreach and social marketing to get the neighbourhood's input has been ongoing throughout the project. This includes building relationships with neighbourhood residents and businesses, and holding workshops, hikes, plantings and educational sessions on gardening, energy savings, and rainbarrel installation. Neighbourhood events have been held with residents and businesses to tell them about SNAP and identify local neighbourhood champions. Person-on- the-street interviews, focus groups with residents have been held to get input into barriers to behaviour change. There are also a number of demonstration projects getting started that will act as an on-the-ground illustration of action. These include: park demonstration garden, rainbarrel demonstration, green home makeover, and NeighbourWoods urban forest survey. Phase 3 (currently underway) focuses on pulling together the full SNAP plan and strategy for implementation. The Strategy will also include innovative social marketing techniques to encourage behaviour change. CARRIED BACKGROUND The Toronto and Region Remedial Action Plan was instituted in response to the 1987 designation of Toronto and Region as a Great Lakes Area of Concern (AOC). The AOC designation was one of 42 (later 43) made by the International Joint Commission. The Toronto and Region AOC consists of six watersheds stretching from the Rouge River in the east to Etobicoke Creek in the west. The status of an Area of Concern (AOC) is determined by assessing the state of local environmental conditions against fourteen different Beneficial Use Impairments (BUls), as identified in the Great Lakes Water Quality Agreement (Annex 2, 1987). Each Beneficial Use Impairment describes a human or ecological use of the ecosystem that has been lost or impaired as the result of environmental degradation; an AOC is therefore considered impaired when local conditions meet the descriptions of one or more Beneficial Use Impairments. Two examples of Beneficial Use Impairments are the closing of beaches and the loss of fish and wildlife habitat. The Toronto and Region Area of Concern is currently deemed to have eight Beneficial Use Impairments. Under the Great Lakes Water Quality Agreement and Canada-Ontario Agreement Respecting the Great Lakes Basin Ecosystem, Environment Canada (EC) and the Ontario Ministry of the Environment (MOE) share responsibility for ensuring progress on the Great Lakes AOCs. Since 2002, TRCA has led the administration of the Toronto and Region RAP under agreements with EC and the MOE. Management of the Toronto and Region RAP is undertaken by the Toronto and Region RAP Team, which is comprised of representatives from EC, MOE, the Ontario Ministry of Natural Resources (MNR) and TRCA. In March 2011, the Toronto and Region Remedial Action Plan (RAP) Team initiated a Technical Review and Update of the RAP Goals, Specific Targets, and Recommended Actions as May 26, 2011 Etobicoke-Mimico Watersheds Coalition #2/11 H23 articulated in the1994 RAP Stage 2 report Clean Waters, Clear Choices. Through this process the Specific Targets and Recommended Actions used to evaluate and remediate the Beneficial Use Impairments in the Toronto and Region Area of Concern will be brought into alignment with current conditions, knowledge, and practice. The Technical Review and Update has three main objectives: 1. Reconcile Toronto and Region Remedial Action Plan Targets and Actions on a Beneficial Use Impairment basis 2. Undertake a technical review and update of the Targets and Actions for Beneficial Use Impairment restoration 3. Implement a transparent, science-based framework for changing the status of Beneficial Uses from "Impaired" to "Not Impaired" To ensure that the objectives of Clean Waters, Clear Choices are carried forward, the first phase of the review and update process deals exclusively with reconciling the Clean Waters, Clear Choices Targets and Recommended Actions on a Beneficial Use Impairment basis. This process was initiated at a public information session and workshop held on April 20, 2011. The next round of consultation in the first Phase, into which feedback received from the April 20 workshop will be incorporated, is expected to begin in early June. This will be an opportunity for stakeholders and the public to provide comments on a second draft reconciliation of Clean Waters, Clear Choices Targets and Recommended Actions with the Beneficial Use Impairment categories through the submission of comments in writing or through online forums. Participation from the membership of watershed councils, coalitions, and alliances within the Area of Concern is encouraged throughout all phases of the Toronto and Region Remedial Action Plan Technical Review and Update. Sherway Trail Project Team • Completion of trail is on hold as Ministry of Transportation has not issued a permit to build on their lands. Members of the team have contacted the office of MPP Laurel Broten. The main concern is that section 37 money remains to build the trail. • Group of Fleming College students completed their signage project (includes information like `what is a watershed?'). City of Toronto will construct signs which should be installed by spring 2012. Members of the Coalition had requested to invite the students to a future Coalition meeting to discuss their project, however, students have moved on as they have graduated from their program. • Members of the Sherway Trail team noticed a significant reduction of the invasive mustard plant at the annual mustard pull event. They see the plants and shrubs planted last year surviving, which is exciting as their hard work is paying off. May 26, 2011 Etobicoke-Mimico Watersheds Coalition #2/11 H25 SNAP Project Team • The team met in early spring. • No further updates were provided as item 6.3 of the agenda covered all updates. Valleybrook Project Team • Currently in second year of project and now moving towards working to develop school programs. • Now looking to provide a land subsidy but the Ontario Trillium Foundation will not fund this. Members were asked to provide input on possible funding sources. This would cost approximately $25,000 - $30,000. West Deane Project Team • Team created a conservation fund where funds could be raised for restoration efforts. • Two grants have been accepted (TD Friends of the Environment and Toronto Parks & Trees Foundation) .Currently working on submitting an Evergreen grant. • Spring planting was a great success. Teamed with Partners in Project Green. 200-300 people attended the event in frigid, rainy weather. • Currently organizing a golf tournament fundraiser for August 2011. • Also submitted a video in hopes to win $2000 for restoration efforts within the watershed. Evergreen Working on a variety of projects within the Etobicoke and Mimico watersheds. Every last Wednesday of the month throughout the summer there is an event at Shelby Wood Park. An alternate Evergreen representative will be appointed to the Coalition during Kim Sellers maternity leave. Trees Ontario Since 2004, 13 million native trees have been planted in Ontario. This spring has seen 3.5 million trees planted. The goal of Trees Ontario is to have 30% cover of trees. This would require that one billion trees be planted. Water Monitoring & Electrofishing Demonstration Rick Portiss, Manager, Environmental Monitoring Projects, TRCA provided a live electrofishing demonstration representing one way that TRCA quantifies water quality through fish habitat. PRESENTATIONS 1. TRCA Stormwater Management & Low Impact Development Sameer Dhalla, Senior Manager, Water Management, TRCA provided a summary of TRCA's Stormwater Management Program. Currently, in Etobicoke and Mimico watersheds, more than 80% of developed/urban areas do not have adequate stormwater controls in place for water quality and quantity. A total of 46 stormwater management ponds have been constructed and there are very few sites designed with Low Impact Development (LID) technologies. LID Planning and Design Guide is- has been developed by Credit Valley Conservation (CVC) and Toronto and Region Conservation Authority (TRCA) as a tool to help developers, consultants, municipalities and landowners understand and implement sustainable stormwater planning and practices LID Guide comprises a set of site design strategies and distributed structural best management practices that harvest, filter, evapo-transpire, detain and infiltrate stormwater. 2. TRCA Flood Management Services & Etobicoke-Mimico Flood Management Laurian Farrell, Manager, Flood Risk Management & Infrastructure, TRCA provided an overview of TRCA's Flood Management program. Conservation Authority's role in flood management is as follows: • Monitor Weather& Forecast Flooding; • Issue Flood Messages; • Operate Flood Control Structures; September 15,2011 Etobicoke-Mimico Watersheds Coalition #3/11 H29 • Provide Advice to Municipalities; and • Maintain Communications. The current flood control infrastructure in place in the Etobicoke-Mimico watersheds are: • 7 Flood Protection Sites • 5 Channels/Berms • 2 Real-time gauges • 4 precipitation gauges • 6 streamflow gauges • 181 low flow monitoring sites • 1 snow monitoring site • 1 proposed meteorogical station As the technology of mapping floodlines becomes more advance, floodlines are generally increasing in size. As a Coalition member, Ms. Farrell asks you to: • Know your flood risks; • Talk to your friends; • Protect your belongings; and • Be prepared (i.e. 72 hour emergency kit). 3. Regional Water Monitoring Network Scott Jarvie, Manager, Regional Watershed Monitoring Program, TRCA provided an overview of TRCA's Regional Watershed Monitoring Program which was initiated in 2001 following detailed review of gaps in data needed to support key planning and reporting activities. The objectives of the monitoring network are to: • assess environmental health of watersheds and subwatersheds (spatially and temporally); • identify indicators that integrate monitoring requirements of watershed partners; • build upon existing monitoring activities and inform management decisions; • involve community in meaningful monitoring activities; and • obtain stakeholder agreement. CARRIED BACKGROUND The Don Watershed Regeneration Council (DWRC) has requested that the attached report from their meeting #6/11 held on June 9, 2011 be directed to the Etobicoke-Mimico Watersheds Coalition and Humber Watershed Alliance. Ontario Nature protects wild species and wild spaces through conservation, education and public engagement for close to 80 years. As the year of biodiversity has passed (2010), Ontario September 15,2011 Etobicoke-Mimico Watersheds Coalition #3/11 H31 Nature is concerned that the momentum and attention of the importance of biodiversity will diminish again. They strongly believe that the loss of biological diversity is one of the most important issues facing us today and in the future. As such, they have launched the 20/20 vision of biodiversity in Ontario campaign. In the days leading up to the provincial election, Ontario Nature is holding a `Rally for Nature' on Wednesday September 21St at Queen's Park to hand over the charter to the government. CARRIED 17T•]ITe7 Z611111 01111 At Coalition Meeting #2/11 held on May 26th, 2011, members participated in a working session on watershed regeneration priorities in an effort to: • review the status of existing Project Teams of the Coalition; • determine whether or not each Project Team is needed beyond 2012 and should carry forward through the next term of the Coalition; • identify a moving forward strategy for each existing Project Teams; and • scope out potential future Project Teams for the next term of the Coalition. Suzanne Barrett, Chair of the Coalition, led the working session and members participated in an interactive round table discussion and were asked to record their comments and recommendations on worksheets that were provided for the session. The working session consisted of the following two components: PART A: Existing Projects - review the status of existing Project Teams, their priorities and moving forward strategies. November 17, 2011 Etobicoke - Mimico Watersheds Coalition #4/11 H37 PART B: Potential Future Projects - discuss future Project Teams of the Coalition based on a review of existing priorities and recommendations presented within the Etobicoke and Mimico Creeks Watersheds Technical Update. During this workshop, staff also conducted a membership review in an effort to better understand the representation of Coalition membership with respect to the existing and new watershed priorities. Members were asked to place a pin on a map of the Etobicoke and Mimico Creeks watersheds to identify the area that they lived in or represent. Through this exercise, it was determined that the Coalition required increased representation in the Etobicoke Creek Headwaters, Little Etobicoke Creek and Spring Creek subwatersheds. Discussion Summary on the Coalition Working session on May 26`h 2011 is provided in Attachment 1. The Workshop report, along with staff recommendations, was received by the Chair's Committee on September 8`h, 2011. The members of the Chair's Committee endorsed staff recommendations in principle pending input by the project teams. This report was then forwarded and received by the Sherway Trail Project Team at their conference call meeting on October 11, 2011, by the Heart Lake Project at their October 5, 2011 meeting at Brampton Soccer Centre, the joint Chair's Committee and Planning and Policy team at their meeting on October 25, 2011, and the Communications and Marketing team during their conference call on November 1, 2011. The West Deane Project Team did not meet during this period, however the Team was informed about staff recommendations via e-mail, requesting member review and feedback. Overall, the staff recommendations were endorsed by the project teams with a small exception of some project team members who express concerns regarding the size of the boundaries for the proposed new project teams. These concerns will be addressed by staff as they set work plan priorities with input from project teams. STAFF RECOMENDATIONS Based on the discussions from both Part A and B of the Watershed Regeneration Priorities Working Session held on May 26, 2011, and input from the Chair's Committee and Project Teams, staff propose the following: Note: for Subwatershed boundaries, please refer to attachment 6.1.2 (Subwatershed Regeneration Plan Key Map) 1. Recommendations for Immediate Implementation in 2011 -2012 a. Lower Etobicoke Project Team • Merge the existing Sherway Trail Project Team with the new Lower Etobicoke Project Team. • Mandate of the Lower Etobicoke Project Team will be the geographical area within the Lower Etobicoke Creek Subwatershed, Little Etobicoke Creek Subwatershed and Lake Ontario Drainage area as per the Etobicoke and Mimico Creeks Watersheds Technical Update. November 17, 2011 Etobicoke - Mimico Watersheds Coalition #4/11 H38 Proposed Projects & Opportunities • Provide input and assist staff with priorities identified in the Lower Etobicoke, Little Etobicoke Creek Subwatershed, Tributary 4 Subwatershed as well as Lake Ontario Drainage Area as per the Etobicoke and Mimico Creeks Watersheds Technical Update. These priorities may include: a) Implementation of the Sherway trail and restoration project. b) Planning and implementation of Sustainable Neighbourhood Action Plan (SNAP) project in the Applewood Community in Mississauga. c) Advocate for daylighting opportunities for North, Jackson and Superior Creeks. d) Assist staff with the Implementation of Marie Curtis Park and the Arsenal Lands Master Plan. e) Assist staff with the implementation of the Etobicoke Creek Barrier Mitigation and Creek Restoration project - first barrier upstream of Lake Ontario on Etobicoke Creek. b. Lower Mimico Project Team • Merge the existing West Deane Project Team with the new Lower Mimico Project Team. • Mandate of this Project Team will be Geographical area of Mimico Creek watershed within the boundaries of the City of Toronto. Proposed Priorities Provide input and assist staff with priorities identified in the Lower Mimico Creek as per the Etobicoke and Mimico Creeks Watersheds Technical Update. These priorities may include: a) Advice to staff on issues and opportunities emerging through in -fill development in the lower Mimico area. b) Provide input to the City of Toronto Bonar Creek Stormwater Pond design and construction. c) Assist staff with the planning and implementation of South Mimico Trail. d) Assist staff with the implementation of the Mimico Creek Barrier Mitigation and Creek Restoration project - first barrier upstream of Lake Ontario on the Mimico Creek. e) Implementation of restoration and stewardship projects in West Deane and Heathercrest Parks. c. WHS Project Team (includes West Etobicoke, Heart Lake and Spring Creek) *To be Re- Named by Project Team Members* • Extend the mandate of the existing Heart Lake Project Team to include the geographical area of Spring Creek Subwatershed, Etobicoke Creek West Branch Subwatershed and Etobicoke Creek Headwaters within the boundaries of the City of Brampton as per the Etobicoke and Mimico Creeks Watersheds Technical Update. November 17, 2011 Etobicoke - Mimico Watersheds Coalition #4/11 H39 Proposed Priorities & Projects a) Assist staff with the implementation of the Heart Lake Management Plan. b) Provide input and assist staff with priorities identified in the Etobicoke Creek West Branch Subwatershed, Spring Creek Subwatershed and Etobicoke Headwaters south of Mayfield road within the City of Brampton. c) Receive updates and provide input to the Valleybrook Community Stewardship Project as required. d) Assist staff with the implementation of the Kennedy Valley Trail and Restoration Project. e) Receive updates and provide input for the Spring Creek channel naturalization project. d. Green Site Team (Partners in Project Green and Etobicoke - Mimico Watersheds Coalition) • Existing project team to continue with current mandate to advise staff and help implement a variety of corporate restoration opportunities, in general, across the two watersheds, and specifically in Etobicoke Creek Main Branch Subwatershed and Tributary 3 Subwatershed within the Pearson Eco- Business Zone. • Collaborate with Credit Valley Conservation to implement employment lands corporate restoration opportunities across the geographical Region of Peel. Project Team Priorities & Projects a) Provide input on corporate restoration opportunities and activities in the Pearson Eco - Business Zone and across Etobicoke and Mimico Watersheds as required. b) Engage businesses and their employees in Partners in Project Green's Corporate Tree Planting Program. c) Implement Greening Corporate Grounds program. d) Engage businesses in the Green Parking Lot Program. e. Communications and Marketing Project Team • Existing project team to continue with current mandate to advise staff and enhance the profile and branding of the Coalition. • Revisit team mandate in 2013. Project Team Priorities a) Assist staff in the development and management of web -based conservation network, including youth engagement through social media. b) Assist staff with the development of materials, resources, and tools to engage youth and Etobicoke and Mimico watersheds residents. c) Contribute content to CreekTime e- newsletter and other watershed e- updates. d) Provide effective program and communication support to events and projects recommended by the Coalition. e) Work with the Conservation Foundation of Greater Toronto to solicit support for watershed programs. November 17, 2011 Etobicoke - Mimico Watersheds Coalition k4 /11 H40 f) Work closely with other subcommittees and project teams of the Coalition. f. Chair's Committee and Policy /Planning Team • Chair's Committee to continue with existing mandate. • Joint meetings of the Chairs Committee and Policy Team be hosted throughout 2012 as required. • Revisit team mandate in 2013 in context of new priorities. In addition to the above, staff will continue to implement restoration projects and private landowner outreach in partnership with local community and the Town of Caledon within the Etobicoke Headwater Subwatershed. 2. Recommendations for Implementation in 2013 and Beyond g. BACKGROUND At Authority meeting #6/10, held on July 23, 2010, resolution #A121/10 was approved and states as follows. THAT TRCA staff be authorized to partner with Greening Greater Toronto, an initiative of the Toronto City Summit Alliance, to produce the first edition of The Living City Report Card in conjunction with the Greening Greater Toronto Score Card; THAT TRCA staff continue to produce brief report cards on the health of individual watersheds in TRCA's jurisdiction on o five year cycle following the production of The Living City Report Card subject to data availability, funding and staff resources; November 17, 2011 Etobicoke - Mimico Watersheds Coalition #4/11 H42 AND FURTHER THAT TRCA staff make provision in the 2012 -2021 capital budget forecast for producing report cards. Watershed Report Cards have been produced for many of the watersheds in the TRCA jurisdiction over the years. These documents communicated the condition of various aspects of watersheds such as water quality, natural cover, heritage, and stewardship. In January 2011, TRCA in cooperation with Greater Toronto CivicAction Alliance (former Toronto City Summit Alliance), produced the first edition of The Living City Report Card (LCRC) which discussed parameters relevant to the entire Greater Toronto Area jurisdiction with less focus on the condition and variability of individual watersheds. The main topics of the LCRC were carbon emissions, air quality, water, waste, land use and biodiversity. As of November 2010, 28 of the 36 Conservation Authorities in Ontario were producing watershed report cards. Unfortunately, there are many inconsistencies in the various jurisdictions in terms of methodology, content, format and frequency of publication. As a result, the utility of the documents is diminished at a provincial scale. To help bring consistency in the way Conservation Authorities produce watershed report cards, Conservation Ontario has produced a guideline. An overview of this guideline is as follows. INDICATORS Conservation Authorities are asked to report on a set number of indicators as listed below. This recognizes that different jurisdictions have more or less ability to produce report cards due to available resources. Space permitting, one or two other indicators may be added that reflect an important issue in the subject watershed. surface water quality - E. coli, total phosphorus and benthic invertebrates forest conditions — forest cover, forest interior and per cent riparian forest groundwater quality — nitrate and nitrites OPTIONAL FEATURES Watershed report cards can include a summary of other watershed features that help to describe subwatersheds and give an indication of environmental stresses. These features would vary locally and could include: stream flow, fisheries resources, soil erosion, dams and barriers, watercourse characteristics, population, spills, tiling and drainage, wetland cover, significant natural areas, heritage resources and business outreach. Watersheds are different so a key theme or issue could be highlighted. GRADING Regardless of whether the audience of the watershed report card is other agency staff or the general public, a definition of the grades is important. Grades are to be defined as follows. The guideline provides a system for defining what constitutes each grade. A - Excellent B - Good C - Fair D - Poor F - Very Poor November 17, 2011 Etobicoke- Mimico Watersheds Coalition #4/11 H43 FORMAT There are three formats for delivering watershed information to relevant audiences and it is recommended that Conservation Authorities utilize each of these: technical report outlining methodology, individual subwatersheds , and supporting resource information; public outreach summarized report card that profiles subwatershed grades for entire Conservation Authority watershed as well as Conservation Authority programs, and stewardship actions that residents can implement; website page that provides easy access to all products. It is recommended that the three products all share consistent, standardized branding and layout in order to present a visibly, consistent grouping of 'watershed-based' products. This will help to identify all the report cards as Conservation Authority report cards. It is also suggested that the report cards provide standard topics of information relevant to all Conservation Authorities and their residents. This would include an explanation of a watershed, and location map, as well as text describing programs and services provided by the Conservation Authority and actions that other agencies or individuals can do to protect or restore their local watersheds. Conservation Ontario has developed a template which uses a number of common features, yet still provides enough flexibility in writing and design to ensure local issues and flavour are reflected in each Watershed Report Card. This approach will increase their recognition as a group of Watershed Report Cards produced by Conservation Authorities. The common characteristics include a) Format - six to eight page folded full colour product. Using five year blocks of data minimizes seasonal variation and sampling error, and provides sufficient data for reliable summary statistics for surface water and groundwater samples. This five -year step also coincides with census information which can be incorporated into the report cards. November 17, 2011 Etobicoke - Mimico Watersheds Coalition #4/11 H45 The next set of Conservation Authority report cards should be completed in 2012, using data from 2007 - 2011. With Conservation Ontario's help, they could be launched as a group at the end of 2012 or the beginning of 2013 to coincide with World Water Day. WATERSHED UPDATES Given the long time frame between actual report cards, it is also being recommended that Conservation Authorities consider producing and publishing Watershed Updates. More narrative in nature, these Watershed Updates would provide more detail or different information around watershed management efforts and progress or cover other program areas not covered in the report cards. They provide an opportunity for the Conservation Authorities to address larger, more specific issues in a local context. The important consideration is that these valuable Watershed Updates being produced in between the five year Watershed Report Cards need to be a different format in order to avoid confusion. They can be as many pages as the Conservation Authority desires and can be stapled or folded; however, it is recommended that they not be the same narrow format as the Watershed Report Card. By providing companies with a framework for action, tools to encourage engagement and a friendly competition and learning environment to motivate action, the People Power Challenge will assist companies in driving sustainability into their organizations by leveraging their greatest asset —their people. Overview The People Power Challenge will have three distinct challenges and winners throughout the year -long program, with an overall winner being announced once all three challenges have been completed. The challenges are as follows: • Sub - Challenge 1— Waste Reduction (November 1, 2011— February 29, 2012) • Sub - Challenge 2— Energy Efficiency (March 1 —June 30, 2012) • Sub- Challenge 3 — Water Conservation (July 1— October 18, 2012) Companies will be awarded points for achieving criteria in three categories— Engagement, Capacity and Conservation. In each challenge, the company that achieves the most points will win. The company that achieves the most points overall will win the People Power Challenge. Participating companies will be provided a number of tools and suggestions for engaging their employees, including template promotional materials, a challenge calendar with suggested actions, along with an online reporting system gathering and sharing employee suggestions and results. Criteria for Participation • The People Power Challenge is open to any company in the Greater Toronto Area regardless of whether they are located in the Pearson Eco- Business Zone. • Companies do not have to be members of Partners in Project Green to participate. • Participation is based on facilities, not organizations. For example, if two Canadian Tire locations want to compete, each facility would compete on their own. • The People Power Challenge is a cross - sector challenge, including offices, manufacturers, hotels, logistics organizations and others. • Companies of all sizes are encouraged to get involved. Results will be adjusted for numbers of employees per company to ensure accurate comparison. November 17, 2011 Etobicoke- Mimico Watersheds Coalition #4/11 H47 Rules of Participation • Companies can employ whatever means they like to increase employee participation. In addition to the tools provided and suggested through the challenge, organizations can provide incentives, host events, and send emails, and use any other methods at their disposal, in order to increase employee participation. • Companies are encouraged to register before October 25ch, 2011. However, companies will be permitted to register any time during the first challenge. The final deadline to register is February 29`h, 2011. • Companies are required to complete an online registration form and submit challenge reports. Reporting Requirements • Reports • Baseline Information: When a company registers for the People Power Challenge, basic information required to normalize data will be collected. This includes number of employees, square footage of the facility, and other basic data points. • Sub - Challenge Reports: Following each Sub - Challenge, companies will be required to submit a report along with all supporting documentation. These reports will be a one page Tillable PDF that includes all metrics and a section for company highlights. c Final Report: The final report will collect data on methods of employee engagement that were employed by the participating companies, feedback on improving the People Power Challenge, and other lessons learned. The Final Report is currently under development. • Point System Companies will earn points in the categories of Engagement and Communications, Capacity, and Conservation for completing certain tasks. Companies can choose which points to go after as well as how they obtain those points. • Data Normalization and Comparison Data will be normalized to allow for accurate comparison, as follows: • Engagement and Communications: Webinar participation will be based on company participation per capita. • Capacity: Employee suggestion points will be based on number of suggestions per number of employees. • Conservation: Projected results will be normalized to reduction (in KWh or m3 reductions of energy and water, or percentage of increase in diversion from landfill over base line numbers) per square footage of facility. Each newsletter contains six feature articles which brings nature up close and personal with the reader, a spotlight on both community and business accomplishments, a piece about some of the exciting actions of youth, conservation tips, and a listing of upcoming events. Several Coalition and Project Teams members have contributed articles throughout the year. Team is working with TRCA to come up with process to be more aware of new development projects and environmental assessments to provide feedback /insight /advice as required. • Advocacy in regard to opportunities for daylighting watercourses in Lake Ontario Drainage area. • Provided formal comments on Toronto Official Plan Review Communications & Marketing Project Team • CreekTime continues to have an above average open rate. • Etobicoke and Mimico Brochures have been created to be distributed to community members during events. • Trail Maps will be brought to the Coalition for consideration very shortly. Look up "EtobMimCreeks" to follow us! • Atoll of Coalition member's use of the usb key was taken at the meeting. Members generally haven't had the opportunity to present the material found in the usb key. It was also identified that a few members hadn't yet received the usb key as they were not present when they were distributed. The Communications & Marketing team will look for possible opportunities /places to present the material found in the usb key and bring back to the Coalition. Heart Lake Project Team • Road Ecology program is complete. Data was analyzed by students from Fleming College. Study found that frogs faced the highest mortalities. The study Findings will be presented to the Brampton Environmental Advisory Committee shortly. While collecting data, volunteers found a lot of garbage (computer's, construction material, etc.) and were able to clean -up quite a bit. Sherway Trail Project Team There is still no action on the Sherway Trail project. The Ministry of Transportation is completing a study for highway expansion which will take 4 -5 years to complete and as a result is not prepared to give more than temporary permission. Members are in the process of arranging a meeting with the Councillor. The fall planting was cancelled due to low registration. Recruitment of additional members will be an early 2012 focus of the team. • Signage has gone up along trail (project completed by Fleming College students). Valleybrook Project Team • There was no update for the Valleybrook Project Team. West Deane Project Team • Had a very successful fall planting with 100 attendees. 500 plants /shrubs were planted. 20 students from Martingrove Collegiate participated. SNAP Etobicoke was also present. • The shoreline clean -up was also a success. Volunteers collected one tonne of garbage. The most interesting item they found was a couch in the valley. • Volunteers are beginning the planning of the Golf Tournament (initially scheduled for this past August but got postponed due to low registration). More details to come shortly. • Similar to the Sherway Trail Signage Project, co -op students have been recruited to study lower Mimico. School groups and businesses will be targeted to find out any issues and recruit support. This sets a good planning example for other road construction projects in the Etobicoke and Mimico Creeks Watersheds. Gardiner Bridge H52 City of Toronto is initiating an Environmental Assessment project to undertake repairs to the Gardiner Bridge on Mimico Creek. TRCA staff have informed the City Project Manager of the South Mimico Barrier Mitigation project at this location. Possibility to coordinate implementation work is being considered.
